The Act requires that the UK’s emissions in the third carbon budget period, which covers 2020, are at least 34% below the 1990 baseline for emissions.</p><p>The Government has not set specific targets for how much of the emissions reductions required for each carbon budget should come from different emissions sources, for example heat, electricity or transport. This is to provide sufficient flexibility to ensure carbon savings are delivered across the economy in the most cost effective way.</p><p>However, DECC does produce projections of UK emissions that account for the impact of Government policies. The last projections published in September 2014 [1] showed that the UK was on track to meet the second (2013-17) and third (2018-22) budgets having already met the first carbon budget (2008-12).</p><p>In 2020, policies [2] which drive improvements in energy efficiency (across all sectors) are projected to contribute 61% of the total reduction in emissions and policies influencing the uptake of low-carbon heat technologies are projected to contribute 5%. In early 2014, the Government consulted on proposals to move straight to competitive allocation for some technologies. This consultation ran from 16 January 2014 to 12 February 2014; the Government's response was published on 13 May 2014.</p><p><br>EU Guidelines on State aid for environmental protection and energy 2014-2020 were adopted in principle on 9 April 2014. We have discussed this with stakeholders and have identified no significant barriers that prevent conditional Power Purchase Agreements being agreed prior to the allocation of Contracts for Difference. Furthermore, some PPA participants have since confirmed that they are prepared to consider approaches from generators on this basis. The policy design is at an advanced stage, and the detail of the proposals has been recently consulted on. We are on track to deliver the final policy and introduce enabling regulations ahead of first allocation of Contracts for Difference (CfD) applicants will have a high degree of clarity about the arrangements for OLR, in advance of the first auctions.</p><p>The move to competitive allocation of CfDs has been a long-standing feature of Electricity Market Reform. In early 2014, Government consulted on proposals to move straight to competitive allocation for some technologies, during which a number of independent renewable generators raised concerns that they had less certainty of their costs than Vertically Integrated Utilities and weretherefore faced with a higher financial risk that might undermine their ability to win a CfD through a competitive process. 	answer	answer is ministerial correction date of answer 02/06/2015 answer text <p>This is a commercial matter for Cavendish Fluor Partnership who were last year appointed by the Nuclear Decommissioning Authority (NDA) as the Magnox Parent Body Organisation to deliver greater effectiveness and efficiency in the decommissioning of the 12 Magnox sites. The Magnox programme is a closure programme and, inevitably, this means that workforce numbers will reduce as the sites are decommissioned.</p><p>The Government sympathises with those directly affected and is assured by the NDA, which has been fully involved in discussions with Magnox on its new organisational structure, that the company will implement its plans in line with industry best practice in order to mitigate the impact of job losses, and with fairness and respect for its staff.</p><p>Nothing will be done to compromise safety and security. It is the Government's intention that these regulations will be laid before the House at the beginning of June 2014 and published concurrently.</p><p> </p><p>The regulations will then be scrutinised by both the JCSI (Joint Committee on Secondary Legislation) and the SLSC (Secondary Legislation Scrutiny Committee). Should the regulations be approved by the committees, then Business Managers in both Houses will be asked to schedule scrutiny debates.
