star this property answer text <p>This Government has taken action to tackle the taxpayer-funded subsidies that previously were handed to the trade unions. Such payments were poor value for money and represented an unhealthy relationship between the state and voluntary sector.</p><p> </p><p>Trade union activities and campaigning in the public sector should be funded by members' subscriptions, not bankrolled by the taxpayer. Greater freedom from state dependency will help ensure that trade union bosses better reflect and respond to the wishes and views of the grassroots members who pay the bill.</p><p> </p><p>Following the Cabinet Office review of the use of facility time and facilities in the civil service, the Department for Communities and Local Government has made a series of reforms:</p><p> </p><p> </p><p> </p><ul><li>Cutting back the guideline facility allocation to close to private sector benchmarks;</li><li>All trade union representatives must now spend the majority of their time in Civil Service roles – we no longer fund full-time “pilgrims”;</li><li>The Department no longer provides any funding for staff to carry out trade union activities;</li><li>Tighter controls have been implemented to prevent inappropriate use of departmental and office facilities for campaigning purposes;</li><li>The check-off facility has been ended for new entrants.</li></ul><p> </p><p>In 2013-14, the first year of the new regime, departmental facility time staffing costs were reduced to £47,620. To place in context, previous years were £153,814 in 2012-13, £140,687 in 2011-12, £177,100 in 2009-10 and £245,644 in 2008-09.</p><p> </p><p>Figures for our public bodies are shown in the attached table, and show a total reduction of £222,303 in 2013-14 on the year before. There are additional further sayings from a reduction in union expenses (now zero across the Department and our public bodies).</p><p> </p><p>We have also issued guidance to councils to follow our example in delivering sensible savings. We have amended the local government Transparency Code to increase openness and accountability over such taxpayer-funded payments to the trade unions.</p>

Our Affordable Homes Programme is on track to deliver 170,000 new affordable homes between 2011 and 2015, with £19.5 billion of public and private funding. Over 144,000 homes were delivered by the end of September 2014. <em>(DCLG Affordable Housing Supply, 2013-14 (16 October 2014), table 2012, Affordable Housing starts and completions funded by the HCA and GLA (20 November 2014). </em>We are confident that we will meet the target.<br><br>217,000 affordable housing have been delivered from April 2010 to September 2014.<br><br>£38 billion of public and private investment will help ensure 275,000 new affordable homes are provided between 2015 and 2020. This means over the next parliament we will build more new affordable homes than during any equivalent period in the last twenty years.<br><br></p>

star this property answer text <p /> <p>The First-tier Tribunal (Social Security and Child Support), administered by HM Courts &amp; Tribunals Service (HMCTS), hears appeals against Department for Work and Pensions’ (DWP) decisions on a range of benefits, including Employment and Support Allowance (ESA), Personal Independence Payment, Attendance Allowance, Industrial Injuries Disablement Benefit, and Incapacity Benefit.</p><p> </p><p>(1) Appeals against decisions for ESA can be made for various reasons, not just about entitlement. HMCTS is unable to differentiate between appeals relating to matters of entitlement and those relating to other issues about claims for ESA, and therefore does not hold the information requested.</p><p> </p><p>(2) HMCTS does not record data specifically relating to appeals where a medical assessment has been conducted by the DWP and therefore does not hold the information requested.</p> more like this

star this property answer text <p>Sentencing in individual cases is a matter for our independent judiciary, taking account of the circumstances of the case and the maximum penalty for the offence. But when sentencing an offender the courts must treat recent and relevant previous convictions as an aggravating factor. There is also a mandatory minimum sentence of three years’ imprisonment for a third conviction for domestic burglary. The sentencing guideline for burglary aims to ensure that the effect on victims is at the centre of considerations about what sentence each offender should receive. The average custodial sentence length for domestic burglary has increased from 21.4 months in 2009 to 23.6 months in 2013.</p><p>This Government is committed to strengthening sentences, so that they combine both punishment and requirements that are effective at preventing further offending. We are transforming rehabilitation, by bringing together the best of the public, private and voluntary sectors, and only rewarding them when they actually do reduce re-offending.</p><p>During the 12 months ending June 2014, all local justice areas sentenced at least one offender with 15 or more previous convictions to a sentence that did not entail immediate custody for their latest conviction of a burglary offence.</p>
