star this property answer text <p> </p><p>At Budget 2014, the Chancellor announced that the competition powers of the Payment Systems Regulator would be switched on with immediate effect. This enables the Regulator to conduct a market study on ownership of the payment systems and, depending on the outcome, to refer the question of ownership to the Competition and Markets Authority. The decision about whether to commence a market study is one for the Regulator.</p> more like this

star this property answer text <p>95 per cent of communities in the lowest quartile of the government deprivation index now have free-to-use ATMs within their area or less than two thirds of a mile from the area's centre. This has brought access to free-to-use ATMs to over 1.5 million people and progress towards covering even more communities continues.</p><p> </p><p>LINK has established a Financial Inclusion Programme to provide free-to-use ATMs where they are needed, by installing ATMs that are subsidised to make their operation commercially viable for operators. The cost of this subsidy is shared out among LINK member banks. 1,400 target areas now have access to an industry subsidised ATM through the programme.</p><p> </p><p> </p><p>I am aware Toynbee Hall is due to complete research on this issue shortly.</p> more like this

star this property answer text <p><a href="http://en.wikipedia.org/wiki/In_July" target="_blank">In July</a>In July 2013 HM Treasury's procurement functions transferred to the Crown Commercial Service (CCS—formerly the Government Procurement Service, GPS). HM Treasury decides selection criteria and weightings for procurements based on advice from CCS.</p><p> </p><p>The selection criteria and weightings in the procurement procedures used by CCS are not fixed, but vary from project to project. UKpublic procurement policy is to award contracts on the basis of value for money, which means the optimum combination of cost and quality over the lifetime of the project. Public sector procurers are required to assess value for money from the perspective of the contracting authority using criteria linked to the subject matter of the contract, including compliance with the published specification.</p><p> </p><p>Diversity policies and records of businesses can be taken into account at tender evaluation stage if they relate directly to the subject matter of a contract from the point of view of the contracting authority.</p><p> </p><p>Treasury's procurements are evaluated against response guidance provided to bidders as part of Invitations to Tender (ITT) or Requests for Quotes (RFQ). Since January 2011, central Government Departments have been required to publish on Contracts Finder information on the tenders issued and contracts they award with a value over £10,000 (excluding VAT):</p><p><a href="https://www.gov.uk/contracts-finder" target="_blank">https://www.gov.uk/contracts-finder</a></p><p> </p><p>Selection criteria and weightings applied in procurements form part of the information published.</p>

star this property answer text <p><strong>It is important that consumers get the redress which they are due. Ensuring that banks provide appropriate redress for their customers is a matter for the independent regulator, the Financial Conduct Authority (FCA) </strong></p><p><strong>The Government is supportive of action taken by the FCA to recompense customers for the mis-selling of payment protection insurance (PPI) and prevent cases of mis-selling in the future through regulatory action. The FCA has stated that it is keeping a close eye on how the industry handles all PPI complaints and will be quick to challenge anything it thinks is unfair.</strong></p><p> </p><p><strong>I have asked the FCA to write to the Member in more detail about action being taken in regard to PPI.
