Those granted pre-settled status under the scheme will not have any change in their entitlement to access benefits and services.</p><p> </p><p>A consultation has not been carried out as these regulations do not reflect a change in the existing rules or government policy and therefore will not have any adverse effects. These regulations provide legal clarity to claimants, applicants, decision makers and local authorities, delivering continuity and ensuring that the existing rules are applied fairly.</p> more like this

These scores are self-reported by survey respondents on an 11-point scale, from 0 to 10. “Low” personal wellbeing is defined as those who report a score of 0-4 on life satisfaction, feeling that the things done in life are worthwhile, or happiness, or a score of 6-10 on anxiety.</li><li>Personal well-being scores are reported by respondents at the time of interview, including how happy or anxious they were “yesterday”, so the respondents identified in this analysis do not necessarily “suffer from” low personal well-being over an extended period.</li><li>Differences in proportions do not necessarily imply a direct causal relationship.</li><li>People with long-term health conditions are defined as those who report any physical or mental health conditions or illnesses lasting or expecting to last 12 months or more.</li><li>Disabled people are defined as those who report a long-term health condition that reduces their ability to carry out day-to-day activities. This is the Government Statistical Service (GSS) Harmonised Principle, in line with the Equality Act 2010.</li></ol>

star this property answer text <p>Universal Credit is a 24 hour, seven days a week, digital service that allows claimants to manage their own data and account online at a time which is convenient for them. Via their account claimants can check their Universal Credit benefit payments, notify us of changes and record notes via an online journal facility. In addition, established claimants who call the Freephone Universal Credit helpline are connected directly to the person or team who are dealing with the case.</p><p> </p><p>We are aware that some claimants who are working may find it difficult to access our Jobcentre Plus Service due to their work commitments, however, not all Universal Credit claimants are required to attend interviews at their local Jobcentre. This will depend on their individual personal circumstances. For claimants whose earnings are above the individual or household Conditionality Earnings Threshold or the Administrative Earnings Threshold there is no conditionality requirement to attend interviews with a Work Coach.</p><p> </p><p>Where a voluntary interview is necessary to verify evidence, claimants are able to arrange the most convenient date and time with their Work Coach or Case Manager.</p>

star this property answer text <p>All DWP staff delivering Universal Credit undergo a comprehensive learning journey designed to equip them with the tools, skills and behaviours required to provide a high quality service to all claimants, including those who have cancer and other serious health conditions. Colleagues receive on-going learning in their roles and have access to Universal Credit guidance which is refreshed at regular intervals.</p><p> </p><p>The Department takes seriously the need to support vulnerable claimants. We are committed to ensuring that people who have cancer are treated with the upmost sensitivity and care, when making a claim to Universal Credit.</p><p> </p><p>We are continuously reviewing and improving the service for vulnerable people who claim Universal Credit to ensure that it is accessible and responsive to their needs. This includes how they are identified and supported, either from our own staff or via referrals from local services. For instance, when a claimant is asked to attend a Work Capability Assessment, they are required to complete a UC50 questionnaire which incorporates a 'light touch' evidence gathering process for cancer patients; and makes clear that Clinical Nurse Specialists and consultants can provide information on the form.</p>

star this property answer text <p>The Financial Conduct Authority Handbook sets out rules and guidance for lenders. This provides that, prior to entering into a mortgage, a lender must assess whether the customer will be able to pay the sums due and must not enter into the transaction unless it can demonstrate that the mortgage is affordable for the customer (and any guarantor).</p><p> </p><p>It is up to individual lenders to determine how to ensure adherence to this requirement. Each lender is required to publish a written statement setting out the factors it will take into account in assessing a customer's ability to pay. This must, inter alia, address how income and expenditure is to be assessed, including details of the types of income which are acceptable.</p> more like this

Most people claiming UC will be able to access and navigate the internet, to make and maintain their UC account.</p><p> </p><p>The Department delivers UC in a way which responds to the needs of those who are supported by it. UC payment statements have been designed to give claimants a relevant breakdown of their award, including details of any outstanding debt and the reason for deductions. Every UC award is calculated based on the circumstances of individuals during each assessment period, taking into account savings, assets and income.</p><p> </p><p>Further enhancements will be introduced in the future to make UC payment statements even easier to understand, with a particular focus on making it clearer when amounts are deducted and whether people are being paid as a single person or as part of a couple. Claimants will be able to access a ‘blank’ statement, available through their online account as soon as their claim is received, allowing them to view expected entitlements based on what information has been submitted.</p>

The policy on up-rating the UK State Pension abroad is long-standing and unchanged. UK State Pensions are payable worldwide and they are up-rated for overseas residents where there is a legal requirement to do so.</p><p> </p><p>The cost of up-rating State Pensions would increase by more than £3 billion over five years if payments to recipients in countries where they are not currently up-rated were increased to the rates payable had the recipients never left the UK. star this property answer text <p>The Government recognises the importance of safeguarding the welfare of claimants who have incurred debt. Universal Credit already has procedures and regulations in place to protect claimants from excessive deductions. The maximum rate of deductions cannot normally exceed 40% of the Universal Credit standard allowance, and from October 2019, this will be reduced to 30% of a claimant’s standard allowance of their UC award. If a claimant is in financial difficulty as a result of the level of deductions being made they can contact the Department to request that a reduction in deductions be considered.</p><p> </p><p>Universal Credit (UC) new claim advances provide access to a payment for those in financial need, which can be accessed on the same day, until their first UC payment is due. Claimants can access up to 100% of the total expected monthly award, for which they can pay back over a period of up to 12 months, and in the Autumn Budget 2018, we announced that from October 2021, the payback period for these advances will be extended further, up to 16 months.</p><p> </p><p>Currently there are around 850,000 claimants that have a UC advance repayment in place. Of these claimants, the table below shows 440,000 also have at least one other debt relating to benefit overpayments, social fund loans or previous advances (figures rounded to nearest ten thousand). The data held by the Department does not include other third party debts, for example arrears, utility bills or other borrowing. Member to the answer to Question 215614, from 6 February 2019.</p><p> </p><p>Since the introduction of The Universal Credit (Transitional Provisions) (SDP Gateway) Amendment Regulations 2019, which came into force on 16th January 2019, claimants who are entitled, or have been within the last month, to an award of an existing benefit that includes SDP have not been required to move to Universal Credit; even if they have experienced a relevant change in their circumstances. The draft Universal Credit (Managed Migration Pilot and Miscellaneous Amendments) Regulations 2019, which are currently before Parliament, make provision for SDP transitional payments for those eligible claimants who have already moved to UC and for moving existing legacy claimants onto Universal Credit and implementing transitional protection.</p><p>We are currently considering the court judgment handed down on 3 May 2019.</p> more like this

star this property answer text <p>We will spend over £55 billion this year (2019/20) on benefits to support disabled people and people with health conditions. This is around 2.5% of GDP, and over 6% of government spending, and as a share of GDP, the UK’s public spending is second highest in the G7, bar Germany [OECD 2015 data]. This year spending on the main disability benefits (PIP, DLA and Attendance Allowance) will be over £6bn higher in real terms than it was in 2010.</p><p> </p><p>Alongside this, we want to build a better understanding of household food needs so that future support reaches those who need it most. The new questions that we are including on the Family Resources Survey starting from April 2019 will enable us to better understand the drivers of food insecurity and identify which groups are most at risk.</p><p> </p><p>We are committed to helping people with health conditions and disabilities move nearer to the labour market and, when ready, into work, by building more personalised tailored employment and health support, such as:</p><ul><li>The Work and Health programme, which was rolled out between November 2017 and March 2018, and will provide innovative support for around 275,000 people. The majority of people of starting on the programme (around 220,000) will be disabled people who can volunteer for the programme at any time.</li></ul><p> </p><ul><li>Access to Work, which is a demand-led, discretionary grant scheme that offers advice and in-work support above the level of statutory reasonable adjustments to disabled people who are in work or about to start work, up to an annual limit of £59,200 per person.</li></ul><p> </p><ul><li>We also are promoting the skills and talents of disabled people and those with long term health conditions to employers through the Disability Confident Scheme. The Scheme focuses on the crucial role that employers play in ensuring disabled people are recruited, retained and developed in their careers. Over 11,500 employers have already signed up to the campaign, and this number continues to grow.</li></ul>

star this property answer text <p>Since WW2 successive Governments, Labour, the Coalition and Conservatives have had the same policy. The policy on up-rating the UK State Pension abroad is long-standing and unchanged. UK State Pensions are payable worldwide and they are up-rated for overseas residents where there is a legal requirement to do so.</p><p> </p><p>The cost of up-rating State Pensions would increase by more than £3 billion over five years if payments to recipients in countries where they are not currently up-rated were increased to the rates payable had the recipients never left the UK. star this property answer text <p>There are many reasons people use foodbanks and agreement that growth in the use of foodbanks cannot be attributed solely to Universal Credit.</p><p>Under Universal Credit no claimant has to wait for their money: advances of up to 100 per cent of their award are available to all claimants from day one of their claim. Advances are paid back over a period of 12 months and in the Autumn Budget 2018, we announced that from October 2021, the payback period for these advances will be extended further, up to 16 months. This is just one of a number of measures the Department has put in place to support claimants, such as paying those claimants moving from Housing Benefit onto Universal Credit a two week ‘transitional housing payment’. We are also introducing a two-week run on for eligible claimants of Income Support, Jobseeker’s Allowance and Employment and Support Allowance from July 2020.</p> more like this

We have worked with the Scottish Government, food insecurity experts, and the Office for National Statistics to introduce a new set of food security questions in the Family Resources Survey starting from April 2019. In exceptional circumstances, a home visit can be arranged to support a claimant in making and maintaining their claim.</p><p>From 1 April 2019 Citizens Advice (England and Wales) and Citizens Advice Scotland are delivering the new ‘Help to Claim’ support to claimants making a new Universal Credit (UC) claim or moving from a legacy benefit to UC because of a change of circumstances. The Citizens Advice Help to Claim offers tailored, practical support to help people make a UC claim up to receiving their first full correct payment on time. It is available online, through web-chat, through a Freephone number and face to face through local Citizens Advice services.</p>

star this property answer text <p>Universal Credit claimants were alerted to the policy changes announced by the Government in the Summer Budget 2015 and by communication on GOV.UK in August 2016.</p><p> </p><p>HMRC, who currently have the majority of claims from those with more than two children, also provided information about this change in leaflets which went to all claimants renewing their Child Tax Credits claim in Summer 2016 and Summer 2017.</p> more like this

star this property answer text <p>33% of UC advances which were paid before 5th May 2018, have not been fully repaid as at 5th May 2019.</p><p> </p><p>Advances are not loans; they are an interest free payment benefit advance, available to help people who need immediate financial support, which is then recovered over an agreed period. The Department has taken a number of steps to ensure that advances meet the needs of claimants and that the recovery arrangements are personalised and reasonable. From October 2021 we are increasing the recovery period for advances from 12 to 16 months, further supporting those in financial need.</p><p> </p><p>Queries against the current repayment stock are only ever a snap shot in time and therefore the position at the end of each financial year cannot be recreated.</p> more like this
