star this property answer text <p>The Government continues to recognise the importance of community involvement in the ownership and management of local facilities and supports several approaches to achieving this outcome. The £4 million More Than a Pub programme, jointly funded with Power to Change championed the cooperative model of community ownership and has supported 42 groups to achieve ownership of their local pub in England between March 2016 and March 2019. Since 2015, the Government has also provided £6 million funding through its Pocket Parks programme to support 350 partnerships between community-led organisations and their local authority to create useable green space community facilities. Community groups can also access the support and advice they need to take action in their neighbourhood through visiting online resources such as My Community. We are currently exploring the manifesto commitment for a £150 million Community Ownership Fund which will support people who want to protect and bring local assets into community ownership.</p>

star this property answer text <p>The Government supports the community-led housebuilding sector – of which housing co-operatives are an important part – through the Community Housing Fund. The Fund is delivered outside of London by Homes England. Capital and revenue grants are available to community-based groups wishing to take forward schemes to build locally affordable housing.</p><p>The Government has also provided a £6 million grant from the Community Housing Fund to support Community Led Homes: a consortium of the major stakeholder groups (including the Confederation of Co-operative Housing). Community Led Homes is able to award secondary “seedcorn” grants of up to £4000 to community-based groups to enable those groups to establish an appropriately constituted body corporate, such as a housing co-operative. Community Led Homes is also using its grant to develop a network of technical advisors to support community-based groups though the process of taking forward their local housebuilding schemes.</p><p>The Community Housing Fund is currently scheduled to close in March 2020. Ministers are considering all budgets in the round and allocations for 2020/21 will be confirmed through a business planning exercise. Allocations for future years will be considered at the forthcoming Budget and Spending Review.</p>

We have committed to producing a National Model Design Code this year, which will set detailed standards for key elements of successful design.</p><p>We convened the Building Better, Building Beautiful Commission in 2019 to advise on the promotion of high-quality design for new build homes, whose final report and recommendations were published on 30 January to which we will respond in due course. star this property answer text <p>In 2019, the Office for Product Safety and Standards examined a small sample of carbon monoxide and smoke alarms for compliance with safety requirements. It found that nine out of ten were compliant and the remaining carbon monoxide product was over-sensitive which did not give rise to safety concerns.</p><p>UK product safety legislation requires products, including carbon monoxide alarms, to be safe before they can be sold to consumers. Where the installation of carbon monoxide alarms is required by law or recommended, Government advice is that they should comply with British Standard BS EN 50291.</p> more like this

star this property answer text <p>The Home Office will introduce a Fire Safety Bill in early 2020 which will put beyond doubt that owners or managers of multi-occupied residential buildings need to fully consider and mitigate the risks of external wall systems and front doors to individual flats.</p><p>The Fire Safety Bill will create a firm foundation to enable the Government to lay regulations to deliver the legislative recommendations from the Grenfell Tower Inquiry Phase 1 report, including in relation to personal evacuation plans for residents whose ability to evacuate may be compromised. A consultation on the Grenfell Tower Phase 1 legislative recommendations is planned for spring 2020.</p><p>In addition, the Ministry of Housing, Communities and Local Government has committed to bringing forward a Building Safety Bill. In our consultation, <em>Building a Safer Future: proposals for reform of the building safety regulatory system</em>, we set out proposals to create an enhanced safety framework for high-rise residential buildings. This included proposals for residents of buildings in scope of this new regime to receive key safety information about their building, which would include details about how to notify their ‘building safety manager’ if their ability to evacuate may be compromised. We will publish the response to our consultation shortly and will introduce legislation at the earliest opportunity.</p>

The Government has committed £200 million for the removal and replacement of unsafe ACM cladding on private sector residential high-rise buildings.</p><p>We are aware of concerns leaseholders have about meeting the cost of remediation of fire safety issues other than ACM cladding remediation. Building safety is the responsibility of the building owner, and they should consider all routes to meet costs, to protect leaseholders – for example through warranties and recovering costs from contractors for incorrect or poor work. However, we do not want the cost to be a barrier to remediation, so the Department is considering options to support leaseholders with Her Majesty’s Treasury.</p><p> </p> more like this

As part of that we continue to engage with landlords, including housing associations, to understand their capacity to deliver these safety improvements. We are aware of the impact these costs might have on housing associations' other plans, but landlords also have an obligation to ensure their buildings are safe. Action has been taken to address buildings with the greatest safety risks associated with ACM cladding and supported funding for the remediation of 140 buildings in the social housing sector through the government’s social sector ACM cladding remediation fund.</p> more like this

star this property answer text <p>The Government is looking to standardise the enfranchisement process and asked the Law Commission to review current arrangements to make them easier, faster, fairer and cheaper. The Law Commission has now published its first report to Government, on the valuation aspects of enfranchisement. The report, which follows a consultation by the Law Commission, sets out a number of options relating to valuation, including purchasing a freehold and extending the lease of a house or flat. We expect the Law Commission will report on the remaining aspects of enfranchisement later in the spring.  The Government will carefully consider the proposals outlined in the Law Commission’s report and set out its preferred way forward in due course.</p> more like this
