star this property answer text <p><strong>National Savings and Investments (NS&amp;I) is a UK institution, operating from a number of sites within the UK and abroad. </strong></p><p> </p><p><strong>The powers governing NS&amp;I products come from UK primary and secondary legislation. Only individuals with a UK bank account are eligible to buy NS&amp;I products. In the event of independence, the current rules would prohibit individuals with only a Scottish bank account from buying NS&amp;I products. </strong></p><p> </p><p><strong>Any changes to these rules would depend on negotiations between the UK and Scottish governments in the event of independence. Both governments have said that there can be no pre-negotiations on what the terms of independence might be before the referendum takes place.</strong></p><p> </p><p><strong>The UK government believes that Scotland is better off as part of the UK, and the UK is better off with Scotland in it.</strong></p><p> </p> more like this

Value for money is the primary driver when choosing a procurement route.</p><p> </p><p>PF2 offers improved value for money for the public sector and the taxpayer compared to the Private Finance Initiative. An improved procurement process, public sector equity co-investment, more efficient risk allocation and greater flexibility of service provision has improved the cost effectiveness of PF2 relative to the Private Finance Initiative.</p><p> </p><p>The Government has taken significant steps to improve the cost effectiveness of existing PFI contracts, including delivery of £1.5 billion of savings, which has been assured by the National Audit Office, and identifying potential further savings of more than £1 billion.</p><p> </p> more like this

star this property answer text <p>This Government recognises the importance of transport infrastructure to support the economy and, as set out in the National Infrastructure Plan 2013, has already announced over £28 billion of funding for enhancements and maintenance of national and local roads</p><p> </p><p>The specific schemes identified in the National Infrastructure Plan 2013 have the ability to complete or begin their construction in the next Parliament. Proposals for improvements to the A120 between Braintree and Marks Tey are not yet sufficiently developed to be included in the Highways Agency pipeline of future projects, and are therefore not currently included in the National Infrastructure Plan.</p><p> </p><p> </p><p>However, the A120 is being looked at by the Highways Agency as part of its work on the East of England Route Strategy, which will look to determine the nature, need and timing of future investment that might be required. I would encourage you to engage with the Highways Agency's route strategy process.</p>

star this property answer text <p>In December 2012, the Government launched Private Finance 2 (PF2). PF2 introduces significant reforms to the Private Finance Initiative (PFI) and gives a new approach to the delivery of public infrastructure. It is based on the outcomes of a wide call for evidence held across both the public and private sectors.</p><p> </p><p>The Government seeks to ensure that the UK tax system is competitive for all companies and that the UK is an attractive place to do business, while retaining proportionate anti-avoidance protection.</p><p> </p><p> </p><p>A special purpose vehicle set up for the purposes of delivering a PFI project is no different from any other corporate entity and is therefore required to pay corporation tax in accordance with government rules.</p> more like this

star this property answer text <p>The Government is committed to effective anti-avoidance rules to ensure that profits arising on UK activities are not artificially diverted to low tax jurisdictions. At the same time, it needs to ensure that the tax system is competitive for all companies and has set out its plans to make the UK an attractive place to do business while retaining proportionate anti-avoidance protection.</p><p> </p><p> </p><p>UK resident PFI contractors regardless of their shareholders' registered jurisdiction will be charged UK corporation tax on profits earned within the UK. To limit the freedoms properly available to investors would be anti-competitive and contrary to European Union law. These points are not unique to the Private Finance Initiative (PFI) but apply equally to non-PFI companies and investors.</p> more like this
