The Chief Executive of the RPA also attends the department’s weekly Executive Committee.</p><br /><p>Around 33,000 Basic Payment Scheme claims were paid promptly and accurately on 1st December, the first day of the payment window that runs through to 30 June.</p> more like this

star this property answer text <p> </p><p>As stated in the previous response to WA 314, the Organisation for Economic Co-operation and Development (OECD) calculates the annual monetary value of gross transfers from EU consumers arising from policies underpinning the Common Agricultural Policy (CAP).</p><p> </p><p> </p><p> </p><p>The OECD estimates that EU consumers faced higher food prices equivalent to approximately €16 billion in 2012. This equates to 4% of consumption expenditure on agricultural commodities (at farm gate prices), and compares to an average 71% in the late 1980s.</p><p> </p><p> </p><p> </p><p>Agricultural commodity prices are a key factor in determining food retail prices but other factors are also important, such as energy prices and exchange rates. Therefore the impact of CAP on consumers' weekly cost of food will be less than the 4% figure reported above.</p><p> </p><p> </p><p> </p><p>There is no agreed OECD methodology to disaggregate estimates to individual EU member states, so these figures are not available at the UK level.</p><p> </p>

Complaints are reviewed within the Agency. The consultation included estimates for the amounts which would be transferred annually to Rural Development programmes arising from reductions of 5% and 100% (i.e. capping), further analysis was included in the evidence paper published alongside the consultation. These can both be found at consult.defra.gov.uk/agricultural-policy/cap-consultation. We announced in December that reductions would be applied at 5% on amounts in excess of €150,000; however, we no longer take the view, contained in our response to the consultation, that we have no power to make further or alternative reductions at a higher threshold such as €300,000.</p><p> </p> more like this

star this property answer text <p>2015 has been a challenging year for a number of well documented reasons. We understand the importance of Basic Payment Scheme (BPS) payments for farmers and their particular frustration in the first year of this new scheme.</p><p> </p><p>From 1 December 2015, the Rural Payments Agency (RPA) made full and accurate 2015 BPS payments which continued throughout the payment window. As of 3 July, some 85,852 (98.6%) of 2015 BPS claims have now been completed and 86,760 have received a payment amounting to some £1.3billion.</p><p> </p><p>The RPA remain focused on making full and accurate payments as promptly as possible. They are also committed to improving payment performance in 2016, and 2016 should be easier as we will have both the systems and data already in place. Ministers have regular meetings with the RPA and closely monitor its performance.</p> more like this

UK Ministers are pressing the Commission and other Member States to be more ambitious in this exercise in order to reduce burdens and costs to farmers and administrators.</p><br /><p>Our priorities for the next round of CAP reform were set out in our manifesto. Our aim is to deliver a new agricultural policy which is simpler, which contributes to productivity and growth in the farming industry and which also delivers for the environment and improves animal welfare.</p> more like this
