	answer	answer is ministerial correction date of answer 20/11/2018 answer text <p>In terms of roll-on roll-off ferries registered in:</p><p>(a) The UK, the Regulations require all registered seagoing vessels to hold a Safe Manning Document issued by the Maritime and Coastguard Agency (MCA). This document specifies the minimum crewing/manning levels. All vessels must be adequately manned for their safe operation, with due regard for the nature of their operation and their location.</p><p> </p><p>The MCA ensures that all roll-on roll-off ferries are correctly and safely manned from a combination of factors determined by the safe manning levels needed to deal with any potential emergency on that vessel as required by the relevant international regulations. The preparedness of the crew is tested by means of a physical drill witnessed by MCA Marine Surveyors<strong>. </strong></p><p> </p><p>(b) The non-UK Red Ensign registers, the MCA is not directly responsible for agreeing the safe crewing levels. Responsibility and obligation under the international conventions have been extended to the Governments of the UK Overseas Territories and Crown Dependencies. 	answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>28 NDAs relating to Brexit Preparations have been signed between DfT and its stakeholders since July 2016.</p><p> </p><p>Government Departments continue to engage with a wide range of businesses to understand their priorities and issues as we leave the European Union, both to inform our negotiating position, and our preparations in the unlikely event of there being no deal.</p><p> </p><p>Departments can make use of non-disclosure agreements (NDAs) when structuring their engagements on preparations for leaving the EU, which is a crucial component of planning. It is for departments to determine the manner in which engagement with stakeholders takes place. Our overall programme of work is comprehensive, thorough and is continuously updated. The Department for Transport is working closely with the sector to ensure that the requirements of the industry are factored into negotiations.</p><p> </p><p>The UK government and European Commission have agreed in principle that the two sides should negotiate a comprehensive air transport agreement. This will ensure that the aviation sector can continue to provide the connectivity that is vital for both the UK and EU. 	answer	answer is ministerial correction date of answer 29/11/2018 answer text <p>The latest proposals in the EU Mobility Package establish a road transport sector-specific regime for the posting of workers. This is intended to provide an enforceable and proportionate set of rules, based on harmonised administrative requirements for drivers and operators and on information exchange between Member State authorities. The Government’s assessment is that this will reduce administrative burdens that can be placed on UK-based drivers operating abroad. It is also proposed to introduce a limited exemption from posting rules for bilateral international operations. UK-based drivers may therefore in some circumstances be exempt from the prevailing local minimum wage rate while working in other Member States, although this would not be expected to entail a change to their contractual entitlement.</p><p> </p><p>The latest proposals in the EU Mobility Package are that the driving and rest time rules would be modified to enable a driver to return to their base at least once every four weeks. In this context, to enable more of a driver’s rest time to be taken at home, it is proposed to enable drivers to take two consecutive reduced weekly rests, provided the reduction is compensated for. During this period flights will continue as now. We have also agreed a Political Declaration on the broad terms of our future relationship with the EU. The UK has also agreed with the EU the broad terms of our future relationship as set out in the outline Political Declaration.</p><p> </p><p>This includes a commitment to agree bilateral arrangements with Member States to ensure the continued smooth functioning and operation of services through the Channel Tunnel.</p><p> </p><p>The Government is engaging with a range of European counterparts, including relevant Member States, in relation to the continued operation of cross-border rail services, following preparations for the UK’s withdrawal from the EU.
