I have had several conversations with civil society organisations about responding to covid-19 and its potential impact on charities and social enterprises. Last week the Minister for Civil Society, Baroness Barran, held a roundtable with over 45 charities to listen to their concerns. 	answer	answer is ministerial correction date of answer 17/03/2020 answer text <p>The most recent publicly available figure from the NCS 2016 evaluation report show that for every £1 of taxpayer money spent on the 2016 summer programme, £1.79 is provided back to society by the NCS programme in terms of the economic benefit. For the 2016 Autumn programme for every £1 spend, £2.21 is provided back in terms of the economic benefits. The economic benefits relate to the identified impact the NCS programme has in respect to volunteering and leadership.</p><p><strong> </strong></p><p>The NCS Trust is the Royal Chartered Arms-Length Body overseeing and implementing the programme, in line with the NCS Act 2017. The NCS Trust’s budget is reviewed and approved by DCMS on an annual basis in line with Managing Public Money standards. It includes large, national charities, social enterprises, volunteers and small grassroots organisations but what joins them all is the idea of creating social value to help build a better society.</p><p><strong> </strong></p><p>Government funding to civil society is ring-fenced for particular projects or programmes. Grant agreement terms and conditions prohibit grant funding being used for paid for lobbying and political campaigning.</p><p><strong> </strong></p><p>The figures quoted below represent the total amount of expenditure incurred by the Office for Civil Society since it joined DCMS as part of a Machinery of Government transfer. Officials from across government engaged with the performing arts sector extensively throughout negotiations. That engagement has continued since the announcement of the Trade and Cooperation Agreement to ensure they are aware of new requirements. The first annual report was published in January 2020. We acknowledge that there will be some additional processes for those in creative industries working across the EU now that the transition period has come to an end. However, our agreement with the EU contains Transparency and Procedural Facilitation measures that will help ensure visa processes are as prompt and smooth as possible.</p><p>During our negotiations with the EU, the UK proposed measures, reflecting the views of the music industry itself, that would have allowed musicians to travel and perform in the UK and the EU more easily, without needing work-permits. Specifically, we proposed to capture the work done by musicians, artists and entertainers, and their accompanying staff through the list of permitted activities for short-term business visitors.</p><p>In practice this would have delivered an outcome that is closer to the UK’s approach to incoming musicians, artists and entertainers from non-visa national countries, such as EU Member States and the US, who can come to perform in the UK without requiring a visa.
