Until April 2018, veterans formed part of a wider vulnerable group category that included: care leavers, ex-offenders and those who have fled home because of violence or the threat of violence (other than domestic violence). As a result, individual statistics on homeless veterans before that date are not published.</p><p>In April 2018 the Ministry of Housing Communities and Local Government introduced a new case-level data collection called H-CLIC (Homelessness Case Level Information Collection). This gives local authorities and Government more information regarding homelessness and those presenting as homeless, including those individuals who are veterans as a separate category. According to CHAIN, 3 per cent of the rough sleeping population in London have self-declared as having served in the armed forces.</p><p>This Government is committed to reducing homelessness and rough sleeping. That is why we are putting pressure on developers and freeholders to vary onerous lease terms, such as those with doubling ground rents. Some developers have introduced schemes to assist individuals which is welcome, but this support must be extended to include second hand buyers, and leaseholders proactively contacted. We are keeping a close eye on progress and will consider taking further action as necessary.</p><p>We are also working with the Law Commission to make it faster, fairer and cheaper for existing leaseholders to extend their lease or buy the freehold. Of the £1 billion fund, Barclays is providing £875 million. <br> <br>A key priority of The Housing Delivery Fund is to support small and medium sized businesses to develop homes for rent or sale including social housing, retirement living and the private rented sector, whilst also supporting innovation in the model of delivery such as brownfield land and urban regeneration projects.</p><p>The Chancellor announced at Budget 2018 that the British Business Bank will deliver a new scheme providing guarantees to support up to £1 billion of lending to SME house builders. We believe that leaving with a deal is the best outcome and remain focused on ensuring our smooth and orderly withdrawal from the EU, while also continuing to prepare for all scenarios. The Government will consult widely on the UK Shared Prosperity Fund. 	answer	answer is ministerial correction date of answer 01/07/2019 answer text <p>The Ministry of Housing, Commnunities and Local Government does not collect any statistics on the number of homeless camps who have been forcibly removed by local authorities.</p><p>The Guardian article on 17 June 2019 says the estimate is based on a Freedom of Information request to all councils in the UK about how many homeless encampments they had cleared since 2014, how many complaints about encampments they had received and details on charges for confiscated tents and possessions. The article says ‘an encampment was defined as a location where one or more homeless people were living in the area in private or public land’. 336 local authorities out of total of 408 in the UK provided a response. The Rough Sleeping Statistics, published on 31 January 2019, which are produced in compliance with the UK Statistics Authority’s Code of Practice for Statistics, include people sleeping rough in makeshift camps but no separate figures about the types of sites where people are sleeping rough are recorded or whether they have been forcibly removed by local authorities.</p><p>These statistics show the total number of people counted or estimated to be sleeping rough in each local authority area in England, on a single night in Autumn 2018 was 4,677. This was down by 74 people or 2 per cent from the 2017 total of 4,751 and was up 2,909 people or 165 per cent from the 2010 total of 1,768. Local authorities use a specific definition to identify people sleeping rough. This includes people sleeping or who are about to bed down in open air locations and other places including tents, cars, and makeshift shelters. The full definition of people sleeping rough is as follows:</p><p><em>People sleeping, about to bed down (sitting on/in or standing next to their bedding) or actually bedded down in the open air (such as on the streets, in tents, doorways, parks, bus shelters or encampments). People in buildings or other places not designed for habitation (such as stairwells, barns, sheds, car parks, cars, derelict boats, stations, or “bashes” which are makeshift shelters, often comprised of cardboard boxes). The definition does not include people in hostels or shelters, people in campsites or other sites used for recreational purposes or organised protest, squatters or travellers. Bedded down is taken to mean either lying down or sleeping. The Government has now committed over £1.2 billion to tackle homelessness and rough sleeping over the spending review period. Each local authority, together with the police, will make their own plans and decisions about how to best support rough sleepers and ensure their safety in their own area, based on local circumstances. This can include the removal of encampments, alongside support. Encampments can present serious safety risks for the people living in encampments and it is right that local authorities, who know their area best, have the powers they need to respond.
