star this property answer text <p><strong>National Savings and Investments (NS&amp;I) is a UK institution, operating from a number of sites within the UK and abroad. </strong></p><p> </p><p><strong>The powers governing NS&amp;I products come from UK primary and secondary legislation. Only individuals with a UK bank account are eligible to buy NS&amp;I products. In the event of independence, the current rules would prohibit individuals with only a Scottish bank account from buying NS&amp;I products. </strong></p><p> </p><p><strong>Any changes to these rules would depend on negotiations between the UK and Scottish governments in the event of independence. Both governments have said that there can be no pre-negotiations on what the terms of independence might be before the referendum takes place.</strong></p><p> </p><p><strong>The UK government believes that Scotland is better off as part of the UK, and the UK is better off with Scotland in it.</strong></p><p> </p> more like this

The IMF have forecast that world GDP could be boosted by up to 0.7% as a result of the fall.</p><p> </p><p> </p><p> </p><p>The Government is committed to ensuring that the benefits of these price falls are passed through to households in rural areas of the UK, which combined with the Government’s action to help these hardworking families, will boost real household incomes in these areas.</p><p> </p><p> </p><p> </p><p>Our rural communities rely on their cars, with 93% of households in the most rural areas owning one or more vehicle. star this property answer text <p>The government has announced a number of policy measures to support tourism in the South West region including;</p><p> </p><p> </p><p> </p><p>On 26 January during a visit to Plymouth the Chancellor of the Exchequer announced a £10 million package for the South West from round 3 of the Coastal Communities Fund to support regional growth including the tourism sector. He also announced a £2 million challenge fund as part of the GREAT Britain campaign to promote regions and cities including in the South West; and £100,000 government funding to support more Small and Medium sized Enterprises to attend a trade fair to promote South West tourism destinations to key international markets.</p><p> </p><p> </p><p> </p><p>On 20 February in Bristol the Chief Secretary to the Treasury announced £5 million funding towards the transformation of Colston Hall in Bristol into the only international standard concert hall in South West.</p><p> </p><p> </p><p> </p><p>On 5 March the Deputy Prime Minister announced £5 million funding to boost tourism in the South West by creating a joined-up strategy for marketing the region.</p><p> </p>

The National Infrastructure Plan is underpinned by an infrastructure pipeline setting out £466 billion of planned public and private investment to 2020 and beyond. The government does not hold data on the exact number of jobs associated with infrastructure projects across the country, many of which will be delivered by the private sector. Pay for chief executives outside the Civil Service is decided by individual departments and employers.</p><p> </p><p> </p><p>For both departments and public bodies, any salaries above £142,500 must be approved by the Chief Secretary to the Treasury. The aviation sector’s economic output to the whole UK economy in 2011 was approximately £18 billion, and it employs around 220,000 workers directly and supports many more indirectly. The Government has not made an assessment of the potential effects on Northern Ireland of the operation of the Regional Air Connectivity Fund. This funding was provided to Department for Transport at Spending Round 2013. star this property answer text <p>This Government recognises the importance of transport infrastructure to support the economy and, as set out in the National Infrastructure Plan 2013, has already announced over £28 billion of funding for enhancements and maintenance of national and local roads</p><p> </p><p>The specific schemes identified in the National Infrastructure Plan 2013 have the ability to complete or begin their construction in the next Parliament. Proposals for improvements to the A120 between Braintree and Marks Tey are not yet sufficiently developed to be included in the Highways Agency pipeline of future projects, and are therefore not currently included in the National Infrastructure Plan.</p><p> </p><p> </p><p>However, the A120 is being looked at by the Highways Agency as part of its work on the East of England Route Strategy, which will look to determine the nature, need and timing of future investment that might be required. I would encourage you to engage with the Highways Agency's route strategy process.</p>

star this property answer text <p>Information regarding the total cost of off-payroll workers broken down by individual government departments and their arm’s length bodies is not held centrally.</p><p> </p><p> </p><p> </p><p>Departmental spending on consultancy, which is one element of total spending on off-payroll workers, is collected by the Cabinet Office. Consultancy spending has reduced by almost three quarters over this Parliament, from £1.2 billion in 2009-10 to £316 million in 2013-14. This followed work to simplify and strengthen the management of consultancy expenditure across government.</p><p> </p><p> </p><p> </p><p>Off-payroll workers play an important role in helping public sector organisations meet short term needs for specialist advice and interim services.</p><p> </p><p>It is essential that government employers are able to assure themselves that their higher paid contract workers and most senior staff are meeting their tax obligations.</p><p> </p><p> </p><p> </p><p>New tighter rules governing ‘off-payroll’ appointments in central government were established in May 2012 when I, the Chief Secretary to the Treasury, published the Review of the Tax Arrangements of Public Sector Appointees.</p><p> </p><p> </p><p> </p><p>The recommendations of the Review mean that the most senior staff must go on the payroll, and departments are now able to seek assurance in relation to the tax arrangements of their long-term, high paid contractors.</p><p> </p><p> </p><p> </p><p>The Treasury carried out an evaluation of compliance with the rules which was published on 11 March 2014. This revealed that departments sought assurance on the tax affairs of 1,940 of their contractors, and 125 contracts were terminated or ended and were referred to HMRC for further investigation as a result of these rules. The Treasury has also issued £1.5 million in fines in 2014 to a small number of departments who did not fully comply with the requirements of the guidance.</p><p> </p><p> </p><p> </p>

However, HMRC has opened a number of enquiries and in a number of these additional tax was found to be due. The majority of enquiries have now concluded.</p><p> </p><p> </p><p> </p><p>HMRC uses its whole compliance tool kit to tackle rule bending and breaking. This includes taskforces through to fraud investigation by both our specialist civil and criminal investigation teams.</p><p> </p> more like this

star this property answer text <p>Under Electricity Market Reform, the Government’s Contract for Difference (CfD) scheme is the primary mechanism to support large scale electricity generation in the UK. Concentrated Solar Power is not currently an eligible technology for support from UK CfDs.</p><p> </p><p> </p><p> </p><p>Under this scheme projects outside the UK are not currently eligible. The Government has been considering the benefits of supporting projects outside of the UK and published a paper in August 2014 setting out indicative areas of work that would need to be addressed to open the UK CfD scheme to eligible non-UK projects. star this property answer text <ol><li><p>The Sovereign has received no direct benefit from bona vacantia since 1988. The Privy purse benefited by £339k in 1984/85, £468k in 1985/86, £418k in 1986/87 and £497k in 1987/88.</p></li></ol><p> </p><p> </p><p> </p><p>Since 1988 proceeds from bona vacantia have been used to pay late claims and the balance has been divided between three charities established to receive these funds which are the Duchy of Lancaster Benevolent Fund (supporting charities within the County Palatine or where the Duchy has landed or historical interests in England and Wales), the Jubilee Trust (which supports The Queen's Chapel of the Savoy and other heritage buildings owned by the Duchy) and the Duke of Lancaster Housing Trust (which provides rural affordable housing).</p><p> </p><p> </p><p> </p><p>b). The Duchy has not kept a record of any specific bequests in favour of the Duchy in the course of the last 30 years. If such a bequest were to be received, and in the absence of specific conditions attached to it, it is highly likely that the funds would be transferred to one of these Duchy charities.</p><p> </p>

It is underpinned by a pipeline detailing £466 billion of planned public and private investment to 2020 and beyond.</p><p> </p><p> </p><p> </p><p>The government does not hold data on the exact number of jobs associated with infrastructure projects in London, many of which will be delivered by the private sector. However, government analysis based on ONS data suggests that infrastructure investment could directly support 5,000 construction jobs for every £1bn spent, as well as many more indirect jobs.</p><p> </p> more like this

star this property answer text <p>The National Infrastructure Plan sets out how the UK’s future infrastructure needs in each sector will be met through a mixture of public and private investment. It shows that annual average infrastructure investment in the UK is now 15 percent higher in this parliament than it was in the previous parliament.</p><p> </p><p> </p><p> </p><p>The National Infrastructure Plan is underpinned by an infrastructure pipeline setting out £466 billion of planned investment to 2020 and beyond. Of this, £40.6 billion is specifically regionalised to London. This does not include UK-wide projects or programmes which will have a transformative effect in individual regions in England including London.</p><p> </p><p> </p><p> </p><p>Across both the public and private sector, the need for investment in specific projects or programmes will be assessed through individual business cases. For example, Transport for London is the public body with standalone responsibility for the majority of transport services in London.</p><p> </p>
