star this property answer text <p>There are no plans to replace the publication ‘What happens if you are overpaid Universal Credit, Jobseeker’s Allowance or Employment and Support Allowance’, which was withdrawn in October 2017. This is because the information previously contained in that publication is now part of the mainstream guidance on GOV.UK under the sections ‘Benefit Overpayments’ and ‘Reporting Changes in Circumstances’.</p><p>The majority of claimants are able to make and maintain their Universal Credit claim online. Claimants can report a change of circumstance by signing into their Universal Credit account and accessing the ‘How to manage your Universal Credit Claim’ Guide. Where a Universal Credit claim is made and maintained by telephone, changes of circumstance can be reported by telephone.</p><p>Full details of how the Department deals with overpayments can be found in the publically available Benefit Overpayment Recovery Guide - <a href="https://www.gov.uk/government/publications/benefit-overpayment-recovery-staff-guide/benefit-overpayment-recovery-guide" target="_blank">Benefit overpayment recovery guide - GOV.UK (www.gov.uk)</a>.</p><p>It should be noted that the Department has a duty to protect public funds and an obligation to ensure that overpaid benefit payments are recovered in accordance with the appropriate</p><p>social security legislation. We seek to do so as quickly as possible without creating any undue financial hardship to the claimant.</p><p>Recovery rates are set out in legislation, but customers can contact DWP Debt Management if they are experiencing financial hardship in order to negotiate a reduction in their rate of</p><p>repayment, or a temporary suspension of repayment, depending on financial circumstances.</p>

star this property answer text <p>The information requested is not readily available and to provide it would incur disproportionate cost.</p><p>The Alternative Claimant Count (ACC) provides a measure of the number of people claiming unemployment related benefits, and off-flows from the ACC are available <a href="https://stat-xplore.dwp.gov.uk/webapi/jsf/login.xhtml" target="_blank">here.</a></p><p>Between September 2021 and February 2022 there were just under 2 million off-flows from the ACC. This represents a count of off-flows, not individual people, as it is possible to flow on / off benefit multiple times within this period.</p><p>As of 25 July, 539,200 unemployed Universal Credit claimants and Jobseekers Allowance (JSA) claimants have moved into work during the Way to Work Campaign between 31 January and 30 June 2022. This includes claimants who remained on benefits after starting work.</p><p /> more like this

star this property answer text <p>DWP takes fraudulent claims very seriously, which is why we have a range of measures in place to identify when someone has permanently left the UK and is no longer entitlement to benefits.</p><p> </p><p>Universal Credit, like certain other benefits, is only payable in the UK, although it can be claimed legitimately during limited periods of absence. Our operational staff are trained to deal with such cases, which helps ensure claimants do not receive benefits incorrectly. For Universal Credit, claimants will also have regular work-focussed interviews as part of their claim.</p><p> </p><p>In addition, we regularly monitor claims, working closely with other Government Departments. For Universal Credit, our increased use of data and analytics, along with enhanced checks where intelligence indicates a risk of fraud, is proving extremely effective in preventing and detecting this type of loss.</p><p> </p><p>Similarly, a combination of data matching and Life Certificates is helping ensure that State Pension is paid correctly to people living overseas.</p><p> </p><p>All individuals in receipt of a DWP benefits are required to inform the Department if their address changes, including if they move to another country. This is clearly set out in our communications to customers. If claims are made where there is no entitlement, the Department will consider formal action and, where appropriate, prosecution. We will also recover any overpayment incurred.</p>

star this property answer text <p>The impact of the Loan Charge was assessed and set out in the November 2017 Tax Information and Impact Note. While the impact on individuals, households and families was considered, no estimate was made of the number of individuals who would be made reliant on benefits.</p><p><br> HMRC has a well-established approach to helping taxpayers who are struggling to pay their liabilities in full, which takes full account of their financial circumstances. HMRC will agree a sustainable and manageable payment plan to spread the tax liability for anyone who is unable to pay in full. HMRC will not ask people to pay more than 50 per cent of their disposable income per month, unless they have a very high level of disposable income.</p><p> </p><p>These Time to Pay arrangements are flexible and can be amended over time to take account of changes in a taxpayer's circumstances.</p><p> </p> more like this

star this property answer text <p>The government is committed to supporting vulnerable customers. This year we will spend around £79bn on benefits to support disabled people and people with health conditions around 3% of GDP. We are also committed to ensuring those who are entitled to benefit take it up. For this reason an extra £22 million investment was announced in March to extend free and impartial support through Help to Claim, delivered by Citizens Advice, to help people claim Universal Credit, and we are currently undertaking a campaign to increase the take-up of Pension Credit.</p><p> </p><p>The department’s key obligation is to ensure that customers receive the correct benefit entitlement at the right time. We consider a customer’s particular circumstances to provide the right service or ensure appropriate support and can help direct our customers to the most appropriate body to meet their needs.</p><p> </p><p>The department has appointed more than 30 Advanced Customer Support Senior Leaders (ACSSLs) across Great Britain. Their role is to reach across local communities to underpin our relationships with other organisations that provide support to our customers.</p>
