	answer	answer is ministerial correction date of answer 05/02/2018 answer text <p>The Government response to the consultation on ‘<em>Tackling unfair practices in the leasehold market</em>’ set out a range of measures to cut out unfair and abusive practices within the leasehold system. This included introducing legislation to prohibit the development of new build leasehold houses, other than in exceptional circumstances, and restricting ground rents in newly established leases of houses and flats to a peppercorn (zero financial value).</p><p>For existing leaseholders, the Government wants to see developer compensation schemes going further and faster, with support extended to all those with onerous ground rents, including second hand buyers and for customers to be proactively contacted. That is why on 21 December 2017, the Government set out a package of measures to tackle abuses and unfair practices in the leasehold market. This includes introducing legislation to prohibit the development of new build leasehold houses, other than in exceptional circumstances, restricting ground rents in newly established leases of houses and flats to a peppercorn (zero financial value) and working with the Law Commission to support existing leaseholders - including making buying a freehold or extending a lease easier, faster, fairer and cheaper. As part of the reform, we will consider extending the existing Right of First Refusal for flat lessees (Part 1 of the Landlord Act 1987) to house lessees. 	answer	answer is ministerial correction date of answer 11/06/2018 answer text <p>The Government is committed to promoting fairness and transparency for leaseholders and freeholders in England, including the North East.</p><p>We want to make it easier for existing leaseholders to exercise their right to buy their freehold, or extend their lease, quickly, fairly and cheaply and for this right to be available as soon as possible. This remains the case whether the original owner is a local authority or otherwise.</p><p>Local authorities may use ownership of commercial premises to generate a funding stream, and will consider whether continued ownership of assets provides value for money. My Hon Friend Kit Malthouse MP has been the Minister of State for Housing since 9 July 2018 and holds responsibility for all building safety issues, including for ensuring that the cost of the replacement of unsafe cladding is not unfairly passed onto leaseholders.</p><p>The Government is committed to promoting fairness and transparency for leaseholders and freeholders and ensuring that consumers are protected from abuse and poor service.</p><p>We will ban the unjustified use of leaseholds on new houses and we will bring forward legislation to do this at the earliest opportunity. Any new government funding scheme will contain the condition that the money cannot support the unjustified use of leasehold for new houses. We want to build more homes but not at any cost. While there are examples of leasehold working well, there are also problems including disproportionate costs to extend leases, poor value property management, and a slow and costly sales process.</p><p>We will bring forward legislation as soon as Parliamentary time allows, prohibiting new residential long leases from being granted on houses. We will also introduce legislation so that, in the future, ground rents on newly established leases of houses and flats are set at a peppercorn.</p><p>The Government intends to consult over the summer on how our plans will be implemented.</p><p>On 26 June 2018, the Government published <em>How to Lease: </em>a guide for anyone already living in a leasehold property or anyone thinking of buying one.</p><p>The Government wants to ensure there is appropriate support for existing leaseholders. In particular we announced measures on 21 December 2017 to limit ground rents in newly created leases to a peppercorn and require new build houses to be sold on a freehold basis. We will be consulting shortly on how we intend to implement these commitments. The Government will also be setting up a working group to consider, amongst other things, service charges to make sure they are fair and transparent. In addition we have asked the Law Commission to consider a range of options for reforming the law on enfranchisement to make it easier, quicker and cheaper for leaseholders to buy their freehold or extend their lease.
