star this property answer text <p>Last year, the Government initiated a discussion on payment methods through a Call for Evidence on Cash and Digital Payments in the New Economy. This sought to gather evidence from industry and the public alike on how changing preferences for cash and digital payments impact on different sectors, regions and demographics.</p><p> </p><p>A formal Summary of Responses to this Call for Evidence was published in May 2019. This response set out the Government’s commitment to supporting digital payments, whilst safeguarding access to cash for those who need it. It also highlighted that the Treasury would set up and chair a Joint Authorities Cash Strategy Group, made up of regulators and the Bank of England, to facilitate further co-ordination between the authorities and provide comprehensive oversight of the overall cash infrastructure.</p><p> </p><p>The Government-established Payment Systems Regulator (PSR) is closely monitoring developments in ATM provision, including those that are free-to-use. The PSR regulates LINK, the scheme which runs the UK’s ATM network, and has used its powers to hold LINK to account over LINK’s commitments to preserve the broad geographic spread of free-to-use ATMs.</p><p> </p><p>LINK has put in place specific arrangements to protect free-to-use ATMs more than 1 kilometre away from the next nearest free-to-use ATM. LINK has also enhanced its Financial Inclusion Programme by tripling the funding available for free-to-use ATMs in the most deprived areas of the UK.</p>

star this property answer text <p>The Government believes that, as a matter of principle, firms best succeed under private ownership. Returning RBS to the private sector is the right policy for taxpayers, customers, and the wider economy.</p><p> </p><p>The Government intervened in RBS to maintain stability at the height of the financial crisis. RBS was never a speculative investment made to generate a profit, and it is right that private investors, not taxpayers, should bear the risk of companies such as RBS.</p><p> </p><p>The Government’s policy remains to return the financial sector assets acquired during the crisis to private ownership, when it represents value for money to do so, and market conditions allow.</p> more like this

star this property answer text <p>The Government publishes a summary of each Financial Inclusion Policy Forum meeting on the gov.uk website to enable those outside the Forum to understand the Forum’s interests and direction of travel. The detailed minutes of each meeting are also recorded and distributed to Forum members. star this property answer text <p>The Treasury has not made an assessment of community benefit societies’ access to banking. However, the RBS alternative remedies package will see a £775m investment in business banking facilities, helping businesses benefit from greater choice and offers on banks’ services. Community benefit societies may also find it helpful to know that the UK Finance website hosts an online guide to help small businesses prepare when opening or switching to a new business current account. This can be found here: https://business-account-opening-guide.ukfinance.org.uk</p><p> </p><p>The government recognises the important role of community benefit societies and other forms of social enterprise, which tackle some of the most challenging problems our society faces. In January 2018 DCMS announced £135m allocated to social investment, which social enterprises will benefit from. The Civil Society Strategy, published in August 2018, sets out a long term vision to build stronger communities by bringing business, charities and the public sector together.</p>
