	answer	answer is ministerial correction date of answer 05/02/2018 answer text <p>The Government response to the consultation on ‘<em>Tackling unfair practices in the leasehold market</em>’ set out a range of measures to cut out unfair and abusive practices within the leasehold system. This included introducing legislation to prohibit the development of new build leasehold houses, other than in exceptional circumstances, and restricting ground rents in newly established leases of houses and flats to a peppercorn (zero financial value).</p><p>For existing leaseholders, the Government wants to see developer compensation schemes going further and faster, with support extended to all those with onerous ground rents, including second hand buyers and for customers to be proactively contacted. 	answer	answer is ministerial correction date of answer 18/07/2018 answer text <p>I have been the <a href="https://en.wikipedia.org/wiki/Ministry_of_Housing,_Communities_and_Local_Government" target="_blank">Parliamentary Under-Secretary of State for Housing and Homelessness</a> since 9 January 2018 and am responsible for policy on residential leasehold. My Hon Friend Kit Malthouse MP has been the Minister of State for Housing since 9 July 2018 and holds responsibility for all building safety issues, including for ensuring that the cost of the replacement of unsafe cladding is not unfairly passed onto leaseholders.</p><p>The Government is committed to promoting fairness and transparency for leaseholders and freeholders and ensuring that consumers are protected from abuse and poor service.</p><p>We will ban the unjustified use of leaseholds on new houses and we will bring forward legislation to do this at the earliest opportunity. Any new government funding scheme will contain the condition that the money cannot support the unjustified use of leasehold for new houses. We want to build more homes but not at any cost. The Law Commission have recently consulted on possible measures, including introducing a prescribed formula that provides fair compensation to the landlord, whilst also helping leaseholders avoid incurring additional court costs. We are informed that the Commission has received numerous, and detailed, responses to the consultation which will require detailed analysis to inform the final report and recommendations. The expected date for the publication of the final report is Summer 2019. Some developers have introduced schemes to assist individuals with onerous leases which is welcome, but these must be extended to include second hand buyers. We are keeping a close eye on progress and will consider taking further action if necessary.</p><p>We are also working with the Law Commission to support existing leaseholders. 	answer	answer is ministerial correction date of answer 04/09/2018 answer text <p>In 2015-16, there were 4.2 million leasehold dwellings in England, including 1.4 million houses. While there are examples of leasehold working well, there are also problems including disproportionate costs to extend leases, poor value property management, and a slow and costly sales process.</p><p>We will bring forward legislation as soon as Parliamentary time allows, prohibiting new residential long leases from being granted on houses. We will also introduce legislation so that, in the future, ground rents on newly established leases of houses and flats are set at a peppercorn.</p><p>The Government intends to consult over the summer on how our plans will be implemented.</p><p>On 26 June 2018, the Government published <em>How to Lease: </em>a guide for anyone already living in a leasehold property or anyone thinking of buying one.</p><p>The Government wants to ensure there is appropriate support for existing leaseholders. 	answer	answer is ministerial correction date of answer 03/05/2019 answer text <p>The Government is committed to reforming the leasehold system to ensure fairness and transparency for leaseholders. Last year, we consulted on implementing the ban on new leasehold houses and restricting ground rents on future leases to zero financial value, and will provide a government response in due course.</p><p>We are working with the Law Commission, who are taking forward a programme of work and recently consulted on:</p><ul><li>making buying a freehold or extending a lease easier, quicker and more cost effective;</li><li>reinvigorating commonhold, so that it is a viable alternative to leasehold; and</li><li>making it easier for leaseholders to exercise the Right to Manage, and take control of their blocks.</li></ul><p>The Law Commission are now analysing responses and will report back to the Government with recommendations later this year.</p><p>In addition, the Government has established a working group chaired by Lord Best to raise standards across the property management sector. This group will consider the transparency of service charges, and how they should be presented to consumers, and the best means for challenging unjustified fees. The group is instructed to report back in 2019 and the Government will consider its recommendations. We are also ensuring all landlord freeholders belong to a redress scheme and giving freeholders on private or mixed use estates equivalent rights to leaseholders to challenge communal costs.</p><p>The Government recently announced an industry led Pledge so that leaseholders with 10 or 15 year doubling ground rents can have their lease terms amended voluntarily.
