star this property answer text <p>Integrated Care System (ICSs) build on the progress already made by Sustainability and Transformation Partnerships.</p><p>As the NHS Long Term Plan set out, every ICS will have a partnership board drawn from commissioners, primary care networks and local authorities, a non-executive chair and clinical members drawn from across their constituent organisations. The Long Term Plan sets out the ambition that the whole country will be covered by a ICS by April 2021.</p> more like this

star this property answer text <p>NHS England’s Five Year Forward View set out a clear vision on how to close the gaps of the health and wellbeing of the population, the quality of care provided, and the finances and efficiencies of NHS services. The NHS’s chosen vehicle to deliver this is sustainability and transformation partnerships (STPs) which bring together National Health Service organisations and local councils together in footprints covering the whole of England.</p><p> </p><p>The areas to be covered by all STPs, including Hampshire and Isle of Wight, were decided through discussions between the leaders of local and national NHS bodies. Factors that were considered included partnership work already under way between organisations, local government boundaries, and where patients go to receive treatment.</p><p> </p><p>The NHS Long Term Plan confirmed that all STPs will become Integrated Care Systems (ICSs) by April 2021.</p><p> </p><p>ICSs will be expected to work in partnership with local authorities, to make collective decisions on population health, service redesign and the implementation of the Long Term Plan. The Plan set out a further requirement that ICSs establish a partnership board, drawn from and representing commissioners, trusts, primary care networks, local authorities, the voluntary and community sector and other local partners. This will be accompanied by a new ICS accountability and performance framework that will consolidate the current combination of local accountability arrangements that exists, and provide a consistent and comparable set of performance measures which could be used to assess ICSs.</p>

star this property answer text <p>NHS England consulted on proposed contracting arrangements for Integrated Care Providers (ICP) between August and October 2018, and is finalising its response to the consultation. NHS England will publish its response in due course. No contracts will be entered into before the response has been published. Any award of the contract will be subject to successful completion of the Integrated Support and Assurance Process (ISAP).</p><p> </p><p>On 13 February, the Department laid The Amendments Relating to the Provision of Integrated Care Regulations 2019. The instrument makes changes to regulations which are considered necessary to support the introduction of proposed new contractual arrangements for the provision of integrated health and care services under an ICP contract. The instrument is subject to the negative resolution procedure.</p> more like this

These include the National Performance and Population Health Dashboard which brings together national datasets to enable insight on system populations, the health and care they receive, identify system opportunities and support benchmarking across peer systems. This tool will be further developed to offer greater insight for STPs and ICSs.</p> more like this

star this property answer text <p>As set out in the NHS Long Term Plan, an Implementation Framework will be published shortly which will set out the next steps the National Health Service will take to deliver the commitments and the national activity and support available to systems. The Implementation Framework will assist local health systems, who will build on the engagement already taking place across the country, in developing their strategic Long Term Plan implementation plans over the summer. NHS England and Improvement will then publish a national implementation plan in the autumn.</p><p>The Integrated Care Provider (ICP) Contract is a contractual option for local areas wishing to integrate care. Where a clinical commissioning group proposes to use the ICP Contract, proposals will be subject to successful completion of the Integrated Support and Assurance Process before the ICP Contract is awarded.</p><p>NHS England has completed a full public consultation on the ICP Contract and committed through the Long Term Plan that the ICP Contract will be made available for use in 2019. NHS England’s full response to the consultation was published on 15 March 2019.</p><p>The feedback from the consultation is being used to further develop the ICP Contract, which will be made available in its updated form as an option for use in local health and care systems in due course.</p>

star this property answer text <p>The market rent increases on NHS Property Services’ buildings have been permanently funded through clinical commissioning group (CCG) allocations, which are expected to be partners in integrated care systems.</p><p>CCG are expected to distribute the additional market rent funding to occupiers of NHS Property Services properties through, for example, health services contracts or rent reimbursement, where applicable. Where there are funding disputes there are matters for local commissioners and providers to agree.</p><p>Where there are billing disputes, NHS Property Services works with occupiers and commissioners as necessary to ensure the basis of charging is accurate and is fully understood and agreed by each party.</p><p>The most complex disputes involving National Health Service occupiers are reviewed by the Department and if necessary escalated to an independent arbitration panel to determine.</p><p> </p> more like this
