star this property answer text <p>Several privately managed prisons are among some of the highest performing prisons across the estate; these include HMP Oakwood, HMP Bronzefield, HMP Dovegate and HMP Ashfield.</p><p> </p><p>As well as contractual performance indicators, privately managed prisons are subject to the Prison Performance Tool. These annual ratings are published on gov.uk.</p><p> </p><p>Privately managed prison providers achieve the majority of their contractual targets, and their performance is closely monitored by the robust contract management processes in place.</p><p> </p><p>Each privately managed prison has an on-site Controller, employed by HM Prison and Probation Service (HMPPS). The Controller has regular review meetings with the contractor against performance indicators.</p> more like this

star this property answer text <p>Offenders leaving prison who find a job in the community are between 6 and 9 percentage points less likely to reoffend than those who do not.</p><p><br>Furthermore, community orders have a more positive impact on reoffending than short custodial sentences (3 percentage points lower over a one year follow-up period) and orders which include an unpaid work requirement are in line with this general trend.</p><p><br>All of the above findings were taken into account when created our employment and education strategy which was launched on 24 May. This strategy aims to ensure that as many offenders as possible get the chance to partake in work both in prison and in the community.</p> more like this

This ran until 1 February 2017 and received over 9,000 responses.</p><p> </p><p>The government response to the consultation was published on 16 October 2017 and can be found at https://www.gov.uk/government/consultations/driving-offences-and-penalties-relating-to-causing-death-or-serious-injury.</p><p> </p><p>The government is committed to making sure that the courts have sufficient powers to deal with driving offences appropriately and proportionately.</p><p> </p><p>We will bring forward proposals for changes in the law as soon as parliamentary time allows. These proposals will take account of, and incorporate, all of government’s proposals for safer roads, including those arising from the Department of Transport’s review of cycle safety.</p> more like this

star this property answer text <p>The levels of violence and self-harm in our prisons are too high. Our immediate priority in HMPPS is to make prisons safer for everyone who lives or works in them. We are working with a newly appointed Governor and her Senior Management Team to improve the approach to safety at HMP Liverpool and achieve immediate improvements.</p><p> </p><p>As part of strengthening the approach the prison has also appointed a new Head of Safety who is being supported by the Regional Safer Custody Team. This will allow Liverpool to learn from the best practice undertaken at other sites and have additional resources to support implementation activity.</p><p> </p><p>Arrangements for managing and supporting prisoners at risk of suicide and self-harm have been improved, including an improved risk screening tool in operation on reception and a new practice which increases support and encourages prisoners to engage effectively. This approach is supported by the additional significant increases in staff which Liverpool has seen over the last year. The updating of Suicide &amp; Self Harm Training (SASH) and ACCT Case Manager training has commenced and will be rolled out to all staff over the coming year.</p><p> </p><p>A review of the substance misuse strategy has been undertaken by a national expert and a new Head of Substance Misuse has been appointed to take forward the recommendations and to tackle the challenges posed by NPS and other drugs.</p><p> </p><p>A new daily regime for prisoners which allows them to spend more time out of their cells and access better education, work and healthcare has been implemented which should reduce their frustration.</p>

star this property answer text <p>On 26 June 2018 it was announced that it is the department’s intention to use public capital to build a new prison at the former HMP Wellingborough and launch a competition to appoint a framework of prison operators, from which we will select the operator for the new prison at Wellingborough and potentially further prisons following expiry of current private sector contracts. The Department also announced that it intends to build a second prison, at Glen Parva, funded through private finance. We intend to explore funding options, including private finance, for the remaining prison places.</p><p> </p><p>The Ministry of Justice will, in accordance with the Public Contract Regulations and relevant Government policies, take into account the past experience and performance, including the conclusions of any on-going investigations, of any company expressing an interest in bidding. We will also ensure through the tender process, that any company bidding has the capability and capacity to run the contracts effectively. It is intended that the contract for any prisons built using private finance will include the provision of facilities management.</p><p> </p><p>The private sector plays an important role in the provision of prison capacity (providing approximately 17% of total capacity as at the end of September) and will continue to do so in years to come. Due to the changeable operational and contractual environment associated with the provision of prison places by the private sector, it is not possible to identify the number of prison places that will be managed by the private sector estate in 2020 and 2022.</p>
