star this property answer text <p>We understand that some students are facing financial difficulties as a result of the current coronavirus (COVID-19) outbreak. Students will have received scheduled payments of loans towards their living costs for the remainder of the 2019/20 academic year and the process for issuing loans for the next academic year, 2020/2021, will proceed as normal. In addition, students on a PAYE contract, for example those who have a part time job, may have access to support through the Coronavirus Job Retention Scheme.</p><p>Many higher education (HE) providers maintain hardship funds, which can be used where necessary. As part of the HE stabilisation package, the government has worked closely with the Office for Students to help clarify that providers can draw upon existing funding to provide hardship funds and support disadvantaged students impacted by COVID-19.</p><p>If a student thinks they will have difficulty meeting a rental payment, they should speak to their landlord at the earliest opportunity to allow both parties to agree a workable way forward. We encourage landlords to be sympathetic to tenants who may be struggling during this time and in the aftermath of the COVID-19 pandemic.</p>

Landlords or letting agencies who rent private accommodation to students must continue to comply with existing legislation including, in the case of some shared accommodation, specific Houses in Multiple Occupation licensing rules. (See here: <a href="https://www.gov.uk/house-in-multiple-occupation-licence" target="_blank">https://www.gov.uk/house-in-multiple-occupation-licence</a>.)</p><p>During this period, landlord, letting agency and tenant obligations have not changed and tenants remain liable for rent. Some universities and private accommodation providers have chosen to release students from their contracts early and not charge rent for students returning home. However, in the case of private landlords and letting agencies, the negotiation of rent waivers with student tenants is a matter between the parties concerned. We encourage landlords, letting agencies and tenants to adopt a pragmatic, common-sense approach to issues that may arise in the current circumstances.</p>

star this property answer text <p>The Government is committed to rebalancing the relationship between landlords and tenants to deliver a fairer, higher quality and more affordable private rented sector for all tenants. We will ban unfair letting fees and cap tenancy deposits to ensure that renters have more money in their pockets.</p><p>The single most important thing we can do to tackle affordability is to increase supply. That is why we have delivered over 346,000 new affordable homes since 2010, including 248,000 affordable homes for rent. This will help all tenants, including students, to afford the cost of renting properties.</p> more like this

star this property answer text <p>The Government has published guidance for landlords and tenants who may be affected by current events, which is available on the GOV.uk website. This guidance makes clear that tenants should continue to pay rent and abide by all other terms in their tenancy agreement to the best of their ability, and that rent levels agreed in the tenancy agreement remain legally due. The Government encourages landlords to take a pragmatic, flexible approach and have a frank and open conversation with their tenants at the earliest opportunity, to allow both parties to agree a sensible way forward.</p><p>We understand that some students are facing financial difficulties as a result of the current coronavirus (COVID-19) outbreak. Students will have received scheduled payments of loans towards their living costs for the remainder of the 2019/20 academic year, and we understand that many universities maintain hardship funds, which can be used where necessary. The process for issuing loans for the next academic year, 2020/2021, will proceed as normal.</p><p>To support landlords who are experiencing a temporary loss of income, mortgage lenders have agreed to offer payment holidays of up to three months where this is needed due to coronavirus-related hardship, including for buy-to-let mortgages. On 2 June, the Financial Conduct Authority confirmed that borrowers can apply for an extension to any holiday already taken while extending the window for new applications to 31 October. Landlords should contact their lender at the earliest possible opportunity to discuss if the payment holiday is a suitable option for them.</p><p>We have also amended the coronavirus regulations to make clear that people who wish to move home can do so. Landlords can now advertise and let properties where they are empty, or the current tenants have agreed to move. Landlords are also encouraged to contact their local authority homelessness departments or private rented sector procurement team who can discuss renting their property to a homeless household which may guarantee an income during this time.</p>
