star this property answer text <br /><p>Every death in custody is a tragedy and we are committed to reducing the number of deaths in prisons.</p><br /><p>Summary statistics on deaths in prison custody by apparent cause are published quarterly, and the latest annual figures, for the ten years to September 2015, can be found in Table 2 of the Safety in Custody statistics bulletin available at the following link: <a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/472712/Safety-in-custody-summary-q2-2015.xls" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/472712/Safety-in-custody-summary-q2-2015.xls</a></p><br /> <br /><p>Figures on the number of deaths caused by the use of “legal highs”, or new psychoactive substances, are not held centrally. All deaths in prison custody are subject to a coroner’s inquest, and it is the responsibility of the coroner to determine the cause of death. The NOMS system for classifying deaths provides a provisional classification for administrative and statistical purposes. The final classifications are determined at inquest.</p><br /> <br />

We have and will continue to seek to work with the devolved administrations to deliver a modernised and reformed human rights framework for all of the United Kingdom.</del></p><p> </p><p><ins class="ministerial">NOMS has implemented a range of measures in recent years to improve the security surrounding prisoners on escort. Between 2010-11 and 2014-15, 23 prisoners escaped from vehicles operated by NOMS or by contractors. Barnardos won both parts. The annual cost of the advocacy service at each secure training centre reduced as a result of them being able to make efficiency savings from back office functions. There was no reduction in service.</p><p> </p><p>The lower advocacy costs for Hassockfield STC between July 2014 and June 2015 are a result of the site being decommissioned in 2014. The advocacy service ceased on 21 November 2014.</p>

star this property answer text <p><strong>Under-18 YOIs</strong></p><p>Since 16 August 2015, education providers in public sector under-18 Young Offender Institutions (YOIs) have been required to provide 27 hours of education a week, supplemented by three hours of physical education. Whist the majority of education time is protected, young people will miss some lessons to attend appointments such as court appearances, medical appointments and legal visits and therefore the average hours of educations received will be less than the 27 provided.</p><p>Although youth crime is down, reoffending rates are far too high and the care and supervision of young offenders in custody is not good enough. star this property answer text <p>A death caused by a collision with a car door can, depending on the circumstances, be classified as one of a number of offences carrying different maximum penalties. While there is a specific offence, under regulation 105 of the Road Vehicles (Construction and Use) Regulations 1986, to</p><p>“open, or cause or permit to be opened, any door of a vehicle on a road so as to injure or endanger any person” which has the maximum penalty of a level 4 fine (£2,500), other possible charges include offences against the person which carry maximum penalties of up to life imprisonment.</p><p> </p><p>The Government is aware of concerns about a number of sentencing issues and intends to start a consultation on sentencing before the end of the calendar year. This would include driving offences and penalties.</p> more like this

star this property answer text <p>A total of 10* G4S employees in the 8 contracted-out facilities they run on behalf of the Ministry of Justice have been charged with a work-related criminal offence since 2010. The vast majority of staff working in these facilities are honest, hard-working professionals. There is no place for criminal behaviour within prisons and secure training centres.</p><p> </p><p>*<em>All figures are rounded to the nearest 10, with numbers ending in 5 rounded to the nearest multiple of 20 to prevent systematic bias. As with all HR databases, extracts are taken at a fixed point in time, to ensure consistency of reporting. However the database itself is dynamic, and where updates to the database are made late, subsequent to the taking of the extract, these updates will not be reflected in figures produced by the extract. For this reason, HR data are unlikely to be precisely accurate, and to present unrounded figures would be to overstate the accuracy of the figures. Rounding to 10 accurately depicts the level of certainty that is held with these figures. Low numbers are suppressed, in conjunction with the rounding policy to prevent disclosure in accordance with the Data Protection Act 1998.</em></p>
