The “Cyber Crime: Cyber Stalking” course includes cyber stalking, non-cyber stalking and harassment. The “Stalking and Harassment” course (which was released in April 2014) deals specifically with stalking and harassment offences.</p><p> </p><p> </p><p> </p><p>The CPS maintains a central record of the number of employees who have been trained on the law on stalking by way of the e-Learning courses. 1581 of its employees in post on 23 October 2014 have completed all elements of either of the e-Learning courses in the period between 1 November 2012 (the month when the Cyber Stalking e-Learning module was revised to include the new stalking offences) and 23 October 2014.</p><p> </p><p> </p><p> </p><p>In October 2014 the CPS issued follow-up, face-to-face training material on the Stalking and Harassment offences. The Treasury Solicitor represents most, but not all, government departments in litigation. For example, Her Majesty’s Revenue and Customs normally conducts its own litigation. The data includes only those lawyers who have completed all elements of either the Cyber Stalking or Stalking and harassment e-Learning courses.</p><p> </p><p> </p><p> </p><p>The numbers of staff who have completed the training are lower than those given in answers to previous Parliamentary Questions as a result of staff moves, career breaks and departures in the wider context of a reducing staff headcount. The trial judge ordered costs against James Weatherup in the sum of £5000 and the costs application against Andrew Coulson has been adjourned to await further information relating to his means.</p><p>Responsibility for enforcing Crown Court costs orders falls to HM Courts and Tribunal Service and the costs go to central funds. On 30 June 2014, as part of work to tackle organised crime, the Director of Public Prosecutions launched a new service within the CPS which will work exclusively on recovering assets from criminals convicted in England and Wales. CPS Proceeds of Crime (CPSPOC) is responsible for all CPS restraint activity. CPSPOC will compile information as to how many asset freezing orders are applied for and how many are granted. This information will be available in future financial years.</p><p> </p><p> </p><p> </p><p>The table below sets out the total number of asset freezing orders obtained by the CPS in each of the last eight financial years. There has been a drop in the number of asset freezing orders obtained by the CPS since 2010-11. It follows that there may be cases where a person was proceeded against for rape but convicted of another offence.</p><p> </p><p> </p><p> </p><p>The CPS also records prosecution outcomes according to Principal Offence Categories.</p><p> </p><p> </p><p> </p><p>The CPS does not record outcome by individual charge and is therefore unable to provide data in respect of (a) as this would require the review of individual case files and incur disproportionate cost. Neither office has anyone working full time on the transfer of material to TNA.</p><p> </p><p> </p><p> </p><p>The Serious Fraud Office, which was formed in 1988, is currently undertaking an extensive review of all aspects of data and record retention and disposal, including transfer of material to the TNA under the 20 year rule. A number of staff are engaged in this work but it is not possible to separate staff resources involved in reviewing records for transfer from the overall staff resources involved in the review.</p><p> </p><p><em> </em></p><p> </p><p>The Crown Prosecution Service (CPS) has an internal target to transfer approximately 80 criminal case files per calendar year to the TNA. To date the CPS has transferred cases up to 1977.</p><p> </p><p> </p><p> </p><p>To meet the transitional timetable for moving from the 30 to 20 year rule, the CPS has outsourced the work required to prepare cases for permanent preservation for the years 1978 to 1984. 1978 cases will be ready for transfer to TNA by January, 2015. For 1979 to 1984 cases, applications for closure will be put before the next Lord Chancellor’s Advisory Council meeting in February, 2015.</p><p> </p><p> </p><p> </p><p>The CPS has two full time case reviewers.</p><p> </p><p><em> </em></p><p> </p><p>In 2013 the Treasury Solicitor’s Department (TSol) transferred 10 records to The TNA under the 20 year rule. TSol will meet the targets set to transfer records to TNA this year. Where they do not do so, HMRC pursues recovery through the civil courts. HMRC‘s approach to tackling underpayment of NMW through the civil courts is the best way to ensure that money is paid back to the person underpaid and provides the most effective resolution for tax-payers. 	answer	answer is ministerial correction date of answer 14/10/2014 answer text <p>For the purposes of the scheme, the definition of a victim is that set out in the Code of Practice for Victims of Crime as “any person who has made an allegation to the police, or had an allegation made on his or her behalf, that they have been directly subjected to criminal conduct under the National Crime Recording Standard (NCRS).”</p><p> </p><p> </p><p> </p><p>Victims of crime who are under 18 may therefore directly request a review under the CPS Victims’ Right to Review Scheme without the intervention of a parent or legal guardian.</p><p> </p><p> </p><p> </p><p>The scheme is easy to access for all victims. Information about the scheme and contact details of the office to which a referral can be made is given to victims by the police or CPS when the decision not to prosecute is communicated. This communication will be made suitable to the age and understanding of the victim.</p><p> </p><p> </p><p> </p><p>Access to the scheme is by post, telephone or email. This has been achieved through the reduction in the size of its estate and various energy efficiency measures. During the same period electricity prices have risen by approximately 33% and gas by 47%. However, the reduction in usage has meant that total CPS energy costs have reduced by 3% over this period. A number of offences may involve the use of a computer or a network in the commission of the offence.
