star this property answer text <p>HM Revenue and Customs (HMRC) does not act as a prosecuting authority. All prosecutions are authorised by the relevant independent prosecuting authority and, in making their decision, they consider two tests; whether there is enough evidence to prove the case, and whether it is in the public interest to bring the case to court.</p><p>For England and Wales this is the Crown Prosecution Service; for Scotland, the Crown Office and Procurator Fiscal Service; and for Northern Ireland, the Public Prosecution Service for NI.</p><p>No Trust and Company Service Providers (TCSPs), whether supervised by HMRC or another professional body under the Money Laundering Regulations 2007, were prosecuted in the period from April 2015 - March 2017. Before this date, HMRC did not collate statistics specifically on investigations or prosecutions involving TCSPs.</p><p>However, in the period from April 2015, HMRC has commenced a number of criminal investigations that involve TCSPs, which are at various stages in the criminal investigation process.</p><p>These include investigations involving various offences and are not restricted to Proceeds of Crime Act money laundering offences or breaches of the Money Laundering Regulations 2007.</p>

star this property answer text <p>Supervision under the Money Laundering Regulations is a function of HMRC. In making decisions on publication of information about this function, HMRC considers transparency, consistency and confidentiality in determining how best to meet legal requirements. Legislation that informs these decisions includes the Commissioners for Revenue and Customs Act, the Data Protection Act, Freedom of Information Act and the Money Laundering Regulations.</p><p> </p><p>As explained in my answer of 20th February, <em>“HMRC does not publish enforcement information broken down by sector as this could prejudice the prevention and detection of crime.” </em></p><p> </p><p>Information relating to coverage and the likely penalties for non-compliance could be used by criminals to aid them in choosing approaches to attempt to launder money or finance terrorism.</p> more like this

This is publicly available and can be found on GOV.UK under ‘publications by the Office of Parliamentary Counsel’.</p><p> </p><p>Individual departments instruct the OPC on the drafting of Bills for which they have policy and handling responsibility, but there is a central process by which the content and drafting of Bills is collectively agreed. star this property answer text <p>The Government takes the protection of consumers very seriously and is committed to improving access to financial services that can be used safely and securely.</p><p> </p><p>HM Treasury works closely with the Bank of England, the Prudential Regulation Authority, and the Financial Conduct Authority to improve the resilience of the finance sector to operational risks including cyber threats. We are supported by wider government, including the National Cyber Security Centre and the National Crime Agency.</p><p> </p><p>In addition, the Government’s Joint Fraud Taskforce aims to use the collective powers, systems and resources of banks, payment providers, police, wider law enforcement and regulators to tackle fraud, and raise awareness of the risk of fraud among consumers.</p> more like this

star this property answer text <p>It is the responsibility of train operators, as service providers, to ensure that their customers are made aware of their rights to compensation or other redress in cases of service failure or disruption, and to handle any claims. Train operators’ own compensation schemes provide the main means of redress for passengers.</p><p> </p><p>The Consumer Rights Act 2015 (CRA) came into force for all transport providers on 1 October 2016. The Office of Rail and Road (ORR) is a designated enforcer of consumer law, and has been working with the Rail Delivery Group and individual train operators over the last year to raise their awareness of the CRA and their obligations under it. The ORR is currently reviewing train operators’ compliance with the rules around how refunds must be paid under the CRA.</p> more like this

star this property answer text <p>The Belfast Agreement commits the Irish Government to ensuring an equivalent level of protection for human rights in Ireland to that established in Northern Ireland by the Agreement. As a result of this commitment, the Irish Government established the Irish Human Rights Commission, which in November 2014 merged with the Equality Authority to form the Irish Human Rights and Equality Commission. The Irish Human Rights and Equality Commission, like the Northern Ireland Human Rights Commission, is a UN ‘A status’ accredited National Human Rights Institution, structured and operated in accordance with the Paris Principles.</p><p> </p><p>The UK and Irish Governments meet regularly both at ministerial and official level to discuss issues of mutual interest and concerns including matters relating to the implementation of the Belfast Agreement in each jurisdiction. These include matters relating to human rights in Northern Ireland and Ireland.</p><p> </p> more like this
