star this property answer text <p>My Department supports Public Finance Initiatives (PFI) Housing and Joint Service Centre projects contracted directly by local authorities. The majority of PFI projects date back to 1999-2010 and no PFIs have been set up since 2014. They were subject to extensive value for money assessments before authorities entered into them and, in 2011, the Department ran a savings exercise on projects still within their procurement stage which identified over £531 million of savings over the lifetime of remaining projects.</p><p>All PFI projects are now operational and authorities are expected to continue to seek to improve the value for money of their projects wherever possible. The Department offers advice and support directly to individual local authorities and holds network events to share best practice between local authorities on making savings on its supported Housing and Joint Service Centre PFI projects.</p> more like this

star this property answer text <p>The Government’s approach to appraisal is set out in the Green Book. This provides a common, standard method for comparing all public spending decisions that use central government funding; the approach to appraising potential PPP projects is consistent with this central guidance.</p><p> </p><p>The quantitative assessment tool was in place from August 2004 until its withdrawal in December 2012, all projects which commenced between these dates should have used the tool. For details of specific projects during this period, please see the spreadsheet ‘Current projects as at 31 March 2014’ at the following link: https://www.gov.uk/government/publications/private-finance-initiative-projects-2014-summary-data</p><p> </p><p>A replacement quantitative assessment tool has not been issued by HM Treasury due to the limitations of standard models; since December 2012 procuring authorities have undertaken appropriate quantitative assessment in accordance with the principles set out in the Green Book.</p>

star this property answer text <p /> <p><strong>The Department has three current private finance initiative contracts:</strong></p><p><strong> </strong></p><p><strong>1. </strong><strong>The Private Sector Resource Initiative for the Management of the Estate (PRIME)</strong>. A 20 year PFI partnership awarded on 1<sup>st</sup> April 1998 to Trillium (now Telereal Trillium). PRIME delivered a transfer of property ownership of the DWP estate and outsourced most facilities management services. The PRIME contractor is responsible for all landlord and property related tasks, delivers a total maintenance programme and provides all building related services.</p><p> </p><p><strong>2. </strong><strong>Health and Safety Laboratory, Buxton</strong>. A 30 year contract awarded on 1<sup>st</sup> April 2002 to Interserve plc.</p><p> </p><p><strong>3. </strong><strong>Health and Safety Executive, New Merseyside Centre, Redgrave Court, Bootle</strong>. A 30 year contract awarded on 1<sup>st</sup> October 2003 to Honeywell Control Systems, supported by Reliance FM as the prime facilities management provider.</p><p> </p><p>The remaining financial liabilities for each contract between 2014/15 and its expiry date are:</p><p> </p><p>PRIME 2014/15 to 2017/18 £2,074.47m</p><p>HSL 2014/15 to 2034/5 £278.79m</p><p>HSE 2014/15 to 2034/5 £244.73m</p><p> </p><p><strong>Total £2,597.99m</strong></p>
