star this property answer text <p>The UK was a leading participant in the April 2018 negotiations that led to the Initial International Maritime Organization Greenhouse Gas Strategy. The UK continues to play a leading role in efforts to address carbon emissions from international shipping.</p><p> </p><p>Domestically, we will be launching our Clean Maritime Plan in Spring 2019. This will set out plans to address both greenhouse gas and pollutant emissions from shipping, and will underpin our long-term vision of zero emission shipping.</p><p> </p> more like this

star this property answer text <p>The former Minister for Transport, Sir John Hayes, set up a working group to consider how private hire vehicle and taxi licensing authorities use their powers, and produce focussed recommendations for action. The Task and Finish Group on Taxi and Private Hire Vehicle Licensing considered the regulation of the industry in their discussions. The report of the Task and Finish Group was published on 24 September 2018.</p><p> </p><p>On 12 February 2019 we published the Government’s response to the report of the Task and Finish Group which sets out which of the recommendations the Department proposes to take forward. Many of the short-term recommendations made by the Chair of the Task and Finish Group in his report are for licensing authorities to make full use of their extensive existing powers and these are a matter for licensing authorities to consider.</p><p> </p><p>Work has already started to take forward some of the recommendations, for example the Department launched, on 12 February, its consultation on draft statutory guidance to be issued to licensing authorities on the use of their powers to protect children and vulnerable adults from harm which will run until 22 April. Those reforms that require legislative change, for example national minimum standards, will be made through primary legislation when time allows.</p>

star this property answer text <p>Where losses of ancient woodland are expected to occur, a range of compensatory measures may be proposed by High Speed Two Ltd;</p><p> </p><ul><li><p>translocation of ancient woodland soils;</p></li></ul><p> </p><ul><li><p>translocation of coppice stools;</p></li></ul><p> </p><ul><li><p>new woodland creation; and</p></li></ul><p> </p><ul><li><p>enhancement to existing woodlands (ancient and non-ancient).</p></li></ul><p> </p><p>The selection of these compensatory measures will be bespoke to each ancient woodland site affected and HS2 Ltd has not adopted a ratio approach during their development. Measures are outlined in the Environmental Statement Volume 2 Community Forum Area/Community Area reports for the Phase One and Phase 2a Schemes respectively, and will be outlined in the forthcoming formal Environmental Statement for the Phase 2b Scheme in 2020.</p> more like this

The Bus Services Act 2017 introduced new bus franchising powers for local authorities as well as providing other tools, such as Enhanced Partnership between operators and local transport authorities, to improve bus services.</p><p>Mayoral Combined Authorities, such as Liverpool, have automatic access to franchising powers in the Act, reflecting the clear, centralised decision making responsibility for transport they hold.</p> more like this

star this property answer text <p>Good progress continues to be made in delivering the commitments set out in the Inclusive Transport Strategy. A monitoring and evaluation framework was published on 19 December setting out how the Government will measure the impact that the Strategy is having on the lives of disabled people including those with non-visible disabilities such as dementia and the progress that is being made towards its 2030 goal. The Department will also report annually to Parliament on the delivery of the Inclusive Transport Strategy, with the first such report due in the summer.</p><p> </p> more like this

star this property answer text <p>The Department for Transport does not hold this information. The Government is responsible for setting the regulatory structure within which licensing authorities in England issue taxi and private hire vehicle service licences.</p><p> </p><p>Licensing authorities have a duty to ensure that any person to whom they grant a licence is a fit and proper person. As part of this assessment all licensing authorities require an enhanced Disclosure and Barring Service (DBS) check; this provides details of convictions and cautions and may include additional information which a chief police officer reasonably believes is relevant and ought to be disclosed.</p><p> </p><p>The Department is consulting on draft statutory guidance to be issued to licensing authorities on how they should use the extensive existing powers to protect children and vulnerable adult when using these services. This includes a policy on the assessment of previous criminal convictions. The draft policy places passenger safety as the priority while enabling past offenders to sufficiently evidence that they have been successfully rehabilitated so that they might obtain a licence.</p><p><strong> </strong></p>
