	answer	answer is ministerial correction date of answer 02/08/2019 answer text <p>The Legal Aid Agency (LAA) keeps availability of legal aid providers under constant review, and takes urgent action whenever it has concerns.</p><p> </p><p>The LAA has recently tendered for new face-to-face housing contracts across the 134 housing and debt procurement areas across England and Wales. Contracts commenced on 1 September 2018. As of 31 May 2019, there is at least one provider offering housing and debt services in all but 4 procurement areas. We are planning to begin commissioning for this research shortly. We will explore what barriers prevent people from making a complaint based on submissions to the Call for Evidence and meetings with our stakeholders.</p><p> </p><p>Our response will also consider the case for further regulation. County Court Bailiffs, who are employees of Her Majesty’s Courts and Tribunal Service (HMCTS), and Approved Enforcement Agencies who enforce criminal orders, were not within scope of the review of enforcement agents. We will liaise with trade unions if any proposals that may arise from our consideration of the responses from the Call for Evidence directly impact on Court staff.</p><p> </p><p>HMCTS are in the process of procuring a new set of contracts for Approved Enforcement Agencies (AEA) to enable the collection of criminal orders. The tender went live on 1 July 2019. 	answer	answer is ministerial correction date of answer 09/09/2019 answer text <p>Information about the outcomes of appeals in the First-tier Tribunal (Social Security and Child Support) is published at: www.gov.uk/government/collections/tribunals-statistics</p><p> </p><p>Decisions on benefit, typically on a person’s entitlement to benefit, or its rate of payment, can be overturned on appeal for a variety of reasons. For instance, further evidence, including oral testimony, may be provided at the hearing. HM Courts &amp; Tribunals Service cannot comment on decisions made by the independent tribunal judiciary.</p><p> </p><p>Latest figures (to March 2019) indicate that since Personal Independence Payment was introduced, 4.1 million decisions have been made, and of these, 10% have been appealed and 5% have been overturned at Tribunals.</p><p> </p><p>Between April 2014 and December 2018, 4.1 million Employment and Support Allowance (post Work Capability Assessment) decisions have been made.
