star this property answer text <p>The work commissioned to date on transpennine rail freight demand and the review of the costs of creating a freight and passenger route via Skipton-Colne has an estimated cost of around £100,000. The anticipated broad division of that work is that project management will be lead by CPC; cost challenge will be lead by Jacobs, GHD and Gardiner and Theobald; and work on freight demand will be led by Jacobs, GHD and MDS Transmodal (subcontractor).</p><p> </p><p>The geographical scope of the work will cover at least the area indicated by the noble Lord as its purpose is to assess whether reinstatement of a rail route via Skipton-Colne is part of the right long term solution for transpennine rail traffic. The work is expected to report later this year.</p><p> </p><p>As indicated in response to a question from Lord Greaves (HL13163), we will publish the results of feasibility work on the Skipton-Colne scheme when this next phase is complete and we understand the full picture.</p> more like this

star this property answer text <p>The market sounding exercise undertaken last year did not seek specific schemes to be submitted. The exercise sought to gauge market appetite for the taking of risk in relation to the design, construction, financing and funding of a new southern rail scheme to Heathrow Airport. The briefing document published as part of the market sounding did make clear that for schemes to be considered true market led proposals, full risk would have to be borne by the private sector. This includes the acceptance of revenue risk without requiring undertakings or guarantees by government including of future train usage.</p> more like this

star this property answer text <p>A vessel being brought into service as a passenger ship would be subject to different requirements depending on their area of operation, the construction material and whether it has previously held a UK passenger vessel certificate. For the majority of such vessels, the standards applied are not those which are under review. A limited number of vessels could be brought into service under these older Regulations.</p><p> </p><p>Any vessels subject to the standards that will be modified by the review will have a two-year phase in period for compliance from the in-force date of the new legislation. This applies equally well to existing vessels or those which are yet to be brought into service.</p> more like this

star this property answer text <p>The plug-in car grant was intended to support the early market for low emission vehicles and has so far supported the purchase of around 100,000 plug-in hybrid cars, at a cost of over £360 million.</p><p>In 2018 the department reviewed the plug-in car grant to focus on zero tail pipe emission vehicles. Since then, overall sales of alternatively fuelled vehicles have increased compared to the same period last year. While the sales of zero emission capable plug-in hybrids have decreased since the grant was reviewed, the sales of the cleanest zero emission vehicles have increased by over 50 per cent over the same period.</p> more like this

star this property answer text <p>The Prompt Payment Code is a voluntary Code administered by the Chartered Institute of Credit Management (CICM) on behalf of Government. Signatories to the Code sign up to pay 95% of invoices in 60 days, with an ambition to move toward 30-day payment terms. Signatories who do meet the standard are invited to submit a plan to CICM setting out clearly how they will improve their performance. Those who submit a satisfactory plan and subsequently demonstrate compliance are suspended from the Code and can be reinstated in the future. Those who do not engage with CICM, and fail to submit a plan, will be removed.</p><p>Starting in September this year, suppliers could be excluded from winning Government contracts if they fail to pay subcontractors on time. Under the new rules, suppliers who bid for government contracts above £5m per annum, who cannot show they are paying 95% of invoices within 60 days, risk being prevented from securing government contracts. We have contacted all suppliers reminding them of this initiative and their responsibilities on prompt payment.</p><p> </p>

Publication of the Full Business Case will support authorisation of Notice to Proceed for Phase One which is when HS2 Ltd instructs its main works civil contractors to commence construction of the railway.</p><p> </p><p>The Government already has the statutory powers to build HS2 Phase One.
