	answer	answer is ministerial correction date of answer 05/02/2018 answer text <p>The Government response to the consultation on ‘<em>Tackling unfair practices in the leasehold market</em>’ set out a range of measures to cut out unfair and abusive practices within the leasehold system. This included introducing legislation to prohibit the development of new build leasehold houses, other than in exceptional circumstances, and restricting ground rents in newly established leases of houses and flats to a peppercorn (zero financial value).</p><p>For existing leaseholders, the Government wants to see developer compensation schemes going further and faster, with support extended to all those with onerous ground rents, including second hand buyers and for customers to be proactively contacted. Details of every building identified as having unsafe Aluminium Composite Material (ACM) cladding systems are provided to the relevant local authority and fire and rescue service, and every building is visited by the local fire and rescue service to ensure appropriate safety measures are put in place. However, figures for them are not separately identified.</p><p>The Department’s statistics on the Help to Buy: Equity Loan scheme are published and available at the following link. This includes Tables 9, 9a and 9b with legal completions by property type and tenure (freehold and leasehold) on a cumulative, quarterly and local authority basis.</p><p><a href="https://www.gov.uk/government/statistics/help-to-buy-equity-loan-scheme-statistics-april-2013-to-30-september-2018" target="_blank">https://www.gov.uk/government/statistics/help-to-buy-equity-loan-scheme-statistics-april-2013-to-30-september-2018</a>.</p><p>In December 2017, the Government announced new measures to cut out unfair practices within the leasehold system, including a ban on leaseholds for almost all new build houses. We consulted on the technical detail of this in October 2018, and are currently analysing the almost 1,300 responses. We will publish our response in due course.</p><p>The Government has also announced that no future Government funded schemes will support the build and sale of leasehold houses. This will apply to the new Help to Buy scheme from April 2021.</p><p>(b) Planning approvals for leasehold properties are included within the quarterly statistics on <em>planning decisions</em> that the Department collects from each local planning authority. Some developers have introduced assistance schemes which is welcome. We recently consulted on proposals for implementing the ban on new leasehold houses and restricting ground rents on future leases to a peppercorn. We will publish the Government response in due course and bring forward primary legislation as soon as Parliamentary time allows.</p><p>The Government is also working with the Law Commission on wider reform on enfranchisement and the Right to Manage. The Law Commission has consulted on proposals to make buying a freehold or extending a lease faster, fairer and cheaper, and is currently analysing responses. The Law Commission's consultation on proposals for making the Right to Manage legislation simpler, quicker and more accessible, particularly for leaseholders, is currently live and closes on 30 April. That is why on 21 December 2017, the Government set out a package of measures to tackle abuses and unfair practices in the leasehold market. This includes introducing legislation to prohibit the development of new build leasehold houses, other than in exceptional circumstances, restricting ground rents in newly established leases of houses and flats to a peppercorn (zero financial value) and working with the Law Commission to support existing leaseholders - including making buying a freehold or extending a lease easier, faster, fairer and cheaper. As part of the reform, we will consider extending the existing Right of First Refusal for flat lessees (Part 1 of the Landlord Act 1987) to house lessees. This remains the case whether the original owner is a local authority or otherwise.</p><p>Local authorities may use ownership of commercial premises to generate a funding stream, and will consider whether continued ownership of assets provides value for money.
