star this property answer text <p>Public rights of way are a local matter and are handled by individual local highway authorities.</p><p> </p><p>Local authorities are required to keep a Rights of Way Improvement Plan (ROWIP) to plan improvements to their network, which is usually available on the authority’s website. I would hope local authorities, whenever possible, would look at the needs of all users, including walkers, cyclists and horse-riders. Safety must be a consideration in this process.</p><p> </p><p>Local authorities receive most of their rights of way funding from central Government through the Revenue Support Grant to deliver various duties, including ROWIPs. It is not ring-fenced and we cannot say how much authorities should spend on ROWIPs. It is up to local authorities to manage their own budgets and decide how much they should spend on their different duties, and for local people to hold them to account.</p> more like this

star this property answer text <p>As I said in my answer to PQ HL7316 on 5 April this year, air quality monitoring data collected in and around Heathrow Airport is presented on the Heathrow AirWatch website which is funded via a joint working partnership consisting of Heathrow Airport Ltd, London Boroughs of Hillingdon and Hounslow, Slough and Spelthorne Borough Councils and British Airways. It is managed by the consultant Ricardo Energy and Environment.</p><p> </p><p>Two local monitoring sites are included in the Government’s national monitoring network (the Automatic Urban and Rural Network). All national air quality monitoring data is available on the Government’s UK-Air website.</p><p> </p><p>The two monitoring sites are London Hillingdon which is located in a suburban residential area approximately 30 metres from the M4 motorway and London Harlington which is located close to a minor road to the east of Harlington village.</p> more like this

star this property answer text <p>The UK Government has taken significant steps to tackle plastic pollution (eg. microplastics), including restricting the supply of several single-use plastics through introducing a plastic packaging tax from April 2022; restricting the supply of plastic straws, plastic drink stirrers, and plastic-stemmed cotton buds; and preventing billions of plastic micro-beads from entering the ocean each year by introducing a ban on microbeads in rinse off personal care products.</p><p> </p><p>Defra have been working closely with industry to understand the costs of installing microfibre filters on washing machines with prices ranging from £30 to £122 per machine dependant on manufacturer and whether the filters are disposable or re-useable. Defra’s Plan for Water includes a commitment for industry to develop low cost, effective microfibre filters on washing machines and encourage their effective use.</p> more like this

star this property answer text <p>The UK government has committed to work towards no food waste being sent to landfill by 2030 in its Clean Growth Strategy, published in October 2017. 113 local authorities out of 326 in England currently offer a separate food waste collection service and we encourage all local authorities to consider introducing separate food waste collection when opportunities arise to include these in collection contracts.</p><p> </p><p>In the 25 Year Environment Plan, we committed to working to support an increase in the number of councils with separate food waste collections. We will outline our plans for this in our Resources and Waste Strategy, which will be published this autumn. This will include how we will fulfil our commitments to the circular economy package where bio-waste including food waste recycling must be offered for households.</p><p> </p><p>We recognise the energy generation potential of food waste, when collected separately and sent to anaerobic digestion (AD), though we need to be conscious of some of the unintended consequences for air pollution that can arise.</p><p> </p><p>We will consider the recommendations of the 2018 National Infrastructure Assessment in the development of the Resources and Waste Strategy.</p>
