The latest data published by UCAS on 25 September 2014 in its ‘UCAS Teacher Training statistical releases’[1], indicates that there will be an increase in computing trainees commencing initial teacher training (ITT) this year, although this will not be certain until the 2014/15 ITT census is published.</p><p>For computing trainees starting their training in 2015/16, we have increased bursaries to up to £25,000 tax-free. We are also funding a prestigious scholarship scheme for computing trainees worth £25,000 tax-free and offering a range of professional benefits. The quality of teachers across the board is improving – the proportion of primary teachers with a 2:1 degree or better has increased from 62% in 2009/10 to 73% in 2013/14.</p><p>Nevertheless, we are keen to see more outstanding male teachers in primary schools and the trend is positive. The number of male teachers in primary schools has increased by 3,400 since 2010, whilst the proportion of male primary trainees starting programmes in 2013/14 is 21%, compared to 20% in 2012/13 and 19% in 2011/12. Schools, colleges and providers are allocated funding from which they can make discretionary awards to young people who are facing genuine financial barriers to participating in education.</p><p> </p><p> </p><p> </p><p>In the annually updated guide published by the Education Funding Agency, institutions are advised that they should assess each student’s individual circumstances when deciding whether to award a discretionary bursary. However, parents who choose to home educate their children must take responsibility for the costs.</p><p> </p><p> </p><p>Local authorities have the power to choose to give assistance to parents who home school. This can include providing support to children with special educational needs, whether or not they have a statement or Education, Health and Care (EHC) plan. The 0-25 SEND Code of Practice makes it clear that local authorities should work with parents and consider whether to provide support in the home to help the parents make suitable provision. The National College of Teaching and Leadership (NCTL) use this information to inform their allocation of ITT places to teacher training providers.</p><p> </p><p> </p><p> </p><p>The estimates for the future demand for teachers use the projected number of pupils in schools, assumed Pupil Teacher Ratios (PTRs) and our best estimates for the number of teachers required to implement the Department’s policy initiatives. The model also takes into account other flows within the existing stock of teachers such as those leaving the profession or retiring as well as those expected to return to teaching in the state-funded sector.</p><p> </p><p>The Department forecasts the need for teacher trainees one year in advance in line with the annual ITT allocation decisions. However, the TSM also forecasts teacher demand over ten years to provide an overview of long term trends.</p><p> </p><p> </p><p> </p><p>Whilst the Department estimates future teacher demand, decision-making taken at school level determines the actual number of teachers required. However, the scheme administrator for the Teachers’ Pension Scheme (TPS) holds data on the number of individuals who have participated in the scheme in the past but are now deferred (have ceased to be in pensionable service but have not yet accessed benefits).</p><p> </p><p> </p><p> </p><p>While the TPS data includes teachers whose last recorded service was in a publicly funded school in England, it also covers those whose last service was in Wales or in other establishments covered by the Scheme (for example further and higher education establishments). This is an average of six successful applicants per month.</p><p>In the current academic year we have introduced the new Troops to Teachers undergraduate route. This is not comparable to previous years as it is a dedicated undergraduate route which is only for service leavers.</p><p>982 service leavers applied to Cohort 1, and the application process ran for 4 months. 41 service leavers joined the programme in January 2014. This is an average of 10 successful applicants per month. It provides a route into teaching for non-graduates with relevant skills and experience. It is a school-based two year programme, at the end of which service leavers will have both a degree and Qualified Teacher Status.</p><p>982 service leavers submitted an initial application to cohort 1 of the new undergraduate Troops to Teachers programme. 332 of these applications went forward to be considered by the initial teacher training provider, which is the normal first stage for initial teacher training applications. 41 service leavers joined the Troops to Teachers programme in January 2014.</p><p>These figures represent only the first cohort of Troops to Teachers trainees. We are able to achieve this without any local authority receiving a cut to its per-pupil schools budget.</p><p> </p><p>We are able to deliver this boost by using money from within our protected schools budget and because HM Treasury will provide additional funding as required.</p><p> </p><p>The Department for Education intends to find the majority of the £350 million from within its existing protected schools budget as determined at the Spending Round in June 2013.
