My predecessor reminded Cabinet colleagues of the importance of quality and timely responses to e-petitions at the beginning of the second session. 	answer	answer is ministerial correction date of answer 10/09/2018 answer text <p>The UK government has expressed serious concern at the tragic loss of life in Yemen over August, including the tragic incidents of 2 August, 9 August, and 23 August in which so many Yemenis were killed. 	answer	answer is ministerial correction date of answer 12/02/2020 answer text <p>Defra assesses air quality in the UK through a combination of monitoring and modelling, as well as through the development and upkeep of a National Atmospheric Emissions inventory (NAEI). The NAEI is compiled annually to report total emissions by pollutant and source sector in a systematic way, and to facilitate compliance with our emissions reduction targets.</p><p> </p><p>Emissions from domestic combustion using wood as fuel have increased by 70 per cent since 2005. As recognised by the Committee on the Medical Effects of Air Pollutants, particulate matter is particularly harmful for health and the environment. The most recently published data from the NAEI shows that domestic combustion using wood as fuel accounted for 36 per cent of primary emissions of fine particulate matter (PM2.5) in 2017. We will publish the next annual update of the NAEI, with data for 2018, in the coming weeks.</p><p> </p><p>Wood burning stoves and coal fires are now the single largest contributor to our national emissions of particulate matter. We are already taking steps to tackle emissions from domestic burning. The Environment Bill currently before Parliament contains measures to reduce emissions from domestic solid fuel burning, the single largest contributor of fine particulate matter emissions. It will create a simpler mechanism for local authorities seeking to reduce smoke emissions within their areas.</p><p> </p><p>Additionally, in line with the Clean Air Strategy, Defra has consulted on the cleaner domestic burning of solid fuels and wood. More low-cost renewables like onshore wind on the system will limit household electricity bills by ensuring that Britain is less affected by fluctuations in volatile global gas prices. As set out in the Energy White Paper and Net Zero Strategy, a low-cost net zero system of the future will be predominantly comprised of wind and solar. The review concluded that there is a low risk of harm or injury from lint fires in modified machines and that the modification reduced the level of risk.</p><p> </p><p>As part of the review OPSS considered the quality assurance used by Whirlpool when undertaking the modifications in consumers’ homes and OPSS purchased 20 used tumble dryers from online sales sites that appeared to have been modified at some point. Examination of these machines revealed variations from Whirlpool’s specifications for the modifications. It was not possible to establish the history of individual machines including whether, when and how the machine had been modified. It was not therefore possible to draw firm conclusions regarding the cause of these variations. OPSS has therefore written to Whirlpool requiring them to set up a more rigorous system of quality assurance, including a programme of examinations of dryers that have been used by consumers, to ensure modifications are correctly installed. Any enforcement action, including a recall notice should be proportionate to the seriousness of the risk.</p><p> </p><p> </p><p>The Office for Product Safety and Standards (OPSS) is closely monitoring the response of Whirlpool and further steps will be taken if the response is not satisfactory.
