star this property answer text <p>When buying products and services we always seek best value for taxpayers' money and find savings were possible.</p><p> </p><p>Please refer to Annex A for the answer.</p><p> </p><p>I can confirm that 24 contracts worth more then 5 million have been signed since 1 September 2014.</p><p> </p><p>The Transforming Rehabilitation Programme successfully signed 21 contracts to run probation services for low and medium risk offenders across the whole of England and Wales in December 2014. These services replace the previous delivery of these services to low and medium risk offenders from probation trusts and will now also provide &quot;through the gate&quot; support and services to offenders serving sentences of less than 1 year. The contracts include a payment by results element to reward providers who are successful at reducing reoffending rates.</p><p> </p><p> </p><p>The contracts are for 7 years with a further 3 year extension option and an exit period available at the discretion of the Authority. The values stated for the Transforming Rehabilitation contracts are estimates based on a 7 year contract term. A range of values is provided indicating the value of the contract with no Payment by Results payable and with all available Payment by Results payable to the suppliers. Actual values are non-indexed and may vary depending on volumes, indexation and demand for services to the National Probation Service.</p><p> </p><p>The Contract Award date is the signed date.</p>

star this property answer text <p>We want to make sure that grieving families receive the highest level of service when they are most in need, which is why we are determined that inquests are conducted quickly and consistently right across the country.</p><p> </p><p>It is important that coroners are flexible and accessible in the service they provide. The Government will do everything it can to encourage all coroners to make an out of hours service available and also to direct a less-invasive post-mortem where this is suitable and desired by the family.</p><p> </p><p>The Chief Coroner and I recently met senior figures from London local authorities and from the Metropolitan and City of London Police. We have secured their agreement to developing a pan-London out of hours coroner service which will share workloads and services and be in place as soon as possible after 31st March 2015. <br></p> more like this

star this property answer text <p>We published a new Victims’ Code in December 2013 which sets out in plain language what support and information people should expect from the moment they report a crime to the end of a trial and beyond and who to demand help from if they are not receiving it. Significantly, for the first time it entitles victims and bereaved relatives to ask to read out their Victim Personal Statement (VPS) to the court before an offender is sentenced. This gives them the opportunity to explain in their own words how the crime has affected them and their family.</p><p> </p><p>HM Courts and Tribunals Service does not record information in relation to the number and proportion of cases in which victim personal statements are submitted in criminal proceedings. The Government has made a commitment to monitor criminal justice agencies’ compliance with the Victims’ Code and in Our Commitment to Victims, published on 15 September 2014, we announced that criminal justice agencies will publish information on how they have improved services for victims by April 2015.</p>

We are aware of the inherent limitations in relying on self-reporting and are developing alternative measures aimed at ensuring that prisons and Community Rehabilitation Companies (CRCs) managing low and medium risk offenders fulfil their respective roles in preparing prisoners for release and helping them to find suitable accommodation.</p><p> </p><p>Under the Government’s Transforming Rehabilitation reforms, all prisoners will benefit from a universal resettlement service and genuine continuity of provision ‘Through the Gate’ from custody to the community. We have established a network of Resettlement Prisons to facilitate the smooth transition from custody to community to enable the new CRCs to work with those prisoners returning to their local area.</p>

star this property answer text <p>We are committed to tackling and preventing the harmful and unacceptable practice of female genital mutilation (FGM). This is why we are strengthening the law in this area through the Serious Crime Bill, including by introducing Female Genital Mutilation Protection Orders, to protect potential or actual victims of FGM. Civil legal aid will be available in relation to the making, varying, discharge and appeal of these orders. Criminal legal aid will be available in relation to a prosecution for breach of such an order.<br><br>We will consider how best to apply the means and merits tests as part of the preparations for implementing FGM Protection Orders, subject to the Bill becoming law.</p> more like this

Prison Service Order 3802, issued in 2004 ensures that Governors, Area Managers and Heads of Groups have systems in place against the accidental release of asbestos fibres within Young Offenders Institutions. I will write to the hon Member on any incidents of exposure within the last five years, as it has not been possible to determine this information within the timescale permitted.</p><p><strong> </strong></p><p>There is no asbestos at the Secure Training Centre sites. Responsibility for managing any asbestos-related risks in Secure Children’s Homes would rest with their managers and owners, who are all local authorities, and information is not held centrally.</p> more like this
