This equates to 4% of consumption expenditure on agricultural commodities (at farm gate prices), and compares to an average 71% in the late 1980s.</p><p> </p><p> </p><p> </p><p>Agricultural commodity prices are a key factor in determining food retail prices but other factors are also important, such as energy prices and exchange rates. We understand the importance of Basic Payment Scheme (BPS) payments for farmers and their particular frustration in the first year of this new scheme.</p><p> </p><p>From 1 December 2015, the Rural Payments Agency (RPA) made full and accurate 2015 BPS payments which continued throughout the payment window. As of 3 July, some 85,852 (98.6%) of 2015 BPS claims have now been completed and 86,760 have received a payment amounting to some £1.3billion.</p><p> </p><p>The RPA remain focused on making full and accurate payments as promptly as possible. They are also committed to improving payment performance in 2016, and 2016 should be easier as we will have both the systems and data already in place. As of 17 March 2019:</p><p>1) All eligible Countryside Stewardship 2016 and 2017 claims have received a payment apart from exceptional cases such as those that cannot be paid for legal reasons such as probate.</p><p>There are just over 6,100 2018 claims still due an advance payment. Any claim that has not been paid a 2018 advance payment by the end of March will be issued a bridging payment in early April.</p><p>RPA are on track to complete 95% of 2018 final payments on claims by the end of July.</p><p>2) The information held on Environmental Stewardship claims does not currently separate between Entry and Higher Level agreements.</p><p>All eligible 2016 claims have received a system advance and/or final, or a bridging payment.
