This would also be the case for UK nationals travelling or working in the EU during this period, including accredited yachting instructors.</p><p><br>Royal Yachting Association certificates and qualifications apply to people working and sailing on British flagged boats. Royal Yachting Association (RYA) qualifications are not covered by the Mutual Recognition of Professional Qualifications (MRPQ) Directive. Our priority is to ensure continuity, and we recognise the need to promote stability for business and individuals.</p><p> </p><p>To fully convert EU law into UK law and provide maximum certainty and continuity as we leave the EU, the EU (Withdrawal) Bill will, subject to Parliamentary approval, incorporate into UK law the directly effective rights and obligations in the EU treaties and related international agreements which are already available in our domestic law. The Bill also gives ministers a temporary power to make regulations to prevent or remedy breaches of international obligations arising from withdrawal.</p><p> </p><p>In addition, the Department for Exiting the European Union, in conjunction with other Departments, is working with our international partners to identify the full range of international agreements that will be impacted by our exit from the EU, including mixed agreements. These negotiations involved both officials and Ministers. They included discussions about setting out a legally operative backstop, as part of the Government’s commitment to avoiding a hard border between Northern Ireland and Ireland, and as set out in the December 2017 Joint Report.</p><p>The outcome of those discussions is reflected in the draft Withdrawal Agreement laid before Parliament on 26 November. This guarantees that in the event that the UK’s future relationship with the EU is not in place by the end of the implementation period, there will be no hard border between Northern Ireland and Ireland, while maintaining the economic and constitutional integrity of the UK.</p><p>As the Government has made clear, however, this would be an insurance policy that neither the UK nor the EU expects to use. We are clear that it should be no earlier than the date we triggered Article 50 (29 March 2017), and no later than the date we leave the EU. The Charter of Fundamental Rights (the Charter) only applies to Member States when acting within the scope of EU law. The Charter did not create any new rights. Instead it was intended to catalogue the rights that already existed in EU law, and the bill sets out how this underlying law is being converted into UK law at the point we exit the EU.
