star this property answer text <p>Decisions on fees and charges are a commercial matter for firms. However, the Financial Conduct Authority (FCA) requires firms to treat their customers fairly, and has broad and robust powers to enforce breaches of its rules.</p><p> </p><p>The latest Money Laundering Regulations are clear that firms must apply a risk-sensitive approach to identifying politically exposed persons (PEPs) and then applying enhanced due diligence (EDD) measures appropriately. This extends to assessing the circumstances in which the beneficial owner of a company is a PEP.</p><p> </p><p>The FCA has published guidance on how firms should identify and apply EDD measures to PEPs. This makes clear that UK PEPs should be treated as a low risk of money laundering, unless an FCA-regulated firm assesses that other risk factors not linked to their position as a PEP mean they pose a higher risk.</p> more like this

star this property answer text <p>The Government recognises the need to support local communities in adapting to changes in the banking landscape, and is committed to improving access to financial services across both traditional and digital channels.</p><p> </p><p>The independent financial services regulator, the Financial Conduct Authority (FCA), has recently released a series of publications exploring the needs of elderly and vulnerable consumers. In September 2017, the FCA published its Ageing Population Occasional Paper, which reviewed the policy implications of an ageing population and the resulting impact on financial services. In October 2017, the FCA also published its ‘Financial Lives Survey’, the first in a series of annual large scale surveys (13,000 interviews). This survey is designed to add a substantial new source of data to the regulator’s understanding of consumers in the retail financial markets. In addition, in November 2017 the FCA published its ‘Approach to Consumers’ Paper, which details how the FCA measures the effects of its actions on consumers, particularly with respect to access and vulnerability.</p><p> </p><p>The Government supports the FCA’s work in this area and will continue to work with it to ensure that all consumers are treated fairly.</p>

star this property answer text <p>The government is determined that everyone who is entitled to the National Minimum and Living Wage (NMW) receives it. Anyone who feels they have been underpaid NMW should contact the Acas helpline on 0300 123 1100 or via the online complaints form at <a href="https://www.gov.uk/government/publications/pay-and-work-rights-complaints" target="_blank">gov.uk</a>.</p><p> </p><p>At the end of the 2017/18 financial year there were 412 full-time equivalent (FTE) staff in NMW compliance teams, up from 352 the previous year. Staffing levels fluctuate throughout the year. HMRC is currently staffed to 83% of planned NMW recruitment, and continues an extensive recruitment process as part of HMRC’s ongoing growth in developing enforcement capability.</p><p> </p><p>Other staff across HMRC also contribute to enforcing the NMW, including lawyers, technical advisers and those specialising in criminal investigations. These staff are not included in these numbers.</p><p> </p><p>HMRC does not hold data in the format required to answer the question on average time to fill vacancies within NMW.</p><p> </p><p>The Government has more than trebled annual funding of minimum wage enforcement since 2014, providing a total budget of £26.3m in 2018/19. The additional investment has enabled a significant expansion of resources dedicated to enforcing the minimum wage.</p><p> </p><p>Last year HMRC identified over £15.6m of NMW arrears for over 200,000 workers, which is the largest amount of arrears found for workers in any single year since the NMW was introduced.</p><p> </p>

star this property answer text <p>HMRC’s gender pay gap analysis, published in December 2017, showed a base pay gap of 8.4% (mean) and 12.2% (median). Whilst this compares favourably with other Civil Service departments, HMRC is not complacent and are actively working to address the gap. HMRC continues to meet regularly with its recognised unions to review the pay position of all employees; with the shared ambition of ensuring annual pay awards are as fair as is reasonably possible.</p> more like this

star this property answer text <p>HMRC does not have a team called the “Customs Wealthy Team Unit”. HMRC’s Wealthy team (merging the previous High Net Worth Unit and Affluent teams) as of 31<sup>st</sup> March 2018 had approximately 1046 full time equivalent staff engaged in customer compliance activity. Their roles focus on promoting tax compliance and tackling non-compliance amongst the wealthy population, including, where evidence is found, investigating potential tax evasion. The team works closely with Counter Avoidance and Fraud Investigation Service to ensure HMRC effectively tackle avoidance and evasion within this customer segment.</p> more like this

star this property answer text <p>Total tax revenue accrued by small and medium-sized enterprises was estimated to be around a) £160bn in 2013/14, and b) around £170bn in 2014/15. Equivalent estimates for later years are not readily available, but an estimate for 2015/16 will be available in Autumn 2018.</p><p> </p><p>These estimates include Self-Assessment Income Tax and Class 4 National Insurance Contributions (NICs), Corporation Tax, VAT, and Pay As You Earn Income Tax and Class 1 NICs. The definition of small and medium-sized enterprises used is consistent with the EU definition where possible.</p><p> </p><p>HMRC works to collect the tax due under UK law from all businesses, large or small, in the most cost effective way.</p> more like this

star this property answer text <p>At 31 August 2018 there were around 2,200 full time equivalent (FTE) HMRC staff employed in East Kilbride.</p><p>HMRC plans to accommodate around 2,700 FTE employees in its Glasgow Regional Centre when the first phase opens in 2021. When the Regional Centre is fully occupied, HMRC expects the number of employees working at the East Kilbride Transitional Site to have fallen to around 1,100 FTE. This is due to staff moves, retirements and a reduced need for the type of work carried out there.</p><p>East Kilbride Transitional Site will remain open until 2025-26. Over the next seven years HMRC’s workforce plans will continue to evolve, and it will review its plans for the Glasgow Regional Centre as these plans become clearer.</p><p>Moving to regional centres will save around £300 million up to 2025. The Programme will deliver annual cash savings of £74 million in 2025-26, rising to around £90 million from 2028.</p> more like this
