These include requirements to prevent underage gambling, offer tools to help consumers manage their gambling and offer the facility to self-exclude.</p><p> </p><p>The publication Gambling Behaviour in Great Britain 2016, which is based on the Health Surveys and reports participation and problem gambling rates, indicated that that rates of low risk gambling were highest among those aged 16 to 24 (5.8%), and we support measures to offer additional protections to this group. NUS has recently announced Gamban, software blocking gambling websites and apps, will be made available for free to students.</p><p> </p><p>The Commission welcomed the work done by the National Union of Students (NUS) to explore gambling behaviour among those at university students, but noted that caution must be taken to use these results in context, as the research did not seek to be representative of the population, and used methodology which may slightly over-estimate the role of gambling in students’ lives.</p><p> </p><p>The Gambling Commission’s Young People Survey 2018 looked at gambling behaviour by 11-16 year olds. The most popular activities were those in which children could take part legally, for example private bets with friends. All operators must have effective policies and procedures designed to prevent underage gambling, and the Commission has a range of powers to act in the case of failures. We believe they are best placed to determine local priorities. In the Review Government identified the introduction of flexible, shared spectrum models - such as dynamic spectrum access - as a strategic priority.</p><p> </p><p>Government regularly engages with industry on a range of topics - including spectrum sharing and 5G - and welcome industry feedback, including Nominet’s report. Government will continue to work with Ofcom and industry to support innovation and investment and encourage competition within the market. We recently published our draft Statement of Strategic Priorities which consulted on, among others, our spectrum sharing ambitions. 	answer	answer is ministerial correction date of answer 29/03/2019 answer text <p>Loot boxes do not fall under gambling law where the in-game items acquired are confined for use within the game and cannot be cashed out. The Government has no plans to ban loot boxes, or to amend Gambling Commission’s powers in relation to loot boxes. However, the Government is aware of concerns that entertainment products, such as some video games, could encourage gambling-like behaviour, and will continue to look closely at any evidence around this issue.</p><p>The Gambling Commission, as the regulator for gambling in Great Britain, has strong powers and can take action where it needs to address emerging risks.</p><p>In September 2018, the Gambling Commission, along with 15 other regulators from Europe and the USA, agreed to work together to monitor the characteristics of video games and social gaming and where there is potential cross-over into gambling. We recognise there are risks associated with gambling, which is why there is a strong regulatory framework designed to prevent harm, as well as provisions to support those who do experience harm.</p><p> </p><p>Regulation of gambling in Great Britain is governed by the licensing objectives in the Gambling Act 2005, which include keeping gambling fair and open and protecting children and vulnerable people. All gambling companies providing facilities to customers in Great Britain must be licensed by the Gambling Commission and comply with its licence conditions and codes of practice. 	answer	answer is ministerial correction date of answer 25/03/2019 answer text <p>Preventing suicide is a priority for Government, and we take new evidence on this matter very seriously.</p><p> </p><p>The longitudinal study on gambling disorder in Sweden indicated increased mortality, suicidality, and associated comorbidity rates of other disorders, among those with a clinical diagnosis of gambling disorder. However, the report also indicated that the factors contributing to suicide are multifactorial, which make it difficult to isolate the role gambling played when weighted against other co-morbid factors. In particular, it noted that depression was a significant predictor of suicide death. The report Gambling Behaviour in Great Britain 2016, which is based on the Health Surveys, shows a clear correlation between poor mental health and problem gambling.</p><p> </p><p>GambleAware has commissioned research to further our understanding of the links between problem gambling and suicide risk. This will include secondary analysis of the Adult Psychiatric Morbidity Survey to explore the relationship between problem gambling and the experience of suicidal thoughts, suicide attempts and non-suicidal self-harm among adults living in England.
