The Government committed to putting in place a mechanism, an additional layer of scrutiny, for proposals to create new offences. This is the first time a Government has done so and committed to doing so publicly. 	answer	answer is ministerial correction date of answer 28/04/2014 answer text <p> </p><p> </p><p>The National Offender Management Service (NOMS) does not hold records of employees found guilty of all types of criminal activity.</p><p> </p><p>Whilst the vast majority of its staff are honest and hard working, NOMS is committed to detecting, deterring and disrupting all corrupt behaviour by individuals working in prisons. A dedicated NOMS Corruption Prevention Unit was set up to ensure staff corruption is identified and tackled. As part of this work NOMS has compiled a central record of staff convicted of criminal offences which meet the NOMS definition of corruption.</p><p> </p><p>This definition is that corruption occurs when a person in a position of authority or trust abuses their position for their or another person's benefit or gain. This would include the misuse of their role in order to plan or commit a criminal act, or a deliberate failure to act to prevent criminal behaviour.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p>There were <strong>23</strong> convictions for corruption-related offences during 2013. Prisoners are also able to raise concerns through other channels such as the IMB, their MP or the Prison and Probation Ombudsman. Any member of staff who has such concerns can submit an intelligence report or speak to a colleague, manager, their security department or specialist staff.</p><p> </p><p>Prison staff are required to report on a wide range of behaviours linked to extremist motivated activities some of which could represent radicalisation. Such reports are considered by a prison-based multi agency panel to help access the motivation for the reported behaviour and to direct further action to develop the information or to intervene with the prisoner. Information on which public sector establishments have either received or provided staff on detached duty since the beginning of the nationally co-ordinated scheme until the 31 December 2013 is contained in the table below. Some allocations outside of the national scheme continued after October 2013 but is not included in the information provided. London region particularly allocated staff within their own region. Information is collected on the staffing allocated. On occasions the resource is not actually deployed due to changes in local circumstances.</p><p> </p><p>The deployment of staff between prisons on detached duty is a regular and normal part of prison resourcing. It allows staff to be allocated from prisons with the capacity to provide them, to those where additional staffing is required. On average over the three month period (October to December 2013), less than 1% of staff were provided on detached duty. A large proportion of the capacity was available from prisons that were in the process of closure or going through a re-role. It currently has systems in place to deal with perpetrators quickly and robustly, with serious incidents referred to the police for prosecution. It is working with the police and <a href="http://en.wikipedia.org/wiki/Crown_Prosecution_Service" target="_blank">Crown Prosecution Service</a> to ensure that prisoners who assault staff are charged and punished appropriately.</p><p> </p><p>NOMS is committed to exploring options to continue to improve how violence is tackled in prisons to keep both staff and prisoners safe. It is currently reviewing the policy and practice of the management of violence.</p><p> </p><p>The number of prisoner on prison officers assault incidents in each year are provided in table 3.8 of the supplementary tables on assaults that accompany each Safety in Custody statistics bulletin. The latest publication can be found at https://www.gov.uk/government/publications/safety-in-custody.</p><p> </p><p>Figures for the number of these incidents that are reported on the centralised administrative system as being referred to the police in each year are provided in table 1. These figures do not represent individuals as there may be multiple assailants in some incidents.
