star this property answer text
Electoral Reform Services have provided services in relation to elections and by-elections for hereditary peers since they were instituted in 1999 on an ad hoc basis rather than under a contract of service. It is intended that a tender exercise will be undertaken shortly to put in place a contract to provide these services. Any contract signed as a result of that tender exercise is expected to be governed by the standard terms and conditions of the House of Lords, available on the Parliament website: https://www.parliament.uk/documents/CSD-Commercial-Services-Directorate/General%20Terms%20and%20Conditions%20of%20Contract%20-%2015%20May%202018%20-%20HoL.pdf.
more like this

In March, the Department for Business, Energy, and Industrial Strategy established the industry-led Retail Sector Council to bring Government and industry together to boost the sector’s productivity and economic health. All retail activity in the UK is represented on the Council, including independent retailers. Government also engages with industry associations such as the British Independent Retailers Association to further understand the views of this important sector.

In addition, on 16 July 2018 the Ministry of Housing, Communities and Local Government announced a panel of experts, led by Sir John Timpson, to diagnose issues that currently affect the health of our high streets and advise on the best practical measures to help them thrive now and in the future. Later this summer the expert panel, in conjunction with the Ministry of Housing, Communities and Local Government, will put out a call for evidence seeking what members of the public and young people in particular want from the high streets of the future.

star this property answer text
Decisions regarding payments to subcontractors and suppliers to Carillion are the responsibility of the court-appointed Official Receiver. In his role as liquidator, the Official Receiver is an officer of the court and independent of Government.

The Government has also taken swift action to put in place support to those affected by this insolvency event. The Banks have made provision for nearly £1 billion of support to those affected and the British Business Bank will provide support of up to £100 million of lending to small businesses through its Enterprise Finance Guarantee programme. HMRC will provide practical advice and guidance to those who were contracted to Carillion and are now concerned about their ability to pay tax.

In its response to the Insolvency and Corporate Governance consultation on 26 August 2018, the Government announced that it will increase the current £600,000 cap on the proportion of funds that can be ring-fenced and paid over to unsecured creditors, including small and medium-sized enterprises, ahead of the usual order of priority in an insolvency. The increase will be in line with the impact of inflation on the current cap since it came into effect in 2003, increasing the cap to approximately £800,000.
