star this property answer text <p>We have received a number of representations regarding section 106, as we have for other uncommenced provisions from the Equality Act 2010, and we continue to keep these provisions under review. Equality is never a one-time fix and it is right that we should keep re-examining the issues.</p><p>This Parliament is the most gender and LGBT diverse ever, but there is still more to do. Political parties are responsible for their candidate selection and should lead the way in improving women’s representation. Many are already doing so.</p><p>The Government’s Suffrage Centenary Fund is supporting a number of projects that aim to increase women’s participation in politics, and earlier this year we announced funding for disabled candidates to meet the costs of campaigning, primarily for the forthcoming English local elections in 2019.</p> more like this

Campaign group 50:50 Parliament’s #AskHerToStand event asks MPs to mentor a woman from their constituency for the day.</p><p>The Government Equalities Office is also hosting a conference to celebrate the centenary of the Parliament (Qualification of Women) Act on 21 November 2018. The conference will celebrate and learn from women law-makers who have made a difference to the country.</p><p>The women attending have been involved in the Suffrage Centenary year including grant recipients, grassroots groups, gender equality organisations, and aspiring politicians.</p> more like this

For example, the Government has established the Centre for Public Appointments (CPA) in the Cabinet Office to ensure best practice is followed. As a result, the proportion of new female appointees to public boards has increased to 39%. We are determined to bring an end to this abhorrent practice and, as we said in the LGBT Action Plan, we are considering all legislative and non-legislative options to do this.</p><p> </p><p>We recognise this is a complex issue that we need to get right. We want to engage widely, and listen carefully, so that we can develop a range of measures that end these practices for good. We are conducting more detailed research into the experiences of those that have undergone conversion therapy, and will task the LGBT Advisory Panel with looking into this issue as their first priority when they meet for the first time, in the new year.</p><p> </p><p>Ending these practices will take time. star this property answer text <p>Under new government legislation over 10,000 employers reported their gender pay gaps this year. These regulations increase transparency, driving board level discussions and pushing employers to take real action to close the gap.</p><p>We are now working with employers to help them understand their gender pay gaps, and support them to put plans in place to tackle gaps.</p><p>Mandatory gender pay gap reporting is just one of the steps government has taken to tackle the drivers of the gap including:</p><ul><li>introducing Shared Parental Leave and Pay and running a £1.5 million campaign to promote the scheme to eligible parents.</li><li>extending the right to request flexible working and establishing a taskforce working with business to make flexible working a reality for all employees.</li><li>creating a £5 million fund to support women and men who have been out of the labour market for a long period to return to work.</li><li>spending around £6 billion on childcare support by 2019-20, around £3.5 billion of which is planned to be spent on free early education entitlements.</li></ul>

star this property answer text <p>We are looking closely at the issues that limit diverse representation, particularly for those facing multiple barriers to participation. Ultimately, parties are responsible for selecting candidates and ensuring they are fielded in winnable seats.</p><p>Political parties have different challenges to face to improve the diversity of their candidates. Many political parties already publish some candidate diversity data voluntarily.</p><p>Our centenary fund is supporting projects in England to engage more women in politics. In addition, in May 2018 we announced a £250,000 interim fund to support disabled candidates, primarily for the forthcoming English local elections in 2019.</p><p>We continue to keep section 106 under review, as we do with other uncommenced provisions in the Equality Act 2010.</p> more like this

star this property answer text <p>On 3 December, the Minister for Women and Equalities launched the £250,000 EnAble Fund for Elected Office to support disabled candidates, primarily for the forthcoming English local elections in 2019.</p><p>This is an interim fund while the Government undertakes a programme of work with disability stakeholders to help major and smaller political parties better support disabled candidates. Disability Rights UK, the largest pan-disability organisation in the UK, supported by the Local Government Association, will deliver the fund.</p><p>The EnAble Fund is now open for candidates to apply and political parties have been notified. star this property answer text <p>The Government wants to support all young people to be happy, healthy and safe. That is why we are making Relationships Education compulsory in primary schools, and Relationships and Sex Education (RSE) compulsory in all secondary schools.</p><p>High quality teaching of these subjects will help children understand positive relationships, how to value difference and respect for others, and the law on abuse and harassment in an age appropriate way. The consultation on the draft regulations and guidance closed on 7 November. The Department for Education is analysing responses and expect to publish a response in the New Year.</p><p>The Government Equalities Office continue to support this agenda, and has recently funded Phase 1 of the Law Commission review of online abuse law, to ensure women are sufficiently protected from online misogyny.</p><p>Both the Minister for Women and Equalities and the Secretary of State for Education are committed to ensuring that both girls and boys can achieve their potential in life, and met recently to discuss women’s economic empowerment in the education sector.</p>

star this property answer text <p>Further to my answer of 13 November to my Rt Hon Friend the Member for Loughborough, I have received a number of representations regarding section 106, including from civil society organisations.</p><p>We continue to keep uncommenced provisions of the Equality Act 2010 under review. Equality is never a one-time fix and it is right that we should keep re-examining the issues.</p><p>This Parliament is the most gender and LGBT diverse ever, but there is still more to do. Political parties are responsible for their candidate selection and should lead the way in improving women’s representation. Many are already doing so.</p><p>The Government’s Suffrage Centenary Fund is supporting a number of projects that aim to increase women’s participation in politics, and earlier this year we announced funding for disabled candidates to meet the costs of campaigning, primarily for the forthcoming English local elections in 2019.</p> more like this

Mermaids: once</p><p>ii. Stonewall: four times</p><p>iii. Gendered Intelligence (GI): three times</p><p>iv. Transgender Trend: twice</p><p>v. Fair Play For Women (FPFW): twice</p><p>vi. A Woman’s Place (WP): three times</p><p>During the GRA consultation, officials in the Government Equalities Office also held roundtables with various groups, including: one on the topic of prisons and offender management, which was attended by FPFW; one with women’s organisations and charities, which was attended by FPFW and WP; one with LGBT organisations, which was attended by Stonewall, GI and Mermaids; and one focused on Wales, which was attended by Stonewall Cymru.</p>

star this property answer text <p>Everyone in the UK should have the opportunity to progress and fulfil their potential in employment, to benefit both the individual and the wider economy. Despite accounting for just under half of all employees in the UK, women are more likely to be in low paid work than men.</p><p>The Government has an aspiration to end low pay, and next year it will set out the Low Pay Commission’s remit from 2020 onwards.</p><p>The National Living Wage (NLW) benefits a higher proportion of women than men. In April 2019, the NLW will increase by 4.9% to £8.21. This is an increase to a full-time minimum wage worker’s annual earnings of over £690, making progress on the government’s objective for the NLW to reach 60% of median earnings by 2020.</p><p>We will be publishing a strategy in the Spring on gender equality and economic empowerment that will include consideration of how we can best support low paid women.</p><p> </p> more like this

This of course includes women from more marginalised or vulnerable groups such as those who have suffered from abuse.</p><p> </p><p> </p><p> </p><p>The Minister for Women and Equalities recently announced £500k of funding to support people with multiple and potentially complex barriers to returning to work, including victims of domestic abuse. star this property answer text <p>The best independent evidence shows that routine screening of women under 25 actually does more harm than good. Cervical cancer in women under the age of 25 is very rare and younger women often undergo natural and harmless changes in the cervix that screening would identify as abnormalities, resulting in many false negatives.</p><p>We offer vaccination to girls to protect against the Human Papilloma Virus (HPV) which protects against 70 per cent of cervical cancers and which is expected to reduce the already low rates of cervical cancer in these young women and allow them to be protected for years to come.</p><p>Young women with symptoms of cervical cancer, largely unusual bleeding particularly after sex, should see their GP and be referred to a gynecologist if clinically appropriate.</p><p>My Rt Hon Friend the Minister for Women and Equalities has no plans to discuss this issue with the Secretary of State for Health and Social Care<em>.</em></p> more like this

Whether that is to vote, to campaign or to stand for election, women must be there making the decisions.</p><p>Over the course of 2018, the Centenary Fund supported nearly 320 small and large projects. Many of them are ongoing and designed to encourage participation by offering women across the country information and training to take part in civic society at all levels. For example, on 21 November 2018, the Campaign group 50:50 Parliament’s #AskHerToStand event asked MPs to mentor women from their constituency for the day.</p> more like this

Our grant fund is enabling charities and other organisations to launch projects for people who are currently out of work due to caring responsibilities and want to return to permanent employment. Home-Start have previously applied for this GEO funding.</p><p> </p><p>We have recently announced further funding to support those with additional barriers to participating in the labour market – including people who speak little English, people with disabilities, and those who are homeless or have been victims of domestic abuse. GEO is scoping how best to deliver this and will engage closely with HMT in advance of the next spending review to decide whether and how further funding should be allocated to helping people return to work.</p> more like this

We are undertaking a programme of work to help political parties to better support disabled candidates. As part of this my officials have met with political parties and disability organisations and continue this engagement.</p><p> </p><p>The Access to Elected Office Fund has been closed since 2015. We have launched the EnAble Fund for Elected Office, which is a £250,000 commitment to support disabled candidates, primarily for the forthcoming local elections in May. These include the appointment of a National Adviser, who will focus on reducing the health inequalities that LGBT people receive when accessing the NHS.</p><p> </p><p> </p><p> </p><p>We are aware demand for gender identity services is growing at a significant rate.</p><p> </p><p> </p><p> </p><p>NHS England increased investment in these services in 2016/17, from £26million to £32million, and this figure of £32million has been the overall financial investment in these services each subsequent financial year in-cluding the current year of 2018/19.</p><p> </p><p> </p><p> </p><p>Between July and October 2017 NHS England and NHS Scotland held separate but related public consultations on proposals for new service specifications that, if adopted, describe how specialised gender identity services for adults will be commissioned and delivered in the future.</p><p> </p><p> </p><p> </p><p>Final versions of the service specifications will be used to inform a process of competitive procurement that will determine which organisations are best placed to provide specialist gender identity services. The process of procurement will be managed by NHS England, with the involvement of NHS Scotland.</p>

It is available until March 2020 or until its total of £250,000 is exhausted, whichever is sooner.</p><p> </p><p>The fund is therefore timebound. No general election is scheduled for the time period of the fund. We have however committed to consider parliamentary by-elections on a case by case basis should they arise.</p><p>We will publish an impact equalities assessment on the fund in due course.</p> more like this

star this property answer text <p>We recognise the concerns that the introduction of offering non-invasive prenatal test (NIPT) could have on the rate of possible terminations following a diagnosis of Down’s Syndrome. However, the key objective of NHS Fetal Anomaly Screening Programme (FASP) is to enable prospective parents to make informed choices, at each step along the screening pathway. The screening guidance and midwife training is very clear that the options should be offered sensitively and prospective parents decisions respected. Counselling is available at all stages of the screening pathway to support people to make informed choices in the event of a fetal abnormality being detected, and the decision to terminate must rest on the judgement of the woman herself and her doctors.</p><p>The national introduction of the evaluative roll out of NIPT as a contingent screening test is yet to be implemented into the NHS FASP. Once NIPT is rolled out, data on the choices women make regarding screening and/or diagnosis will be collected. Data will also be collected on the pregnancy outcomes of women who choose to have screening, and about babies born with Down’s syndrome.</p>

star this property answer text <p>It is already illegal for taxi and Private Hire Vehicle drivers to refuse to carry an assistance dog or to charge their owner more for a journey. Local licensing authorities should ensure that drivers are aware of their duties, and that appropriate action, including prosecution, is taken where non-compliance is identified.</p><p> </p><p>There is also already a legal duty for service providers to provide reasonable adjustments to disabled people so that they are not put at a significant disadvantage compared to non-disabled people, which may include allowing access for assistance dogs where animals would not normally be permitted.</p><p> </p><p>The Office for Disability Issues has been facilitating the assistance dog sector to work together to look at access and supply issues, with a view to creating an accredited UK standard. This work is ongoing but if a standard can be achieved this should reduce the likelihood of access refusals.</p> more like this
