star this property answer text <p>Her Majesty’s Prison and Probation Service (HMPPS) plans the provision of accredited programmes by obtaining a national overview of demand, and more local analyses to understand demand at sites in order to plan provision. This enables us to identify a demand above supply, for example where the Parole Board is limiting progression due to a lack of provision, we are able to identify this and make changes to the provision.</p><p> </p><p>It is the responsibility of HMPPS, not the Parole Board, to assess the suitability and eligibility of offenders for accredited programmes as part of their wider sentence plan. We have a wide range of accredited programmes for prisoners to attend where they are identified as suitable. We always try to ensure that courses are available to prisoners at a suitable time in their sentence.</p> more like this

This will include the particular impact of the Prison Education Framework and prison education Dynamic Purchasing System.</p><p> </p><p>The Education and Employment Strategy, published in May 2018, set out ambitious plans to give prison governors power and control over the education arrangements in their establishments. The Prison Education Framework and prison education Dynamic Purchasing System are key elements of that reform, enabling a governor to determine what their curriculum is, how it is delivered and who delivers it.</p><p> </p><p>These arrangements will ensure a tailored and consistent approach to delivery as well as attracting and enabling smaller local suppliers and third sector organisation to participate in delivering a varied and responsive mix of provision to prisoners.</p> more like this

star this property answer text <p>Under the new model for education delivery for prisons in England, which went live on 1 April 2019, prison managers are responsible for decision-making about their curriculum, how it is organised and who delivers it. The information requested is held by each prison individually and could only therefore be provided at disproportionate cost</p><p> </p><p>The Dynamic Purchasing System (DPS) enables Governors to commission innovative, specialist or one-off education provision for their establishment. The DPS is an electronic system used to purchase commonly used goods and services. Unlike traditional frameworks which are closed to new entrants for their duration the DPS allows suppliers to apply to join or decide to leave at any time during its term.</p> more like this

star this property answer text <p>Governor autonomy over curriculum and budget was a key recommendation of Dame Sally Coates’ review of prison education in 2016, alongside other recommendations to ensure high standards across the estate. The Government has taken these recommendations on board and taken steps to further improve the consistency of education and training across the prison estate, whilst at the same time providing more autonomy for governors.</p><p> </p><p>On 1 April 2019, we introduced a new Prison Education and Library Services Policy Framework in England that outlines the elements of service delivery that governors are duty bound to follow to ensure consistency. This includes, but is not limited to; mandatory assessments in maths and English for all prisoners, screening for Learning Difficulties and Disabilities (LDD) and ensuring that staff delivering learning receive effective Continuing Professional Development.</p><p> </p><p>In addition, we have introduced a new core common curriculum of English, maths, ICT and English for speakers of other languages. We have also appointed four Common Awarding Organisations (City &amp; Guilds; OCR; WAMITAB and Gateway Qualifications) in seven subjects. This means that a prisoner who starts a qualification in one prison will be able to complete it at another, rather than starting again as they move across the prison estate. This will also enable prisoners to follow their personal learning plan throughout the prison estate.</p><p> </p><p>Standards and consistency will ultimately be ensured through robust, regular inspections by Ofsted, which holds prisons to the same standards as mainstream further education provision and an accountability measure, which is under development.</p>

star this property answer text <p>Since the publication of the Education and Employment Strategy last year, we have overhauled the prison education system, giving governors control over their education budgets and have implemented a new approach to education provision</p><p>These fundamentally change how prison education is delivered. Governors now have the tools, and budget, to commission the education provision that best meets the needs of their prisoners and the local labour market.</p><p>To complement the Prison Education Framework which provides core education, we have developed a Dynamic Purchasing System (DPS). This enables governors to commission bespoke education often from smaller suppliers, local and third sector organisations. This will enhance governors’ ability to find the training most responsive to employers’ requirements and most appropriate for prisoners’ learning needs.</p><p> </p> more like this

star this property answer text <p>Information on the number of Dynamic Purchasing System (DPS) contracts entered into since 1st April 2019 and the total value of DPS contracts entered into since 1st April 2019, by prison, is provided in the attached table.</p><p>As set out in the Education and Employment Strategy in May last year, significant changes to the delivery arrangements for prison education took full effect from April 2019. From that point, governors took control of their establishment’s education budget, determined the curriculum on offer and how it is structured and organised, and decided who their education providers will be.</p><p>Prison governors commission core and bespoke education provision through two new routes: the Prison Education Framework (PEF) and the prison education DPS. The DPS enables governors to commission innovative, specialist or one-off education provision for their establishment.</p> more like this
