	answer	answer is ministerial correction date of answer 11/02/2019 answer text <p>In England, commercial property investments, like any other asset purchases are categorised as capital expenditure. The decision making process for all capital investment and funding including commercial property investments is devolved to each individual local authority. Central Government sets the framework which local authorities must operate within and it is designed to ensure that the capital expenditure plans of local authorities are affordable, prudent and sustainable.</p><p>No direct funding is made available to local authorities for commercial asset acquisitions from Central Government. If a local authority chooses to purchase commercial assets they will have to finance it using one of 3 potential sources. These are:</p><p>1. Capital receipts - Statute states that funds generated through the sale of assets must be used for the purchase of future assets or for the repayment of debt</p><p>2. Direct revenue transfers - Revenue funds can be used to fund capital expenditure</p><p>3. Borrowing - If borrowing is used the local authority must ensure that the amount borrowed is affordable by having regard to statutory guidance. This involves ensuring that all debt servicing costs are funded through available revenue resources.</p><p>Local authorities are not required to disclose how they have financed each capital investment, therefore, it is not possible to identify the mix sources that have been used to fund commercial property investments.</p><p>As local authority financing is a devolved matter, all questions about commercial property investments by local authorities in Scotland, Wales and Northern Ireland need to be addressed to the devolved administrations.</p> answering member printed Lord Bourne of Aberystwyth question first answered 11/02/2019 16:49:06 answering member 4282 label Biography information for Lord Bourne of Aberystwyth

Following extensive consultation, we acted by extending the scope of mandatory HMO licensing so that properties used as HMOs in England which house 5 people or more in two or more separate households would require a licence. These regulations came into force on October 1 2018.</p><p>The Government is combatting overcrowding through £9 billion of funding for the affordable homes programme; £2 billion of long-term funding certainty for housing associations up to 2028/2029; and abolishing the housing account revenue cap. At an early stage in the plan-making process, authorities will need to work alongside infrastructure providers, including healthcare providers, to identify requirements, and opportunities for addressing them.</p><p>It is understood that Swale Borough Council are updating their Local Plan. Once submitted, it will be examined by an independent Inspector. 	answer	answer is ministerial correction date of answer 07/02/2019 answer text <p>On 31 January, we announced a further eight Strategic Partnerships between Homes England and housing associations which will deliver an additional 11,676 affordable homes for £496.7 million of grant.</p><p>This takes our total to 23 Strategic Partnerships, which will deliver almost 40,000 additional affordable housing starts by March 2022.</p><p>In total, just over 6,000 affordable homes will be delivered across the North West through Strategic Partnerships.
