star this property answer text <p>The Early Intervention Foundation review showed that children exposed to frequent, intense and poorly resolved conflict between their parents are at risk of poorer long term outcomes. Our new approach to relationship support responds to this evidence.</p><p> </p><p>Since April 2016 we have doubled the funding available for relationship support for the remainder of this Parliament. From 2017/18 we will be contracting for relationship support services which will include help targeted at the most disadvantaged families experiencing relationship distress. As part of this approach we will be working to build the capability of key professionals on the frontline to identify conflict within the family and to provide first line help as well as effective referral. We will also continue to build on our work with local authorities to embed proven interventions into local service design. This means more families will have access to programmes with stronger evidence of impact.</p> more like this

star this property answer text <p>Analysis of the impact of policies in relation to particular groups is carried out in a range of ways, particularly through engagement with civil society and professionals. <br>Assessments are regularly undertaken where the child may be directly or indirectly affected by proposed changes.</p><p>Rights, freedoms and protections for children are considered throughout policy-making, but we have also put in place extra checkpoints – across government – where we think these are useful and important. These include the Equalities Analysis, which enables decision-makers to understand the impact on protected groups, one of which is age.</p><p>In the Department for Work and Pensions (“DWP”) we consider the UN Convention on the Rights of the Child as part of our Equality Analysis when the Department is considering changing, developing or delivering policies or programmes or services that may affect children either directly or indirectly. An example of this is the impact assessment carried out in respect of the welfare reforms set out in the Welfare Reform and Work Bill. In undertaking its analysis, where applicable, DWP took into account the UNCRC.</p><p>A Family Test for the development of policy was introduced by the UK Government in 2014, led by DWP. The objective of the test is to introduce a family perspective to the policy making process, and to ensure that the potential impacts on family relationships and functioning, both positive and negative, are made explicit and recognised in the process of developing new policy.</p>

star this property answer text <p>Regulation 3(3) of the State Pension Credit Regulations 2002 (SI 2002/1792) provides that Pension Credit may continue for up to 26 weeks notwithstanding a temporary absence from Great Britain where the absence is in connection with medical treatment by, or under the supervision of, a qualified practitioner or where the absence is in order to undergo medically approved convalescence. The regulation defines “qualified practitioner” as meaning a person “qualified to provide medical treatment” and “medically approved” is defined as meaning “certified by a registered medical practitioner”. Therefore in cases where a person has gone abroad to undergo convalescence, it has to be certified by a registered medical practitioner and the absence should not be expected to exceed 26 weeks.</p><p> </p><p>Guidance on the Pension Credit Temporary Absence rules can be seen <a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/540210/m-18-16.pdf" target="_blank">here</a>.</p><p> </p><p>Regulation 7(16) of the Housing Benefit Regulations 2006 (SI 2006/213) and the Housing Benefit (Persons who have reached the qualifying age for state pension credit) Regulations 2006 (SI 2006/214) provide a similar 26 week absence rule for Housing Benefit. Medically approved is defined in regulation 7(18) of those Regulations, as “certified by a medical practitioner”. Further guidance is at paragraphs 3.541 to 3.543 <a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/236950/hbgm-a3-liability-to-make-payments.pdf" target="_blank">Chapter A3 of the Housing Benefit Guidance manual</a>. In particular, paragraphs 3.542 and 3.543 give guidance on who might be providing care, and where.</p><p> </p>

Since publication policymakers have engaged with the Early Intervention Foundation through conferences and seminars to increase their understanding of the reports findings.</p><p>This evidence is being used to inform our approach to developing policy for future relationship support provision. Since autumn 2015 we have been working with 12 local authorities to develop evidence-based strategic delivery plans to embed relationship support into local services for families.</p><p>In addition we introduced the Family Test in October 2014, which means that for the first time new Government policies will be assessed for their impact on the family. This ensures that family stability is at the heart of government policy making.</p><p> </p><p> </p> more like this
