star this property answer text <p>On 16 December 2015, the Prime Minister informed the House we had met our commitment of resettling 1,000 Syrians before Christmas. By hitting this target we have shown that we are on track to resettle 20,000 during the life of this parliament. The Government is working closely with local authorities, international delivery partners and the voluntary sector, putting in place the plans and structures to deliver this and ensuring the system is scaled up in a way that protects the interests of all concerned.</p> more like this

star this property answer text <p>A number of local authorities across the UK accept Syrian refugees under normal asylum procedures. Over 3,400 Syrians have been granted asylum or other forms of leave since the crisis in Syria began in 2011. Furthermore, Syrian asylum seekers who are not being accommodated by the Government, can choose to live in any local authority area. <br><br>In addition to this the Home Secretary launched the Syrian Vulnerable Persons Relocation (VPR) scheme last January to provide sanctuary for those displaced Syrians who are most at risk, particularly survivors of torture and violence, women and children at risk and those in need of medical care. <br><br>Following the launch of this scheme the Home Secretary wrote to the Chairman of the Local Government Association on 11 February 2014 encouraging local authority participation and this letter has been cascaded across local authorities. So far, three local authorities have received refugees under the scheme and we continue to engage closely with additional local authorities who have expressed an interest in participation. We therefore remain confident that we can continue to meet the needs of arrivals in the UK under the scheme as planned but we welcome further offers of support from other local authorities as the scheme progresses.<br><br>Full costs borne by the local authorities will not be known until the refugees have been in UK for a full 12 months. Costs will depend on the particular vulnerabilities of those brought to the UK, and we are keeping costs under close review. <br><br>Central government is responsible for the overall funding of the scheme, but we will recover costs wherever possible, including from international aid funding schemes and potential EU funding schemes. We have put forward proposals to obtain funding from the new EU Asylum, Migration and Integration Fund and are hopeful of a positive outcome. The UK’s National Programme is yet to be agreed and until this is signed off by the EU Commission, costs to the Home Office specifically will not be finalised.<br><br>Ninety people were relocated to the UK under the Syrian Vulnerable Persons Relocation (VPR) scheme between the first group of arrivals on 25 March and the end of September. This is the latest publicly available figure, as numbers are released as part of the Home Office official statistics each quarter. The number of arrivals under the scheme up to the end of December 2014 will be published on 26 February. <br><br>We have said that we expect the scheme to help several hundred people over three years, and we remain on track to deliver that commitment.</p><p> </p><p> </p><p> </p>

star this property answer text <p>The Vulnerable Persons Relocation scheme was launched in January 2014 to help particularly vulnerable Syrians who are displaced in the regions neighbouring Syria, for whom resettlement to the UK is the only option. In particular, the programme prioritises survivors of torture and violence, women and children at risk and those in need of medical care. We are working closely with the United Nations High Commissioner for Refugees (UNHCR) in the region to identify the exceptional cases whose needs are so profound that they need to be resettled to a country like the UK. <br><br>Individuals do not apply but are referred by the United Nations High Commissioner for Refugees. <br><br>Northern Ireland is not currently participating in the scheme.<br><br>143 people were relocated to the UK under the Vulnerable Persons Relocation scheme between the first group of arrivals on 25 March 2014 and the end of December 2014. This is the latest publicly available figure, as numbers are released as part of the Home Office official statistics each quarter.</p><p> </p><p> </p><p> </p>

star this property answer text <p>The Gateway programme demonstrates the UK’s proud tradition of providing protection to refugees; and of the UK’s commitment to supporting UNHCR’s global effort to provide durable solutions to the plight of refugees. Since the first arrivals in March 2004, the UK has resettled over 6,300 refugees under the Gateway programme. The current commitment is to resettle 750 refugees per year, generally those in protracted situations, and has been fully met over the last two years. The Mandate Refugee Scheme is designed to resettle individual refugees from anywhere in the world who have been recognised as refugees by UNHCR, and judged by them to be in need of resettlement; and who have a close family member in the UK who is willing to accommodate them.</p><p>Therefore this scheme has no quota. There are no plans to expand either of these schemes over the term of this Parliament and we will continue with our commitment to offer protection to those in most need, along side those beneficiaries of the Vulnerable Person’s Relocation scheme.</p>

star this property answer text <p>The Government is deeply concerned about the crisis in Syria, the suffering and <br>hardship it is causing for millions of displaced Syrians in the region, and the <br>strain it is placing on their host countries. That is why we launched the <br>Syrian Vulnerable Persons Relocation (VPR) scheme, offering protection in the <br>UK to some of the most vulnerable refugees, who cannot be supported effectively <br>in the region. The scheme is based on need rather than fulfilling a quota, but <br>we have said that we expect it to help several hundred people over three years, <br>and we remain on track to deliver that commitment. We therefore have no <br>current plans to change the way the scheme operates. However, we continue to <br>monitor the situation in Syria and the surrounding region and work closely with <br>the United Nations High Commissioner for Refugees (UNHCR) to identify the most <br>vulnerable people displaced by the conflict to ensure that the scheme remains <br>responsive to need.<br><br>However given the scale of the crisis, we believe the most effective way to <br>ensure the UK’s help has the greatest impact for displaced people and their <br>host countries is through substantial humanitarian aid and actively seeking an <br>end to the conflict so that refugees can return to their homes and livelihoods <br>safely. We have committed £800 million in response to the crisis, making us <br>the second largest bilateral donor in the world, and UK funding is helping to <br>support hundreds of thousands of displaced people in the region, providing <br>food, healthcare and essential supplies. Compared with aid, resettlement can <br>only ever help a minority of those in need.</p><p> </p><p> </p><p> </p>
