That direct accountability is important: that is why Ministers in this House must provide personally signed answers to members. The Ministerial Code states that <em>“It is of paramount importance that Ministers give accurate and truthful information to Parliament”.<br><br></em>As Leader of the House I have a particular responsibility to encourage Ministers and their departments to be punctual in answering written questions. My office immediately approach departments who have not responded to questions after 10 working days, and remain in contact with them until the questions are answered. 	answer	answer is ministerial correction date of answer 04/11/2015 answer text <p>The National Housing Federation voluntary agreement states that housing associations and the Government share a mutual objective to ensure that replacement homes are delivered as quickly as possible.</p><p>Whilst aiming for replacement within two years, the default position is that housing associations will have flexibility to replace homes within a three year period. The policies support the department’s objective of ensuring that all children receive a safe and suitable education, and the department remains fully committed to taking forward these measures, including through legislation where this is necessary.</p><p>Part 3 of the Schools Bill would place a duty on local authorities in England to establish and maintain Children Not in School registers, to provide support to home educators when requested, and update the process for School Attendance Orders to improve efficacy. Part 3 also includes measures on school attendance, which would place the Department’s recently published school attendance guidance ‘Working together to improve school attendance’ on a statutory footing, introduce a national framework for the issuing of fixed penalty notices pertaining to attendance, and bring consistency in how all state funded schools grant leaves of absence in extenuating circumstances.</p><p>Part 4 of the Schools Bill seeks to improve safeguarding for children who do not attend state funded schools. It would extend the school registration requirement so that all settings serving children of compulsory school age full time are required to provide a safe and suitably broad education. It strengthens the powers allowing Ofsted and the Department to investigate and take action against illegal unregistered schools. In line with the Government’s commitments since 2021, these arrangements establish individual schemes that can be used only by UK internal market traders, to preserve those benefits for UK traders and to maintain the smooth flow of that trade. Checks on internal UK movements under the schemes will be removed except those conducted by UK authorities and required as part of a risk-based or intelligence-led approach to tackle criminality, abuse of the schemes, smuggling and disease risks. 	answer	answer is ministerial correction date of answer 20/11/2017 answer text <p>Clinical commissioning groups (CCGs) are responsible for commissioning many healthcare services to meet the needs and requirements of their local population, including those for people with myalgic encephalomyelitis/chronic fatigue syndrome (ME/CFS). In doing so, CCGs will commission services that reflect the needs of local people and that support improvements in health and healthcare outcomes.</p><p> </p><p>The current National Institute for Health and Care Excellence (NICE) guidance on ME/CFS does not recommend routine autoimmune or metabolic testing but advises that diagnosis should be made after all other possible diagnoses have been excluded. 	answer	answer is ministerial correction date of answer 15/11/2021 answer text <p>NHS England and NHS Improvement is responsible for commissioning virtually all healthcare services in prisons in England, including clinical services for pregnant women.</p><p> </p><p>Basic resuscitation equipment only is provided in prisons. NHS England and NHS Improvement has consulted experts in the field of neonatal resuscitation, following which a decision was taken not to provide neonatal resuscitation equipment in prisons due to the highly specialised nature of neonatal resuscitation, which requires specialist training, equipment and immediate access to highly qualified and skilled staff. Should these staff not be available there is a risk that the equipment could be used by untrained staff which risks harming the baby.</p><p> </p><p>All healthcare staff should receive relevant first aid training, including basic adult life support and what to do in emergency situations where specialist neonatal resuscitation is required. This normally includes seeking a rapid response from the local ambulance service who can guide staff through cardiopulmonary resuscitation/rescue breaths and keeping the baby warm until the local ambulance service are in attendance.</p><p> </p><p>While the training of staff employed by Her Majesty’s Prison and Probation Service working in prisons is a matter for that organisation, as the commissioner for NHS services in prisons, NHS England and NHS Improvement seeks evidence that commissioned healthcare providers field competent and appropriately-trained staff to fulfil specific requirements in their contractual obligations.</p> answering member printed Lord Kamall question first answered 15/11/2021 15:35:18 answering member 4909 label Biography information for Lord Kamall
