	answer	answer is ministerial correction date of answer 13/01/2016 answer text <p>Within the Diocese of Blackburn seven churches and churchyards, the diocesan retreat house at Whalley Abbey and three Church of England primary schools were damaged by floodwater. Many have also found that the boilers and heating systems have been damaged beyond repair and extensive programmes of works will need to be undertaken to both dry the buildings out and restore or replace furniture, carpets and school materials.</p><p>Reports of damage are still being registered across the Dioceses of Blackburn, Carlisle, Manchester, West Yorkshire and the Dales and York. To date 129 church properties have registered substantial damage from the December storms with our insurers, though I expect that figure to rise. The chart shows the volume of claims have dropped dramatically since 2011 when the Scrap Metal Dealers Act was enforced there are still a small number of persistent gangs operating across the country who continue to damage and vandalise these local community assets. There are currently very few closed churches in the Diocese of Blackburn and we are not aware that there has been lead roof theft from any closed church in Blackburn Diocese in the years from 2012. We are aware of one earlier theft of lead from the roof of a former church building in the Great Harwood area of Accrington. This legislation will give online service providers new duties to implement systems and processes to tackle illegal content on their services and take this content down, including illegal intimate image abuse content.</p><p> </p><p>The Act also updates the law, to make sure that offences criminalising intimate image abuse are fit for the digital age. This may then be a matter for law enforcement and/or regulatory bodies such as the Medicines and Healthcare products Regulatory Agency.</p><p> </p><p>The Online Safety Act also puts duties on user-to-user and search service providers to tackle illegal third-party content accessed on or via their service. This includes cyberbullying and online abuse and harassment, which has been designated as ‘priority content that is harmful to children’. Companies must assess the risk to children from this kind of content and implement proportionate and age-appropriate protections.</p><p> </p><p>All in-scope companies must tackle illegal content, including illegal abuse and harassment.
