star this property answer text <p>Insecurity, damaged infrastructure and bureaucratic constraints throughout Yemen, including in Sa’ada, continue to threaten the access of humanitarian relief organisations to the 22.2 million Yemenis in need of assistance across the country. As of August 2018, the UN assess Sa’ada district as having high access constraints.</p><p> </p><p>We continue to work closely with our UN and NGO delivery partners, in Sa’ada and northern Yemen, who are operating under difficult circumstances to reach the most vulnerable. We also urge all parties to the conflict to ensure rapid, safe and unhindered humanitarian and commercial access across Yemen, including in Sa’ada, and to do everything possible to protect innocent civilians and demonstrate their commitment to International Humanitarian Law.</p> more like this

star this property answer text <p>The Ministry of Defence (MOD) has carried out no impact assessments of airstrikes in Yemen since 2012. Impact assessments are required for the implementation of domestic UK policy, not for military action abroad either by the UK or other countries.</p><p>During the current Saudi-led Coalition operation in Yemen the MOD has monitored incidents of alleged International Humanitarian Law violations using available information. We consider a range of information from government sources, foreign governments, the media and international non-governmental organisations.</p> more like this

star this property answer text <p>The UK and the Kingdom of Saudi Arabia have a long history of defence cooperation. As part of this long standing relationship, the RAF provides training and shares best practice to the Royal Saudi Air Force, including training on International Humanitarian Law (IHL) compliant targeting.</p><p>In addition we have provided guidance and advice to the Saudis on their processes to ensure continued compliance with IHL.</p><p>Finally the UK has deployed a small number of military personnel serving as Liaison Officers in Saudi headquarters. Their role is to build our relationship and provide insight into Saudi operations. Liaison Officers are not involved in directing or conducting operations in Yemen or selecting targets and are not involved in the Saudi targeting decision-making process.</p> more like this

star this property answer text <p>The UK provides routine teams of personnel to support Saudi Arabia, under existing government-to-government arrangements. None of these personnel are participating directly in Saudi military operations. We currently have:</p><p>11 personnel providing mentoring and advice to the Saudi Arabian National Guard, as part of the British Military Mission to the Saudi Arabian National Guard.</p><p>18 military and 19 civilian personnel working on the Saudi Arabia National Guard Communications Project to acquire and support, modern communications capabilities for the Saudi Arabian National Guard.</p><p>76 military and 42 civilian personnel working on the Ministry of Defence Saudi Armed Forces Projects, supporting the United Kingdom's commitment to the defence of Saudi Arabia through the supply of modern military aircraft, naval vessels, weapons and associated support services to the Saudi Armed Forces.</p><p>In addition to these personnel, we have also deployed a small number of liaison personnel in Saudi and coalition Air and Maritime Headquarters. This includes personnel in the Maritime Coalition Coordination Centre in Bahrain to help ease the flow of humanitarian aid into Yemen.</p><p>We have received assurances from the Saudis that they are complying with International Humanitarian Law and we continue to engage with them on those assurances.</p><p> </p>

star this property answer text <p>We do not routinely reveal the exact numbers of precision guided weapons being provided to the Saudi authorities as to do so would prejudice commercial interests, and also to protect Saudi operational security. The release of this information would be a matter for the Saudi authorities.</p><p>The UK aims to operate one of the most rigorous and transparent export control regimes in the world. Each licence application is rigorously assessed using internationally recognised criteria. The Saudis have provided repeated assurances to us that they will be used in compliance with international humanitarian law and we continue to engage with them on those assurances.</p> more like this
