	answer	answer is ministerial correction date of answer 30/01/2019 answer text <p>In September last year Defra published, alongside the Agriculture Bill, detail about, and a proposed timeline for, the move away from current Common Agricultural Policy schemes. Our farming reforms will be underpinned by the principle of public money for the provision of public goods. The Bill will provide the legal powers to move away smoothly from the CAP as well as assisting farmers in their central task of producing food for the nation.</p><p>The government has pledged to continue to commit the same cash total in funds for farm support until the end of this parliament, expected in 2022. This includes all funding provided for farm support under both Pillar 1 and Pillar 2 of the current CAP. This commitment applies to the whole UK and provides more certainty than anywhere else in Europe.</p><p>We will pay the current Direct Payments for the 2019 scheme year on the same basis as now. The EU rules for the Basic Payment Scheme, greening and young farmer payment will apply throughout the whole of 2019. We also plan to allocate the money paid in Direct Payments for 2020 in much the same way that we do now. We will, however, look to make simplifications to make it easier to apply for and administer Direct Payments to increase value for money.</p><p>In 2021 we intend to start making reductions to Direct Payments, marking the beginning of the agricultural transition. This will be accompanied by pilots of our Environmental Land Management scheme and targeted investment in Research and Development and innovation. As of 17 March 2019:</p><p>1) All eligible Countryside Stewardship 2016 and 2017 claims have received a payment apart from exceptional cases such as those that cannot be paid for legal reasons such as probate.</p><p>There are just over 6,100 2018 claims still due an advance payment. Any claim that has not been paid a 2018 advance payment by the end of March will be issued a bridging payment in early April.</p><p>RPA are on track to complete 95% of 2018 final payments on claims by the end of July.</p><p>2) The information held on Environmental Stewardship claims does not currently separate between Entry and Higher Level agreements.</p><p>All eligible 2016 claims have received a system advance and/or final, or a bridging payment. All eligible 2017 claims received an advance or bridging payment.</p><p>RPA is on track to complete 95% of 2017 final payments by end of July. On CS 2018, 95% of eligible claimants received an advance payment by early April; 30% of eligible claims have received their final payment and we expect to pay 95% of eligible claims by August 2019.</p><p> </p><p>On ES, around 92% of 2017 eligible claims have now received a payment and we are on track to complete 95% by the end of July 2019. Over forty thousand responses were received from a wide range of people including farmers, environmental and food/farming related organisations and the general public. All responses have been analysed and are being used to inform our policies on future farm support.</p><p> </p><p>The Government published its policy response on 14 September setting out a future for food, farming and the environment in a green Brexit, together with reports on its analysis of the impacts of removing direct payments and economic rationales for future government intervention.</p><p> </p><p>The Government’s assessment was to adopt a gradual transition from the current approach to the new, avoiding a cliff-edge for farm businesses - noting the negative experiences in New Zealand when rapid changes were adopted. Our proposals therefore outline a 7 year transition period.</p><p> </p><p>We are applying reductions to Direct Payments in a fair way, with higher reductions initially applied to amounts in higher payment bands. All farmers will see some reductions from the start of the transition. We plan to begin making these reductions in 2021, with the final year for Direct Payments being 2027. We believe that this approach balances the views of those who feel recipients of the highest payments should initially face higher reductions, with the strong calls for the reductions to be shared amongst all farmers from the start of the transition and in a way that prepares the industry for change. The transition period also needs to be long enough to give farmers sufficient time to adapt and prepare for the new Environmental Land Management (ELM) scheme, which starts in 2024.</p><p> </p><p>The ELM National Pilot, starting in late 2021, will assess the end to end operability and deliverability before the scheme is rolled out in 2024. This will allow us to identify and refine any issues or barriers that occur in practice. We are working closely with a range of agricultural and environmental stakeholders to collaboratively design the new scheme, and to test and trial new approaches and investigate innovative mechanisms for the delivery of environmental outcomes.</p><p> </p><p>Defra recognises the challenges around the uncertainty and outcome of the timing of leaving the EU. This was done at the request of the Welsh Ministers and included the powers in clause 11. This means that the Welsh Ministers would have powers to modify retained EU legislation relating to the financing, management and monitoring of Common Agricultural Policy schemes.</p><p> </p><p>The Welsh Government have also announced that they will bring forward their own Agriculture Bill in the National Assembly at a later date. 	answer	answer is ministerial correction date of answer 03/02/2020 answer text <p>Defra has been working closely with all farming sectors on the impacts of the wet weather experienced over the autumn and winter.</p><p> </p><p>In recognition of the difficulties caused to farmers by flooding, Defra has made a total of £4 million available to eligible farmers through the Farming Recovery Fund. In August Defra announced up to £2 million available for farming businesses in Wainfleet and North Yorkshire that were particularly hard-hit by flooding, and in November 2019, Defra announced that it would extend the scheme to cover those impacted by the November flooding with a further £2 million. Assistance is provided to cover non-insurable items and activities such as re-cultivation, reseeding, reinstating field boundaries and removing debris from agricultural land.</p><p> </p><p>During the current six year capital investment programme (from April 2015 to March 2021) the Government is investing a record £2.6 billion in over 1,000 flood defences schemes which will better protect 300,000 homes and an additional 700,000 acres (285,000 hectares) of agricultural land, helping to avoid more than £1.5 billion worth of direct economic damages to agricultural land.</p><p> </p><p>In terms of the wider impact of the wet weather on farmers, Defra is continuing to observe price movements and other market information.
