star this property answer text <p>It is critical that victims of domestic abuse get support and especially when they are in housing need.</p><p>When a housing authority makes inquiries to determine whether a victim of domestic abuse is eligible for homelessness assistance and owed a duty under Part 7 of the Housing Act 1996, it may also make inquiries under section 184(2) to establish if an applicant has a local connection to the area.</p><p>An applicant can have a local connection to an area if; they are normally resident there, have been resident there in the past, are employed there, have family associations living there or due to any special circumstances. Therefore, victims of domestic abuse, who are homeless and eligible can approach the local authority in an area in which they have been living for homelessness assistance.</p><p>The Homelessness Code of Guidance is clear that a housing authority cannot refer an applicant to a housing authority if they or anyone who might reasonably be expected to reside with them would be at risk of violence and abuse. Therefore, it may be the case that a victim of domestic abuse is accommodated in a different local authority in order to ensure their safety.</p><p> </p>

star this property answer text <p>The current rent agreement with the Society of Antiquaries was put in place following a legal decision by the High Court in 2005 and subsequent arbitration in 2015. The Societies accepted the new rent agreement which allowed them to occupy New Burlington House on a significantly discounted basis.</p><p>We are continuing to explore solutions with all the Learned Societies based at New Burlington House that can deliver public value while enabling them to remain in situ.</p> more like this

star this property answer text <p>The Government has made clear that no one should be without a roof over their head, which is why we have committed to end rough sleeping. In total, we are spending over £700 million in 2020/21 on homelessness and rough sleeping.</p><p>We are also putting in place an unprecedented level of support to tackle homelessness and rough sleeping over 2021/22. This includes £676 million in resource funding, a 60% increase compared to the Spending Review in 2019.</p><p>The Government will also commit £87 million of capital funding in 2021/22, primarily to support the delivery of long-term accommodation for rough sleepers as announced at Budget 2020. This means the Government will be spending over £750m to tackle homelessness and rough sleeping next year.</p><p>Redbridge has had significant investment as part of this and has been receiving Rough Sleeping Initiative (RSI) funding since the launch of the programme in 2018, including £625,000 for 2020/21. The MHCLG adviser teams are currently working closely with Redbridge to develop interventions for the next RSI bidding round in 2021/22.</p><p>Redbridge also received £216,000 in funding through the Protect Programme this winter which has enabled them to support their most vulnerable and longer-term rough sleepers, as well as £140,000 through the Cold Weather Fund. They received £5,257,937 for 2021/22 through the Homelessness Prevention Grant. They were also successful in the last Rough Sleeping Accommodation Programme (RSAP) bidding round and are currently working on mobilising these units.</p>

star this property answer text <p>The Government has provided an unprecedented package of financial support which is available to support tenants with living costs. The Coronavirus Job Retention Scheme and £20 per week uplift in Universal Credit are in place until the end of September helping renters to continue paying their rent. Local housing allowance rates have been maintained at their increased level in cash terms in 2021/22, meaning claimants renting in the private rented sector continue to benefit from the significant increase in the local housing allowance rates applied in April 2020. For those who require additional support, Discretionary Housing Payments (DHP) are available. For 2021-22 the Government has made £140 million available in DHP funding, building on the £180 million provided last year.</p><p>Data from the English Housing Survey (EHS) Household Resilience Study November-December 2020 suggested that approximately 9% of private renters had any arrears, and two thirds of those are in less than 2 months of arrears. However, we will continue to closely monitor the ongoing impact of the pandemic on renters.</p><p>Where a person is at risk of losing their home, local authorities have a legal duty to take reasonable steps to prevent homelessness. In 2021/22 we are providing local authorities with £310 million to discharge their duties under the Act, a £47 million increase on previous years’ funding. This can be used to offer financial support for people to find a new home, to work with landlords to prevent evictions, or to provide temporary accommodation to ensure families have a roof over their head.</p>

star this property answer text <p>Blanket bans against tenants in receipt of benefits or on low incomes have no place in a fair and modern housing market. The Government has previously worked with the lettings industry to agree an approach to end the practice of excluding tenants in receipt of benefits.</p><p>We continue to encourage landlords to look at all tenants on an individual basis. Current legislation prohibits acts of discrimination against individuals on the basis of a number of protected characteristics.</p> more like this

star this property answer text <p>We have taken huge steps working with local authorities and their partners to protect rough sleepers during the pandemic. This work has not stopped, and through Everyone In, by November we had supported around 33,000 people with nearly 10,000 in emergency accommodation and over 23,000 already moved on into longer-term accommodation.</p><p>Given the new variant of COVID-19, and the new national lockdown, we are redoubling our efforts to ensure that people who sleep rough are kept as safe as possible and that we do everything we can to protect the NHS.   This is backed by £10 million to protect rough sleepers and ensure their wider health needs are addressed.</p><p>We have written to all local authorities, to ensure that even more rough sleepers are safely accommodated, and to ask that this opportunity is actively used to make sure that all rough sleepers are registered with a GP where they are not already and are factored into local area vaccination plans, in line with JCVI prioritisation for COVID-19 vaccinations.</p>

star this property answer text <p>The Government is committed to promoting fairness and transparency for homeowners and ensuring that consumers are protected from abuse and poor service. We are taking forward a comprehensive programme of reform to end unfair practices in the leasehold market, and in January we announced reforms to the valuation process and length of lease extensions, in response to Law Commission recommendations.</p><p>The Law Commission’s report on enfranchisement includes recommendations relating to the qualifying criteria for enfranchisement and lease extensions, including the applicability of these to leaseholders of the National Trust. We will bring forward a response to these and the other remaining Law Commission recommendations in due course.</p> more like this

star this property answer text <p>The Government is committed to promoting fairness and transparency for homeowners and ensuring that consumers are protected from abuse and poor service. The Government is taking forward a comprehensive programme of reform to end unfair practices in the leasehold market.  This is a long-term reform programme; it is complex with many interdependencies and will take time to get the detail right. Once it is enacted the effect will be felt for generations and so we are determined this work considers all the implications with care.</p><p>Under the current system, too many leaseholders find the process for extending their lease or buying their freehold (a process known as enfranchisement) too complex, lacking transparency and prohibitively expensive.</p><p>The Government will reform the process of valuation that leaseholders must follow to calculate the cost of extending their lease or buying their freehold. The Government will abolish marriage value, cap the treatment of ground rents at 0.1% of the freehold value, and prescribe rates for the calculations at market value. The Government will also introduce an online calculator, further simplifying the process for leaseholders and ensuring standardisation and fairness for all those looking to enfranchise. These changes to the enfranchisement valuation process will result in substantial savings for some leaseholders, particularly those with less than 80 years left on their lease. Our reforms to enfranchisement valuation also ensure that sufficient compensation is paid to landlords to reflect their legitimate property interests.</p><p>Through these reforms, the length of a statutory lease extension will increase to 990 years, from 90 years (for flats) and 50 years (for houses). Leaseholders will be able to extend their lease with zero ground rent on payment of a premium. Leaseholders will also be able to voluntarily agree to a restriction on future development of their property to avoid paying 'development value'.</p><p>The Government has also established a new Commonhold Council as a partnership of industry, leaseholders and Government that will prepare homeowners and the market for the widespread take-up of commonhold. This will take time and close working with consumers and industry, and the Commonhold Council will be the critical first step of this.</p><p>We will respond to the Law Commission's remaining recommendations on enfranchisement as well as commonhold in due course.</p><p>The measures will be translated into law as soon as possible, starting with the Leasehold Reform (Ground Rents) Bill, which was introduced into Parliament on 12 May. This Bill will make homeownership fairer and more transparent for thousands of future leaseholders, by legislating to prevent landlords under new residential long leases from requiring a leaseholder to pay a financial ground rent. This will be the first part of major two-part legislation to implement leasehold and commonhold reforms in this Parliament.</p><p> </p>
