star this property answer text <p>We welcomed and fully supported the UN facilitated talks held in Switzerland in December 2015 and the commitment to engage in a new round of talks in the near future. We are working closely with the UN to encourage parties to engage in good faith without preconditions in future talks. We are encouraging all parties to reinstate a ceasefire at the next round of talks and are working closely with the UN to achieve this. This is being achieved through Ambassadorial and Ministerial engagement with the Yemeni government and the UN. I spoke to the UN Special Envoy for Yemen Ismail Ould Cheikh Ahmed (IOCA) at the start of February.</p> more like this

star this property answer text <p>The UK supports the Saudi Arabian-led Coalition military intervention in Yemen, which came at the request of legitimate President Hadi to deter aggression by the Houthis and forces loyal to the former president Saleh. Saudi Arabia and the Coalition have played a crucial role in this endeavour. Peace talks are now the top priority. During the Foreign Secretary’s visit to the Gulf in late May and early June, all countries reassured of their commitment to finding a peaceful resolution to the conflict in Yemen. The UK is working closely with the UN to encourage the Yemeni parties to engage in good faith in the peace talks in Kuwait and respect the ceasefire which started on 10 April. Through the cross-government Conflict, Stability and Security Fund, we are providing £1.05 million (over 2 financial years) to the UN Special Envoy’s office to bolster UN capacity to facilitate the peace process, and are also supporting work to broaden the dialogue to include women and other under-represented groups.</p>

Friend the Member for Uxbridge and South Ruislip (Mr Johnson), has made clear that the Government continues to be fully supportive of the work of the work of the UN Special Envoy. The UK’s funding for the UN Special Envoy for Yemen’s office, alongside support from other donors, is assisting the UN-led peace process. It enables the UN to recruit technical experts on issues such as mediation, ceasefire design and monitoring, and disarmament and demobilisation. The UK continues to strongly support the work of UN Special Envoy, Ismail Ould Cheikh Ahmed, and his tireless efforts in working with all parties to bring about peace in Yemen. We deeply regret the failure of the parties to reach an agreement in Kuwait and urge them to find the compromises that will end the current conflict. The secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Uxbridge and South Ruislip (Mr Johnson) hosted the Foreign Ministers of the US, Saudi Arabia and the United Arab Emirates in London on 19 July to discuss the situation in Yemen, including the deteriorating humanitarian and economic situation and to encourage commitment from the Yemeni parties to the political process. I represented the UK at a subsequent meeting in Jeddah on 25 August. It is critical that all parties to the conflict renew their commitment to the Cessation of Hostilities for the sake of the people of Yemen.</p> more like this

star this property answer text <p>​Peace talks are the top priority. There is no military solution to the conflict and only a political solution can bring long-term stability to Yemen. The Yemeni parties must engage constructively and in good faith. The UK has played a leading role in diplomatic efforts, including bringing together key actors to seek a peaceful solution. As part of this, I hosted a Ministerial-level meeting with Saudi Arabia, the United Arab Emirates, US and UN Special Envoy at the UN General Assembly in September.</p><p>The UK also proposed the Presidential Statement passed at the UN Security Council in June this year, which called for an end to the fighting and a return to UN-led peace talks. We are now working with our international and regional partners to ensure that the Security Council's words are converted into action as a matter of urgency. We call on all parties to respect these unified and clear demands from the international community.</p> more like this

As part of this we proposed the Presidential Statement passed at the UN Security Council in June this year, which called for an end to the fighting and a return to UN-led peace talks. We are now working urgently with our international and regional partners to ensure that the Security Council's words are converted into action. We call on all parties to respect these unified and clear demands from the international community. More recently, the Foreign Secretary hosted a meeting of his US, Saudi and Emirati counterparts in our Embassy in Paris on 23 January. They discussed ways of addressing the humanitarian crisis in Yemen, countering weapons smuggling and refocusing the political track to move towards a peaceful solution to the conflict.</p> more like this

star this property answer text <p>The UK is playing a leading role in diplomatic efforts, including bringing together key international actors to try to find a peaceful solution to the conflict in Yemen. As part of this we proposed the Presidential Statement passed at the UN Security Council in June this year, which called for an end to the fighting and a return to UN-led peace talks. We are now working urgently with our international and regional partners to ensure that the Security Council's words are converted into action. We call on all parties to respect these unified and clear demands from the international community. More recently, the Foreign Secretary hosted a meeting of his US, Saudi and Emirati counterparts in our Embassy in Paris on 23 January. They discussed ways of addressing the humanitarian crisis in Yemen, countering weapons smuggling and refocusing the political track to move towards a peaceful solution to the conflict.</p> more like this

star this property answer text <p>A political settlement remains the only means for bringing long-term stability to Yemen – there is no military solution to the conflict. The Yemeni parties must engage constructively and in good faith to overcome obstacles and find a political solution to end the conflict. The UK continues to play a leading role in international efforts to achieve this goal. The Foreign Secretary discusses the military and political situation in Yemen with the Foreign Ministers of the United States of America, United Arab Emirates and Saudi Arabia regularly, and most recently on 23 January at our Embassy in Paris. In June last year the UK sponsored and coordinated a UN Security Council Presidential Statement, agreed on 15 June, which called upon the parties to the conflict to agree the modalities for a ceasefire, take steps to address the humanitarian crisis and restart political talks. We are now working urgently with our international and regional partners to ensure that the Security Council's words are converted into action. We support the appointment of the new UN Special Envoy for Yemen, and will work urgently to assist his efforts.</p><p> </p>

The Yemeni parties must engage constructively and in good faith to overcome obstacles and find a political solution to end the conflict. During the visit of the Saudi Crown Prince to the UK earlier this month, the UK and Saudi Arabia agreed on the importance of reaching a political solution to the crisis in Yemen and resolved to work closely together and with partners, including the newly appointed UN Special Envoy to Yemen Martin Griffiths, to achieve this.</p><p>The UK is playing a leading role in diplomatic efforts, including bringing together key international actors to try to find a peaceful solution. We proposed the Presidential Statement passed at the UN Security Council on 15 March which called for a return to UN-led peace talks. We are now working urgently with our international and regional partners to ensure that the Security Council's words are converted into action. star this property answer text <p>We are concerned by reports of the recent comments made about the Baha’i community by representatives of the Houthis. The Government of Yemen does not have any influence over the activities of the Houthis, who overthrew the legitimate Government of Yemen in Sana’a in 2015. We work with our international partners to raise concerns about the situation of the Baha’i community with the Houthis. We urge compliance with the UN Human Rights Council resolution of September 2017 which calls for the release of all Baha’i in detention and end to harassment of the community. We remain closely engaged with representatives of the Baha'i community in the UK. I met their representatives most recently in January, and the Minister for Human Rights held a similar meeting in March.</p> more like this

In March this year, the UK proposed and coordinated a UN Security Council Presidential Statement (PRST) which was agreed on 15 March 2018. This PRST builds upon the previous one agreed on 15 June 2017, also sponsored and coordinated by the UK, it expresses deep concern about the humanitarian situation in Yemen, welcomes the appointment of the new UN Special Envoy for Yemen, and calls for the parties to agree steps towards a ceasefire. We will continue to work with our Yemeni, regional and international partners to ensure that words are converted into action. The UK fully supports – including through financial assistance – the work of the UN Special Envoy to facilitate progress towards peace talks. We convene the &quot;Quad&quot; format of British, American, Saudi and Emirati Foreign Ministers to discuss what practical steps can be taken to move the political process forward.</p>

The Foreign Secretary most recently discussed the urgent need for a political solution with the Saudi Foreign Minister,the Deputy Emirati Foreign Minister, and the US Assistant Secretary of State on 26 April. The UK strongly supports, including through financial assistance, the work of Martin Griffiths as the UN Special Envoy for Yemen. We are using our role as penholder at the UN Security Council to focus international attention on the need for progress. We secured the agreement of a Presidential Statement on 15 March which called for an inclusive political solution, and for all parties to the conflict to abandon pre-conditions and engage in good faith with the UN-led process. The UK has committed £170 million towards the humanitarian crisis for 2018-19, making us the fourth largest donor to the UN appeal.</p> more like this

star this property answer text <p>We take reports of alleged violations of International Humanitarian Law (IHL) by actors in the conflict very seriously. We regularly raise the importance of compliance with IHL with the Saudi Arabian Government and other members of the Coalition. The Joint Incidents Assessment Team (JIAT) is the Coalition mechanism for investigating allegations of IHL violations. On Monday 12 November, the Foreign Secretary held constructive talks with the senior leadership of Saudi Arabia addressing the importance of respect for IHL, and the need for an urgent end to the conflict in Yemen, and a swift improvement in the dire humanitarian situation. star this property answer text <p>We are in regular contact diplomatically and at Ministerial level with the United States, to ensure we follow the best opportunities for an end to the conflict in Yemen. On 16 January, the UN Security Council, including the US, voted unanimously to back the UK-led Security Council Resolution 2452, which will establish a six month UN mission to monitor the Hodeidah ceasefire. This is an important step towards peace, building on the momentum of the unanimously adopted UK-led Security Council Resolution 2451 as well as the UN peace talks in Stockholm last month. We regularly discuss with our partners at the UN, including the US, how best we can support the implementation of these agreements to ensure that the Yemen peace agreements endure, though this is by no means guaranteed.</p> more like this

star this property answer text <p>We continue to advocate actively for the inclusion of women in the Yemeni peace process and encourage political actors to take women’s views into account. Through the Conflict, Stability and Security Fund (CSSF) we support projects with UN Women which aim to increase Yemeni women’s capacity to influence political/conflict actors and the peace process, including through the Yemeni Women Pact. CSSF projects also support the inclusion of women in Track II political dialogue, and in local peacebuilding initiatives. During last month’s peace talks in Stockholm, UN Special Envoy Martin Griffiths invited eight women, representing different political parties, civil society, activists and development workers in Yemen, to assist him during negotiations. Our Embassy also used our social media accounts in the run up to Stockholm to encourage the parties to include women in their delegations.</p><p>​</p> more like this

He further discussed the political and humanitarian situation with governments in Riyadh, Abu Dhabi, Muscat and Aden as part of a sustained UK diplomatic campaign to support the UN-led peace process. star this property answer text <p>On 24 February, the Prime Minister announced that the UK would be providing £200 million of funding for the 2019/20 financial year in response to the humanitarian crisis in Yemen. The UK is supporting Yemen through £6.6 million of funding from CSSF Fund this year. This funding will support different programmes, including bolstering the UN’s capacity to facilitate the peace process, working with groups formally outside the formal peace process and establishing long-lasting conflict resolution mechanisms in Yemeni communities.</p> more like this

star this property answer text <p>Through the Conflict Stability and Security Fund (CSSF) the UK is supporting the UN Women-led Yemeni Women’s Pact to increase Yemeni women’s capacity to influence the Yemeni peace processes.</p><p> </p><p>The Pact is a platform for Yemeni women leaders to forge strategic links and alliances, develop effective coalitions with key actors, build their capacity and raise awareness of women’s organisations. In the coming financial year (2019/2020) we expect to provide £300,000 in support to the Pact.</p><p> </p><p>The CSSF also supports the grassroots inclusion of women’s voices in local peacebuilding initiatives through its Women Peace and Security programme. This support also provides a connection between the Yemeni Women’s Pact and grassroots women’s organisations. The CSSF will also be funding a gender advisor as well as a senior inclusion advisor for the Special Envoys office this year.</p> more like this
