star this property answer text <p>Civil marriages and partnerships occur on Defence estates outside the UK and will comply with host countries’ laws or the Sovereign Base Regulations. <ins class="ministerial">The last civil marriage that took place on Defence estates in Cyprus was 11 March 2023 and the last civil partnership that took place on Defence estates in Cyprus was 27 June 2022.</ins><del class="ministerial">The last time such a ceremony took place in Cyprus was 4 September 2021.</del></p><p> </p><p>Civil marriages or partnerships cannot take place on the Defence Estate in England and Wales due to The Marriages and Civil Partnership (Approved Premises) Regulations 2005, which requires Approved Premises to be regularly available to the public. That is not tenable in respect of the defence estate because of security concerns.</p><p> </p><p>On 24 July 2023, in my capacity as Minister for Defence People, Veterans and Service Families, I wrote to the Ministry of Justice to enquire about amending the legislation to remove the requirement for unrestricted public access. Such an amendment would ensure that the Defence community could enter into civil marriages and partnerships in locations that have particular significance to them.</p><p> </p>

star this property answer text <p><del class="ministerial">The majority of the 4,609 special payments disclosed relate to common law compensation claims (3,865). An analysis of this data is provided below;</del></p><p><del class="ministerial">· 2,307 payments to Service personnel</del></p><p><del class="ministerial">· 1,558 payments to Others</del></p><p><del class="ministerial">It should be noted that this analysis reflects the volume of payments made and that individuals may receive more than one compensation payment depending on the settlement reached.</del></p><p><del class="ministerial">The remaining volume will include payments made in settlement of contractual disputes where it has been judged that this represents the best value for money course of action for the Department. Two of these payments are separately disclosed in the ARAc table as they exceed the &gt;£300,000 threshold for more detailed reporting (specifically MSI Instruments (£959,000) and Land Remediation Payment (£321,000)).</del><ins class="ministerial">The majority of the 4,609 special payments totalling £114.53 million disclosed relate to common law compensation claims (£111.20 million). class="ministerial">Medically downgraded personnel are those personnel who have been assessed by a medical board and subsequently awarded a Medical Deployability Standard of either Medically Limited Deployable (MLD) or Medically Non Deployable (MND).</ins></p><p> </p><p><ins class="ministerial">The rise in MLD and MND rates is likely to be multifactorial and is a result of extrinsic and intrinsic factors. MOD are committed to retaining personnel in specialist trades or who possess niche skills that benefit Defence, and this may contribute to the increasing number of MLD and MND personnel. However, there are a range of interventions being delivered to address employability and deployability which are intended to mitigate the impact on Defence whilst continuing to provide the necessary star this property answer text <p>The number and detected values of fraud listed <del class="ministerial">below</del> <ins class="ministerial"> in the attached table</ins> for each financial year represent the categories provided in Question 21551. The total detected fraud values vary slightly from those provided in the letter on 27 February, reference 3427, because the assessed detected value of fraud can change as a case progresses. star this property answer text <p>The Ministry of Defence takes the security of our people, our information and our systems very seriously. While all sensitive information is shared on systems which would prevent such misdirection, policies are put in place on all email systems to minimise the risk of such mistakes. On OFFICIAL systems, data loss prevention tools will prompt users who seek to send OFFICIAL-SENSITIVE information outside of Government domains, drawing attention to, and allowing the correction of, errors such as mistyped domain names.</p><p> </p><p>Investigations are still ongoing however to date, we have identified 55 emails that have been sent to the .ML top level domain since January 2022. Of these, it is assessed that 15 were misdirected emails, that were destined for a .MIL address. We are confident that this small number of emails did not contain any technical data or information that could compromise operational security. Seven of these were sent in 2022, and eight in 2023.</p> more like this

star this property answer text <p>The Armed Forces Pension Scheme's rules are enshrined in legislation. Therefore, no discretionary pension payments can be made to an individual unless all eligibility criteria are met.</p><p>Delegated authority from the Defence Council does allow for consideration of cases in view of making a Discretionary Widows award. However, there are five strict qualifying criteria, and the widow must meet all five in order receive such a payment.</p><p>A central record of applications for a discretionary award is not kept. However, following a recent Freedom of Information Request a physical search of 144 widows-related enquiries received since 30 June 2022 identified eight cases where an application was made. Of these cases, seven met all the qualifying criteria and were accepted for a discretionary award. The one case that was rejected for the discretionary award failed to meet the full qualifying criteria.</p><p>To identify every application during the previous five years would incur disproportionate cost.</p>

Therefore, Commonwealth personnel who have changed nationality (for example naturalised to a British Citizen) may or may not have updated their JPA record.</p><p>4. The question has requested Commonwealth personnel only. This will differ from the Biannual Diversity Statistics, which provides a combined nationality breakdown of Commonwealth and Irish.</p><p> </p><p>These figures may not capture the full cohort of Commonwealth personnel who joined the UK Regular Forces, as a number of personnel may have changed from a Commonwealth nationality to a British nationality.</p><p> </p><p>Figures in this table have been rounded to the nearest 10, though numbers ending in a “5” have been rounded to the nearest multiple of 20 to prevent the systematic bias caused by always rounding numbers upwards.</p>
