star this property answer text <p /> <p>In 2013 Budget, the Government announced a new childcare scheme called Tax-Free Childcare to provide further support for working families who do not receive Universal Credit. Tax-Free Childcare will offer working families, where neither parent is an additional rate tax payer, 20% support towards qualifying childcare costs – the equivalent of basic tax relief.</p><p> </p><p>Childcare support is offered to parents on Universal Credit as part of a welfare system designed to make sure that work pays for those who need the most support. Childcare costs are taken into account in calculating working parents’ Universal Credit awards, and it is therefore right that a parent in receipt of Universal Credit cannot receive support under this scheme at the same time. The new Tax-Free Childcare scheme will support families as they increase their income and, for the first time, families can be sure that support for childcare costs will be available as they move off benefits altogether.</p><p> </p><p>Whilst parents can only receive support from one scheme at any time, where families are eligible for both they will have the freedom to choose the scheme which best meets their needs and will be able to move freely between schemes when they experience a relevant change in circumstances. Draft guidance for parents on Tax-Free Childcare has already been published online for consultation.</p>

These requirements can be limited as set out in Regulation 97 of the Universal Credit Regulations 2013. star this property answer text <p>The DWP recognises the need for claimants who wish to establish themselves as self-employed within their chosen vocation to be given time to establish themselves and develop their business. This is why we have put in place the start-up period, which is a one year period that enables new enterprises to develop and provides them with the financial room to grow.</p><p> </p><p>Within this period claimants will receive their full entitlement to Universal Credit support.</p><p> </p><p>The Department believes that setting the start-up period at one year strikes the right balance between enabling enterprise to grow whilst protecting the taxpayer from supporting unviable businesses.</p> more like this

star this property answer text <p /> <p>In Universal Credit a claimant is gainfully self-employed where:</p><p>· They are carrying on a trade, profession or vocation as their main form of employment;</p><p>· Their earnings from the trade, profession or vocation are self-employed earnings;</p><p>· The trade, profession or vocation is organised, developed, regular and carried on in expectation of profit.</p><p> </p><p>The freelance status of performers would not affect their eligibility for Universal Credit, or whether they meet the definition of gainful self-employment .</p><p> </p><p>Whilst the self-employment must be regular, neither the work patterns nor the claimant’s earnings need to be so. The Department recognises that self-employment work patterns often vary and a range of factors can influence the amount and duration of self-employed work.</p><p> </p><p>Universal Credit is assessed and paid monthly, which enables it to adjust quickly to take account of changes in earnings, ensuring claimants receive the right level of support at the right time.</p><p> </p>
