Information from the report has been shared with the Expert Panel, Building Regulations Advisory Committee (BRAC) and Greater Manchester Fire and Rescue Service.</p><p>The Regulatory Reform (Fire Safety) Order 2005 (FSO) applies to non-domestic premises, including the common parts of multi-occupied residential buildings. The FSO requires the person responsible for the premises to undertake and review regularly a fire risk assessment of the premises. This includes making reasonable adjustments for disabled customers and this duty is anticipatory, meaning that service providers must anticipate the adjustments that disabled customers may reasonably need, rather than await requests for such adjustments before acting.</p><p>In line with civil law principles, it is for individuals who feel that they have experienced discrimination - for example by a licensed premises for failing to make a reasonable adjustment - to take advice and if necessary legal action under the 2010 Act, to remedy the situation.</p><p>The Equality Hub expects all sectors, including hospitality, to comply with their legal duties and does not routinely consider the performance of individual sectors. This performance is measured through an integrated set of key performance indicators (KPI), progress against which is published in the DE&amp;S Annual Report and Accounts. The Framework is also clear that local authorities should encourage efficient use of land and acknowledges the importance of undeveloped land for food production.</p><p>In the case of solar, guidance sets an expectation that large-scale solar farms are sites on previously developed and non-agricultural land, provided it is not of high environmental value. Where projects are proposed on greenfield sites, our guidance seeks to minimise the impacts and requires developers to justify the use of any such land. This reasonable adjustment duty is an anticipatory duty therefore those who provide goods, facilities and services to members of the public are expected to anticipate the reasonable adjustments that disabled customers may require, including auxiliary aids.</p><p>The Equality and Human Rights Commission (EHRC) is the public body responsible for enforcing the Equality Act. In 2017, the EHRC published two pieces of guidance - a guide to help businesses understand what they can do to meet their legal duties to assistance dog owners, and a guide to help tourism businesses welcome people with access requirements. The EHRC supports disabled individuals who have experienced discrimination to take their cases to court.</p><p>In recent years, case law has strengthened the equalities law for people with assistance dogs. There have been a number of significant cases brought under the Equality Act involving assistance dogs, which have been successfully litigated, for example, <em>Bloch v Kassim</em> (assistance dogs in taxis); <em>Clutton and Williams v Pen-y-Bryn Group</em> (assistance dogs in restaurants); and <em>McCafferty v Miah</em> (assistance dogs in shops). The Equality Advisory and Support Service (EASS), the equalities and human rights helpline, receives about 35,000 customer contacts a year, more than 60% of which concern disability issues. Their scope and number varied from time to time according to the opportunities that presented themselves and any changes requiring approval from the owner. Help to Buy customers pay no interest for the first five years of their loan. Interest fees that begin in year 6 start at 1.75% and increase each year by CPI + 2%. Affordability assessments are carried out by both the main mortgage provider and our Help to Buy Agents at the outset of the loans. These checks assess and stress-test the borrower’s long-term ability to meet their mortgage repayments and future fee payments. 	answer	answer is ministerial correction date of answer 01/06/2022 answer text <p>The Building Safety Act 2022 provides that where a building's freeholder is - or is linked - to the original developer, they must meet costs associated with historical building safety defects in full and cannot pass on these costs to leaseholders.</p><p>The Act refers to the position as at 14 February 2022, so any future buyer of the freehold will assume the same liabilities of the previous freeholder. As such, freeholders will not be able to simply sell off their buildings or transfer them to new companies to evade liability.</p><p>Should the freeholder declare insolvency, the Act contains provision allowing the appointed insolvency practitioner to apply to the court to require companies associated with the freeholder, such as the parent company, to meet the costs of remediation.</p><p>The Act also grants powers to the High Court and the First-tier Tribunal allowing them to extend specific liabilities for one company to associated companies, preventing developers and freeholders from evading their responsibilities by using complex corporate structures such as special purpose vehicles.</p><p>The Government has agreed with 45 residential property developers that they will fix life-critical fire safety defects, including cladding, in all buildings above 11 metres that they had a role in developing or refurbishing in the past 30 years. As of 13 June, over 45 have signed the pledge. <br> <br> Developers making this commitment have also agreed to reimburse any funding received from government remediation programmes in relation to buildings they had a role in developing or refurbishing. Alongside traditional forms of engagement, digital engagement will remove barriers to engagement and provide new opportunities for local people to engage.
